On June 4, 2025, the Colorado Air Pollution Control Division will begin a 30 -day public
comment period for Civitas North, LLC - Ross 8-60 Production Facility. A copy of this
public notice is enclosed.
Thank you for assisting the division by posting a copy of this notice in your office. A
public copy of this notice is required by Colorado Air Quality Control Commission
regulations. The notice must be available for public inspection for a period of thirty
(30) days from the beginning of the public comment period. Please reference the
public notice for instructions on submitting comments.

Notice of a Proposed Construction Permit Warranting Public Comment
Civitas North, LLC - Ross 8-60 Production Facility - Weld County
Notice Period Begins: June 4, 2025
Notice is hereby given that an application for a proposed project or activity has been submitted to
the Colorado Air Pollution Control Division for the following source of air pollution:
Applicant: Civitas North, LLC
Facility: Ross 8-60 Production Facility
Well Production Facility
SESW quadrant of Section 18, Township 8N, Range 60W
Weld County
The proposed project or activity is as follows:
The Ross 8-60 Production Facility serves the commingled liquid stream (containing natural gas,
condensate and produced water) from eight (8) wells through eight (8) 3 -phase inlet direct fire
separators and one (1) bulk separator. Each 3 -phase direct fire separator has a 0. 75 MMBtu/hr
burner associated with it, and the bulk separator has a 1.0 MMBtu/hr burner associated with it. The
inlet separators separate the fluids into individual phases (natural gas, produced water,
hydrocarbon liquid). The fluid phases then exit the separators as follows:
The hydrocarbon liquid (condensate) flows first to one (1) heated flash gas separator (heater
treater), equipped with a 0.5 MMBtu/hr burner. Then the condensate then flows to four (4) 500 -bbl
atmospheric storage tanks. Flashing, working and breathing emissions off the condensate storage
tanks are sent to the enclosed combustion devices (ECDs). Once adequate volumes are
accumulated, the condensate is measured, loaded into a tank truck and sold or sent downstream
through a LACT Unit. Any tank vapors are captured and sent to the ECDs rated at 98% control
efficiency.
Produced water is sent to two (2) 500 -bbl atmospheric produced water storage tanks from the 3 -
phase inlet separators and the heated flash gas separator (heater treater). When an adequate
volume of water is accumulated, it is sent to a third party commercial disposal facility via trucks.

Any tank vapors are captured and sent to the ECDs rated at 98% control efficiency.
Tank truck loading emissions occur during the loading of the tank trucks for sales and when LATC
unit it not operational. The condensate is submerge -filled as it is loaded into the truck. As the
condensate is pumped into the truck, the fluid displaces the vapors. The displacement causes the
vapors to vent from inside the truck to the ECDs rated at 98% control efficiency.
Source is considered an existing major stationary source of VOC under both the TV and NANSR
program. With this permit application, the operator is requesting enforceable limitations on the
potential to emit of VOC in order to avoid major stationary source requirements.
The division has determined that this permitting action is subject to public comment requirements
under Colorado Air Quality Control Commission Regulation Number 3, Part B, Section III.C due to
the following reason(s):
• This source is requesting a federally -enforceable limit on the potential to emit to avoid
other requirements. (Regulation Number 3, Part B, Section III.C.1.d.)
The division has made a preliminary determination of approval of the application.
A copy of the application, the division's analysis, and a draft of construction permit number

The division hereby solicits submission of public comments from any interested person concerning
the ability of the proposed project or activity to comply with the applicable standards and
regulations of the commission. The division will receive and consider written public comments for
thirty (30) calendar days after the date of this notice. Comments may be submitted using the
