The undersigned Applicant certifies compliance with the provisions of C.R.S. § 24-65.5-
103(1), and in support thereof, states and certifies as follows:
1. That Applicant has provided notice, (a copy of which is attached hereto as
Exhibit "A"), containing the time and place of the initial public hearing on its application

Mineral Owner Notification Summary
As stated in the document "Certification RE: Notification of Mineral Interest Owners
and Lessees", RDC CO Weld County 49 LLC (The Applicant) has provided notice to all
identified mineral owners on the project property per Weld County requirements. The
notice(s) that were sent via certified mail are included within this document.
To verify mineral owners, the Applicant utilized Western Land Services to run a
mineral ownership report on October 23, 2024 (included within this document). This report
identified Anadarko Land Corporation, a Nebraska corporation, as the mineral owner on
this property. Also identified was the current leaseholder, Noble Enemy, Inc.
The included letter was sent via certified mail on 4/24/25 which meets the 30 day
window of notice prior to public hearing. The certified mail receipt is included within this
document.
At this time, the applicant has not been contacted by the mineral owner(s), but will
intend to contact them if a surface waiver is required to perform construction of the
project.

Dear Land Administration Department for Anadarko Land Corporation:
Please be advised that RDC CO County Rd 49 LLC, a subsidiary of Reactivate DevCo, LLC
("Reactivate") has entered into a Solar and Storage Easement Agreement with the surface title owner of
the property located at 071119000023 located in Weld County, Colorado (the "Property"). You are
receiving this letter because, based on our research, you possess certain mineral rights on the Property.
Though Reactivate is still exploring the potential for this project, we are proceeding with plans to
site a commercial energy solar and/or battery facility on the Property and as such are in the process of
applying for a siting permit with Weld County.
It is Reactivate's belief that our solar and/or battery facilities can be developed and operate
while still allowing you to enjoy your rights and interests in the mineral estate and we fully intend to
reasonably accommodate your subsurface activities. Accordingly, should Reactivate decide to proceed
with plans for construction, we will contact you again to discuss a surface waiver agreement or other
similar accommodation agreement.
Thank you for your time and attention to this matter. Should you have any questions regarding
this notice, please do not hesitate to contact us.
Weld county meetings for this project will be held at Weld County Administrative Building, Weld County
Colorado, 1150 O ST. Greeley, CO 80631 on the following dates:
