This letter is submitted pursuant to Colorado Energy & Carbon Management Commission
("ECMC")241 to provide certain parties with notice of the ECMC Director's Completeness
Determination for a Comprehensive Area Plan ("CAP").
Noble Energy, Inc. ("Noble") hereby provides you with notice of the Director's Completeness
Determination for the West Pony CAP. The ECMC Director deemed the West Pony CAP complete
on March 14, 2025, assigning ECMC Docket No. 240400093 to the West Pony CAP. The following
information is provided to comply with the state notification requirements set forth in ECMC Rule
314.f.(1).C.

Noble Energy, Inc. (Operator No. 100322) ("Noble" or "Applicant") filed an Application with
the Commission for an order to establish a Rule 314 Comprehensive Area Plan ("CAP") on the
lands identified below. Generally, a CAP is a plan created by one or more operators covering
future Oil and Gas Operations and addressing cumulative impacts in a defined geographic area.
Importantly, a CAP is not a pooling application.
This Notice was sent to you because the Applicant believes you may: 1) be an Owner of

DEADLINE FOR PETITIONS BY AFFECTED PERSONS: May 27, 2025
Any interested party who wishes to participate formally in this matter must file a written
petition with the Commission no later than the deadline provided above. Please see Commission
Rule 507 at https://ecmc.state.co.us/#/home, under "Regulation," then select "Rules." Please note
that, under Commission Rule 510.1, the deadline for petitions may only be continued for good
cause, even if the hearing is continued beyond the date that is stated above. Pursuant to

you wish to formally participate in this matter and the date and time of the hearing may change

DIRECTOR'S COMPLETENESS DETERMINATION:
Noble Energy Inc., West Pony CAP, Docket #240400093
Pursuant to Rule 314.d.(4), the Director submits this Completeness Determination for
the Noble Energy Inc. (Noble), West Pony Comprehensive Area Plan (CAP) located in
Weld County.
Director's Completeness Determination:
The Director was provided with the information necessary to fully review the Noble
West Pony CAP's cumulative impacts on public health, safety, welfare, the
environment, and wildlife resources. Based on the information provided, and in
conjunction with all associated components, the Director has determined this CAP is
complete pursuant to Rule 314.d.(4). This completeness determination does not
constitute approval or denial, nor does it convey any rights to conduct any
surface -disturbing activities.
Public Comment:
The Public Comment Period will be open for 60 days and comments will be accepted
from March 14, 2025 through May 13, 2025, unless extended by the Director, pursuant
to Rule 314.f.(2).C.
Consultations:
Pursuant to Rule 314.f.(4), the Director will engage in consultation before the end of
the Public Comment period with the following entities regarding this CAP, unless they
waive their right to consultation:
Weld County
Colorado Parks and Wildlife (CPW)
Colorado Department of Public Health and the Environment (CDPHE)
Director's Recommendation:
Pursuant to Rule 314.8.(5), the Director will issue the Director's Recommendation on
this CAP thirty days prior to the date that the CAP will be heard by the Commission.
