Hearing Certification Docket No.2025-85 Board of County Commissioners Weld County,Colorado Resubdivision,RES25-0014,to vacate portions of Grandview Avenue,4th Street, and Pleasant Hill Avenue,and combine vacated rights-of-way with Lots 13 through 24,Block 15,Lots 1 through 12,Block 16,and the SW corner of Block 16,Town of Zita(now called Galeton)to create one(1)parcel—Weld County School District No.RE-2 A public hearing was conducted on November 5,2025,at 10:00 a.m.,with the following present: Commissioner Perry L.Buck,Chair Commissioner Scott K.James,Pro-Tem Commissioner Jason S.Maxey Commissioner Lynette Peppier Commissioner Kevin D.Ross Also present: Acting Clerk to the Board,Jan Warwick Deputy County Attorney,Karin McDougal Department of Planning Services Representative,Molly Wright The following business was transacted: I hereby certify that pursuant to a Notice dated October 22,2025,and duly published October 24,2025,in the Greeley Tribune,a public hearing was conducted to consider the request of Weld County School District No. RE-2,for Resubdivision, RES25-0014,to vacate portions of Grandview Avenue,4th Street,and Pleasant Hill Avenue,and combine vacated rights-of-way with Lots 13 through 24,Block 15,Lots 1 through 12,Block 16,and the SW corner of Block 16,Town of Zita(now called Galeton)to create one(1)parcel. Karin McDougal,Deputy County Attorney,made this a matter of record. Molly Wright, Department of Planning Services, presented a brief summary of the proposal, described the sign posting,the location of the site,and reviewed approval criteria as stated in the Weld County Code.Ms.Wright displayed images of the site and surrounding views. Josh Higgins, applicant, and David Huwa, Colorado Civil Group Inc., representative, stated Ms.Wright gave a good description and shared they are basically attempting to clean up the boundaries. No public testimony was offered concerning this matter. 2025-2952 PL2986 Hearing Certification(RES25-0014)-Weld County School District No.RE-2 Page 2 The Board reviewed the Conditions of Approval(COA)and Development Standards(DS). Commissioner Maxey questioned DS#9,regarding mineral interests,and Ms.McDougal shared the reference to the minerals could potentially be overlooked via a title search. Commissioner Ross suggested reverting mineral rights back to the school district.Upon discussion among the Board and the Deputy County Attorney,it was decided to strike DS#9.The Board agreed to all of the aforementioned changes. No public testimony was offered regarding changes made to the Conditions of Approval. In response to Chair Buck,Mr.Higgins indicated they have reviewed,and agreed to abide by,the Conditions of Approval,as amended.
