(formerly known as S-511) to Expand the Building Envelope on Lot 4 of the
Peaks at Mtn View PUD — Christy and Daniel Pratt
A public hearing was conducted on February 19, 2025, at 10:00 a.m., with the following
present:
Commissioner Perry L. Buck, Chair
Commissioner Scott K. James, Pro-Tem
Commissioner Jason S. Maxey
Commissioner Lynette Peppler
Commissioner Kevin D. Ross
Also present:

Department of Public Health and Environment Representative, Lauren Light
The following business was transacted:
El I hereby certify that pursuant to a Notice dated January 30, 2025, and duly published
February 1, 2025, in the Greeley Tribune, a public hearing was conducted to consider the
request of Christy and Daniel Pratt, for Planned Unit Development Final Plan Minor
Amendment, PUDF24-0005, (formerly known as S-511) to expand the building envelope
on Lot 4 of the Peaks at Mtn View PUD. Karin McDougal, Deputy County Attorney, made
this a matter of record.
_= Diana Aungst, Department of Planning Services, presented a brief summary of the
proposal, provided the general location, and stated 13 referrals were sent out
and seven (7) agencies responded. She relayed the applicant wishes to build
a 720 square -foot barn, part of which is outside of the existing building envelope, and
indicated the expansion will not affect compatibility with surrounding land uses. She noted
no correspondence was received from surrounding property owners (SPOs), and the site
is within the three (3) mile referral area of the Towns of Dacono, Erie and Frederick.
Ms. Aungst relayed staff is recommending approval of the request, as the amendment to
the PUD is consistent with Weld County Code Section 23-7-40.C, and she displayed
images of the site and surrounding views.

Lauren Light, Department of Public Health and Environment (EH), stated EH had no
concerns with the request.
Daniel and Christy Pratt, applicants, indicated they had not had contact with any of
the Commissioners regarding this case and relayed the building on the proposed
expansion will house horse equipment. She stated, in order to preserve the views for the
SPOs, the Homeowners Association (HOA) did not want the applicant to remove the
building envelope but was in agreement of the proposed expansion and mentioned she
collected signatures of support from all SPOs in the PUD. Commissioner James
commended the applicants for going through the process of getting the neighbor's support
of the expansion.

El The Board discussed the Conditions of Approval and made no changes.
IE In response to Chair Buck, Mr. and Mrs. Pratt indicated they had reviewed, and
agreed to abide by, the Conditions of Approval, as presented.
Commissioner Ross moved to approve the request of Christy and Daniel Pratt for
Planned Unit Development Final Plan Minor Amendment, PUDF24-0005, (formerly
known as S-511) to expand the building envelope on Lot 4 of the Peaks at Mtn View PUD,
based on the recommendations of Planning staff, with the Conditions of Approval, as
presented. The motion was seconded by Commissioner James, and it carried
unanimously. There being no further discussion, the hearing was completed at 10:08 a.m.
The Board of County Commissioners of Weld County, Colorado, approved the above
and foregoing Hearing Certification, on motion duly made and seconded, by the following
vote on the 5th day of March, A.D., 2025:
