Approve Memorandum of Understanding for Weld County Early Childhood
Executive Council Membership and Authorize Department of Human Services to
Sign and Submit Electronically — United Way of Weld County
Whereas, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
Whereas, the Board has been presented with a Memorandum of Understanding for a
Weld County Early Childhood Executive Council Membership between the County of
Weld, State of Colorado, by and through the Board of County Commissioners of Weld
County, on behalf of the Department of Human Services, and United Way of Weld County,
with further terms and conditions being as stated in said memorandum of understanding,
and
Whereas, after review, the Board deems it advisable to approve said memorandum of
understanding, a copy of which is attached hereto and incorporated herein by reference.
Now, therefore, be it resolved by the Board of County Commissioners of Weld County,
Colorado, that the Memorandum of Understanding for the Weld County Early Childhood
Executive Council Membership between the County of Weld, State of Colorado, by and
through the Board of County Commissioners of Weld County, on behalf of the Department
of Human Services, and United Way of Weld County, be, and hereby is, approved.
Be it further resolved by the Board that Anna Korthius, Department of Human Services,
be, and hereby is, authorized to electronically sign and submit said memorandum of
understanding.
The Board of County Commissioners of Weld County, Colorado, approved the above
and foregoing Resolution, on motion duly made and seconded, by the following vote on
the 12th day of March, A.D., 2025:

Understanding

Brief description of the problem/issue: On June 29, 2021, the Weld County Department of Human
Services (DHS) entered into a Memorandum of Understanding (MOU), known to the Board as Tyler
ID# 202J-1705, which designated a DHS representative to serve on the Weld County Early Childhood
Council (WCECC) for a two-year term. The WCECC is a community partnership focused on increasing
awareness of the importance of early childhood development and to facilitate accessible pathways of
service leading to lifelong well-being for all children prenatal to eight (8) years old.
The Department is now requesting Board approval to enter into a new Weld County Early Childhood
Executive Council Member Memorandum of Understanding with the WCECC. This MOU would
designate Anna Korthuis, Employment Services of Weld County, Child Care Manager, as its
representative, for a two-year term.
What options exist for the Board?
Approval of the MOU with Weld County Early Childhood Council.
Deny approval of MOU with Weld County Early Childhood Council.
Consequences: Weld County DHS will not have a representative on the Weld County Early
Childhood Council.
Impacts: WCECC will not be in compliance with the Colorado Department of Human Services
rule 07-1062:Rule Making #16.10.27.1 regarding required mandatory stakeholders.
Costs (Current Fiscal Year / Ongoing or Subsequent Fiscal Years):
Total Cost: This is a non -financial MOU.
Term: Membership is for two (2) years effective the date the MOU is signed.

Responsibilities and Duties
• Executive Council members will have oversite over the work of the council, advocacy efforts, the
community wide measurable goals.
• Executive Council will advise and make recommendations on UWWC's collective impact
fund as they relate to early childhood.
• Executive Council members will provide an advisory role to UWWC on the early childhood
direct services, Reading Corps and other areas as deemed necessary and/or congruent.
• Executive Council duties will consist of but are not limited to setting strategic priorities,
assessing local data to confirm work plan and meeting the State of Colorado Early
Childhood Council requirements, responsible for the creation and recommendation of
any changes to the policies, bylaws, and other documents that require review and
approval.
• Attend monthly general council membership meetings.
• Attend Executive Council meetings (monthly or bi-monthly) as deemed necessary.
• Supports the efforts of the Early Childhood Council in our community, including but not
limited to sharing early childhood and council information with colleagues, speaking or
writing articles on behalf of the Early Childhood Council and/or serving on a Committee.
• Represents members' agency, organization, collaboration with a commitment to bring
and take back important communications related to the work of the Council.
• Encouraged to be part of one of the committees under the Council.
• Participate in WCECC and Reading Great By 8 community events and activities including
but not limited to: Children's Festival, Professional Development trainings, or other
United Way events.
Qualifications
• WCECC Executive Council (Executive Council) is comprised of persons who represent the
Colorado Department of Human Services list of mandatory stakeholder groups, pursuant
to rule 07-1062:Rule Making ##16.10.27.1
• Committed to improving the well-being of young children in our community
• Have background, experience and expertise to provide input on Early Childhood
community issues.
• Advocate for the Weld County Early Childhood Council and have a invested interest in the
well-being of children and families in Weld.
Commitment Expected
Two years minimum commitment expected, approximately 4-6 hours per month. The Early Childhood
Council meets the 2"d Thursday of each month except July and December, from noon until 1:30 pm
monthly. The WCECC-EC meets monthly or bi-monthly as deemed necessary.
Training/Orientation
All volunteers receive the WCECC, WCECC-EC and United Way of Weld County volunteer
orientation. Supplemental training given as necessary.
