WELD COUNTY COUNCIL
July 21, 2025
The Weld County Council met in regular session in full conformity with the Weld County Home
Rule Charter at 6:30 p.m., Monday, July 21, 2025, at the Weld County Administration Building,
1150 0 Street, Greeley, CO.
ROLL CALL:
The meeting was called to order by President Nancy Teksten. Councilmembers Elijah Hatch,
James Welch, Jeff Reck and Terry DeGroot were present, constituting a quorum of members.
Also present was Council Secretary Linda Kane.
APPROVAL OF AGENDA :
Councilmember Welch made a motion to approve the agenda as amended to show the phone
bill was not April's, but June's, it was seconded by Councilmember Reck, and the motion
carried.

REVIEW PROGRAM:
Ryan Rose — Chief Information Officer
Mr. Rose is in his 12`" year with county. The mission statement of Weld County Information
Technology is "The mission of the Weld County Information Technology (IT) Department is to
provide responsive, adaptive, transformative, innovative and cost-effective information
technology solutions and services. This assists county departments and offices to successfully
achieve their objectives. IT will assist with the implementation and support of technology
solutions empowering the citizens of Weld County to access information and mission critical
services in a comprehensive, responsive and effective manner.
The department has 56 full-time employees with 2 budgeted full-time positions in telecom and
9 in public safety IT.
It has a technical support center with provides support to all Weld County employees. They
process about 1,000 to 1,500 calls per month
The IT technical operations build and support the core network infrastructure for employees.
The department's applications and database/GIS./Web systems provide project management
for all IT projects, about 100 per year.
IT provides information security and privacy and public safety IT for the county's public safety
systems.
The annual budget for IT for 2025 is $13,198,524, about 1.8 percent of the overall county
operating budget. The proposed budget for 2026 is .34 percent less.

Mr. Rose also gave a quick overview of Artificial Intelligence (AI) and how it may be used
within the minty. The three areas of focus within the county will be 1) use; 2) policy; and 3)
training.

1) Use: Microsoft CoPilot Chat and Client Demo. Microsoft 365 CoPilot is designed to assist
capabilities users by leveraging advanced Al to provide information, answer questions and
engage in conversations. It can help users complete tasks efficiently.
2) Policy. The purpose of an Al policy is to promote ethical and secure practices; build trust;
and mitigate risks.
3) Training. Training plans will be communicated to employees.
First an Al policy needs to be finalized and reviewed with department heads and elected
officials. CoPilot Chat needs to be enabled for all county employees.

Counciimember Hatch made a motion to approve bills, it was seconded by Councilmember
Welch and carried. The bills were paid as follows:

o Prairie Mtn. Media $132.00 Hatch, Welch

By acclamation, the meeting was adjourned at 7:27 p.m.
