We live directly across from the Sweet Valley Reservoir Project. We have resided at this address for over 35 years and have enjoyed the calm and beautiful surroundings of country living with little to no traffic on country road 251/2 of which dead ends into county road 36. We have enjoyed many beautiful green corn fields in the Summer and a picturesque Fall and Winter with livestock grazing on the corn stocks for over these 35 years. Absolutely beautiful!!! We now have a new neighbor, Sweet Valley Reservoir Project. In the past year, we have seen the harsh reality of gravel mining with fields torn up, weeds, unsightly dirt piles, bags of bentonite, massive equipment, pipes, mud, dust and noise. We are concerned that without some regulations, our beautiful country living will be destroyed, and our property values will decrease. As home and landowners, we are concerned about the noise level, hours of operation, dust levels, traffic and the unsightly appearance of the mining site and would like the planning committee to address these concerns as follows: 1. Limit the mining operations and trucking activity to 5 days a week and hours of operation from 7amto5 pm Monday through Friday. 2. Require Sweet Valley Reservoir Project to implement and manage a dust mitigation plan with accountability for violations. 3. Limit truck activity on county road 40 to 4 trucks per hour for the safety of the residence that travel these roads, farmers and travelers on highway 60. 4. Hold Sweet Valley Reservoir Project accountable to develop and implement attractive and well -maintained landscaping that will hide the mining activity, manage weeds and mitigate the negative effect on the surrounding property values. 5. Enforce noise levels by requiring the lowest decimal alerts and mitigate noise pollution from loaders, trucks and activity from the mining operations. Thank you for hearing our concerns and requests. We ask you to consider how you would feel if a gravel mining operation moved into your neighborhood. What regulations would you want enforced and how would you preserve your lifestyle and property values of your forever home. We moved here 14 years after we got pushed out of our other acreage on Road 38 south of Johnstown because of a dairy that was supposed to supply milk for the new cheese plant that was approved by Weld County. We understand the end results for this project, but please understand that our neighborhood did not ask for this. We did not move into a gravel pit neighborhood, they moved into our neighborhood. We ask that you please respect our requests. We ask that the operation works lam to 5pm, Monday thru Friday. They define "daylight" hours as lam to 9pm. 9pm is very late and is not what we wish to see. If this business cannot operate on 5 days a week instead of 6 days, maybe they need to take another look at their business plan... Please respect our wishes, we did not ask for this in our neighborhood. Who will .control the traffic on road 25.5? There is already traffic on the road after the agreement was to not use 25.5 and use the entrance on road 40. (see pictures) There is also a black 1/2 ton Ford truck that uses the entrance on road 25.5 daily in the mornings. In the "Questionnaire Responses" on page 5, Question 11 states "All traffic to and from the site will originate from HWY 60 and turn west on CR 40 then turn north on to a leased roadway area on the Meinrng Cattle Company property until the site is reached along the south side of the permit boundary. There will be one entrance to the aggregate processing facilities as shown on the Extraction Plan map." They state this again on question 1 on page 12. They don't follow this now... Who will control the dust? I know we will hear "We will have a water truck on site" But who will take care of this after hours? Who will control the weeds? The gravel pit that is already in use on hwy 60 and 85 is a weeds mess. Is that what we should expect to see? Again, We did not ask for this to be in our neighborhood, we understand the final results of this project, but please respect our wishes during mining. Five days a week, Monday through Friday, lam to 5pm is what we ask for, along with traffic, dust and weed control.
