Brief description of the problem/issue:
The Weld County Sheriffs Office has been recommended for an award of $57,282 in VOCA funding to
supplement 50% of the FTE cost of our Bi-Lingual Victim Advocate position. This is slightly less than the amount
requested ($62,196), however, it is an encouraging amount since the Crime Victim Services Advisory Board
(CVSAB) reported that statewide requests for funding were almost double the available funding. The Sheriffs
Office requests approval to accept the funding award.
What options exist for the Board?
The Board of Couty Commissioners can either accept the grant award as outlined or deny the grant award.
Consequences:
Denial of the funding acceptance would lead to either increased general fund dollars or a reduction of
services in the Victim Services program for the Sheriffs Office.
Impacts:
The VOCA grant has funded a good portion of the Bilingual Advocate Unit for many years. This greatly
reduces the amount of the FTE position the county would otherwise pay.
Cost (Current Fiscal Year/Ongoing or Subsequent Fiscal Years):
Current year 2025 budget: no change.
2026 Budget: no change to Personnel expense; reduced grant revenue of $10,636
Recommendation:
The Sheriffs Office recommends acceptance of the full award of the 2026 VOCA Funding Award.

Activities
Describe the project, staff and services your organization will provide with these grant funds. Only
include information on grant -funded activities and services to be provided by grant -funded staff on
grant -funded time. Do not include activities that are out -of -scope based on your funding source.
The Weld County Victim Services Unit (VSU) is the only unit that provides victim services to all parts of unincorporated
Weld County. Weld County has a prominent Hispanic population, many of which either don't speak English, or speak English
as a second language in the home. This population makes it essential to have at least one bilingual victim advocate.
The Weld County Victim Services Unit partners with several organizations in and around Weld County which provide a
variety of services for victims of crime and others in need. These include Catholic Charities, A Woman's Place, Women in
Crisis, several homeless shelters in the region, the Weld County Food Bank, Servicios De La Raza (addressing the needs of
Latinos and other underserved and marginalized communities in Colorado), and many others. The Victim Services Unit
works hard to maintain these relationships to provide services for victims without incurring cost to victims or citizens of
Weld County.
The Weld County Victim Services Unit provides a wide variety of support services for the victims of crimes. Advocates serve
as an information resource and make referrals to public or private social service agencies for the victims of crimes.
Advocates provide direct services and assistance to victims of crimes within Weld County. Advocates exercise initiative and
independent judgment in applying laws, regulations, and policy, and in analyzing and resolving a variety of non -routine
problems.
The bilingual advocate's primary duty is to ensure effective intervention for all clients, including those who are Spanish
speaking only or with limited English proficiency. This is accomplished through collaboration with systems -based agencies;
Greeley Police Department VSU and the 19th Judicial District Attorney's Office Victim Witness Unit as well as non-profit
agencies offering crime specific help; A Woman's Place (local domestic violence shelter), SAVA (sex assault intervention
and services), and Life Stories (local child advocacy center). The unit has had success throughout the years establishing
trust with those who have a difficult time negotiating the criminal just system due to cultural and language barriers.
In previous years, the Weld County Victim Services Unit provided services to eight municipalities. Due to population
growth and changes in funding, the Weld County VSU will only provide services to residents of unincorporated Weld County
beginning in January, 2023. However, to facilitate effective intervention for Spanish speaking clients throughout Weld
County, the bilingual advocate will continue to offer translation services to any of the municipalities previously served.

award. As requested, I am attaching the Exhibit D Amended Statement of Work and Exhibit E Budget Without
Match documents, and have uploaded the example timesheet into Zoomgrants, and ensured that our contacts are
up to date in Zoomgrants. Our agency's most recent audit is available at

I am pleased to inform you that in its final review of grant applications during the Funding Meeting,
the Crime Victim Services Advisory Board (CVSAB) recommended your project for funding up to the
amount of $57,282 n VOCA funds. This recommendation will become final only upon completion of
the grant agreement and receipt of required approvals and signatures at the Colorado Department of
Public Safety.

Over 230 applications were submitted for the CY26 funding opportunity, with requests totaling almost
double the available funding. When making funding decisions, the CVSAB considered the applicant's
eligibility, organizational capacity, prioritized expenses, and the project's alignment with the review
criteria and the Board's funding philosophy. Please see this video with a message from OVP's Unit
Manager Kelly Kissell.
IMPORTANT REQUIRED NEXT STEPS (Please save this email for future reference):
In order to move forward with creating your grant agreement, please review the following
information on required actions:
• We have attached your original application for reference to aid you in the creation of your new
Exhibit D: Statement of Work and Exhibit E: Budget, based on your award amount.
• Complete Exhibit E: Budget (attached)
While the Board was not able to fully fund your request, you can use the recommended
funds (up to $57,282) to support the aspects of your program that your agency
p
rioritizes.
You can only include expenses that were requested in your original application budget.
• Complete Exhibit D: Statement of Work (attached)
O Please copy the activities from your original application into the attached Exhibit D as
appropriate. Please edit the information based on what you will be including in your
new revised Budget Exhibit E. For example, do not include activities that will not
be supported by the grant funds awarded.
o Complete the services charts based on the awarded funds, as well. Prorate this
information based on what you were awarded, not what you applied for.
Lastly, please review the Project Officials listed in ZoomGrants under the "Project Overview"
Tab and let us know if any updates need to be made to your Project Officials - this is
extremely important as they will receive all future emails regarding your award, including an
email from Docusign when it is time to sign your grant agreement
In addition to the Exhibits, there are other documents that are required for contracting. Please
upload all required attachments in ZoomGrants under the "Documents" Tab.

• If your agency has not already done so, please email your agency's most recent audit or
financial review and management letter to cdps dcj audits@state.co.us.
The attached Exhibits must be completed and emailed to me, and any additional

5:00 pm on September 8, 2025. Failure to meet deadlines may result in a delayed project start
date.
If you are interested in receiving more detailed feedback on areas of your application that could be
improved in the future, please email me with open times in September or October. Please note that
because of the tight timeline our office is under to complete this back -and -forth process and create
grant agreements, these appointments may need to take place later this year. We appreciate your
