HomeMy WebLinkAbout20252954.tiffRecord of Proceedings Minutes Board of County Commissioners Weld County, Colorado Wednesday, October 29, 2025 The Board of County Commissioners of Weld County, Colorado, met in regular session in full conformity with the laws of the State of Colorado at the regular place of meeting in the Weld County Administration Building, Greeley, Colorado, October 29, 2025, at the hour of 9:00 a.m. Roll Call: The meeting was called to order by the Chair and on roll call the following members were present, constituting a quorum of the members thereof: Commissioner Perry L. Buck, Chair Commissioner Scott K. James, Pro-Tem Commissioner Jason S. Maxey — Excused Commissioner Lynette Peppler — Excused Commissioner Kevin D. Ross Also present: Acting Clerk to the Board, Houstan Aragon County Attorney, Bruce Barker Controller, Rusty Williams Minutes: Commissioner Ross moved to approve the below listed Minutes of the Board of County Commissioners meeting, as printed. Commissioner James seconded the motion and it carried unanimously. 1. Minutes from October 15, 2025 Amendments to Agenda: There were no amendments to the Agenda. Consent Agenda: Commissioner James moved to approve the Consent Agenda, as printed. Commissioner Ross seconded the motion and it carried unanimously. Presentations and Proclamations: 1. Recognition of Services, Weld County Community Development Block Grant Advisory Committee — A.J. Krieger: Chair Buck read the certificate for the record. Cynthina Martin, CDBG Analyst, stated that Mr. Krieger was a founding member of the committee and expressed her appreciation for his dedication over the past five (5) years. The Board extended their well wishes and thanked him for his voluntary efforts for the citizens of Weld County. 2025-2954 BC0016 Page 2 Wednesday, October 29, 2025 www.weld.gov 2. United Airlines Flight 629 Victims Memorial Day — November 1, 2025: Chair Buck read the certificate for the record. Becky Tesone, Vice President for the Flight 629 Memorial Board, thanked the Board for their acknowledgement on the verge of the 70th anniversary of the tragedy, and expressed her appreciation for the efforts of the Denver Police Museum with their unveiling of a permanent memorial to commemorate the victims and first responders of the event at the old Stapleton Airport tower. She shared John Gilbert Graham packed dynamite in his suitcase and brought it onto United Airlines Flight 629, on November 1, 1955, which exploded shortly after takeoff. He was convicted of only killing one (1) person while the remaining individuals were considered as collateral damage. Ms. Tesone further introduced other Flight 629 Memorial Board Members who were in attendance for the record. Conrad Hopp shared his first-hand account as a sugar beet farmer, in 1955, and as an eyewitness during the event. Phil Bearly introduced himself as the son of Clayton Bearly, who was the Manager for the former Johnson's Corner Restaurant and Truck Stop when the establishment opened in 1951. He further shared his memories of being a young child on his way to his grandmother's birthday when they witnessed the explosion in the air. As a result of the heroic efforts of his father, G.R. Carrel, Chief of the Colorado State Patrol (at that time), honored his services as a Good Samaritan in assistance to the first responders, which Mr. Hopp provided for the record marked as Exhibit A. Linda Allour, Vice President of Fundraising, spoke to the unique circumstances that make this tragic event stand out among so many that have occurred over the years and the impacts that were felt by the communities and family affected. She explained, as a result of this event, luggage is now screened through x-rays prior to boarding any flight. It also resulted in the creation of the search grid method used by the Federal Bureau of Investigation (FBI) when the agents investigate crashes, and Congress enacted laws to make it a crime to commit domestic terroristic attacks on airplanes and criminals are charged with each life injured or taken. The Board extended their sincere appreciation for the Committee members and citizens highlighting the historical event, recognized their efforts to raise awareness to the senseless act of violence that has kept the memories alive for those who were affected, and applauded their fundraising for a permanent memorial to be placed at the crash site. Consider Contract ID #9985 Professional Service Agreement for General and Legal Transcription Services and Authorize Chair to Sign — Transcription Outsourcing, LLC, dba Ditto Transcripts: Jamie Ulrich, Director of the Department of Human Services, stated the agreement allows for general and legal transcription services to be outsourced for the benefit of Weld County clients attending court. Commissioner Ross moved to approve said agreement and authorize the Chair to sign. The motion was seconded by Commissioner James and it carried unanimously. 2. Consider Contract ID #9987 Professional Service Agreement for Low -Income Energy Assistance Program (LEAP) Outreach Incentive Program and Authorize Chair to Sign — United Way of Weld County: Ms. Ulrich stated the agreement allows for United Way of Weld County to provide outreach for energy assistance during the winter months for low-income families, disabled individuals, and the senior population in Weld County. Commissioner James moved to approve said agreement and authorize the Chair to sign. The motion, which was seconded by Commissioner Ross, carried unanimously. 3. Consider Contract ID #9989 Professional Service Agreement for Consulting and Support for Family Resource Wraparound Services, and Authorize Chair to Sign — Lefthand Management, LLC: Ms. Ulrich stated the agreement provides guidance to the County in the process of being a Medicaid provider and the billing of those services through the High -Fidelity Wraparound Program. Commissioner Ross moved to approve said agreement and authorize the Chair to sign. The motion was seconded by Commissioner James and it carried unanimously. 4. Consider Contract ID #9990 Memorandum of Understanding for Child Welfare and Adult Protective Services Call Coverage from Hotline County Connection Center (HCCC) and Authorize Chair to Sign — Prowers County: Ms. Ulrich stated the memorandum of understanding (MOU) allows for the department to utilize the assistance of Prowers County with hotline call coverage for child welfare and adult protective services. Commissioner James moved to approve said MOU and authorize the Chair to sign. The motion was seconded by Commissioner Ross and it carried unanimously. 5. Consider Appointment to Weld County Community Development Block Grant Advisory Committee (CDBGAC): Ms. Martin recommended the appointment of A.J. Eucker as the replacement of A.J. Krieger on said Committee. Commissioner Ross moved to approve said appointment. The motion was seconded by Commissioner James and it carried unanimously.
