Weld County, Colorado
Monday, January 27, 2025
The Board of County Commissioners of Weld County, Colorado, met in regular session
as the Housing Authority Board in full conformity with the laws of the State of Colorado at
the regular place of meeting in the Weld County Administration Building, Greeley,
Colorado, January 27, 2025, at the hour of 9:00 a.m.
El Roll Call: The meeting was called to order by the Chair and on roll call the following
members were present, constituting a quorum of the members thereof:
Commissioner Perry L. Buck, Chair
Commissioner Scott K. James, Pro-Tem
Commissioner Jason S. Maxey
Commissioner Lynette Peppler
Commissioner Kevin D. Ross
Also present:
Acting Clerk to the Board, Houstan Aragon
County Attorney, Bruce Barker
Interim Controller, Chris D'Ovidio
El Minutes: Commissioner Ross moved to approve the below listed Housing Authority
Minutes, as printed. Commissioner Maxey seconded the motion and it carried
unanimously.
1. 2024-2523: Minutes from September 23, 2024

1. 2025-0270: Consider Signatory Authority and Delegation of Signatory
Authority for Weld County Housing Authority (WCHA) to sign any necessary
Housing Authority Documents: Elizabeth Relford, Department of Finance,
explained with the retirement of the previous Executive Director, Tom Teixeira, the
Weld County Housing Authority needs to delegate signatory authority to allow Weld
County to access files, accounts, and further conduct business; thus, she
recommends the Chairperson of the Weld County Board of Commissioners, the
Controller, and the Assistant Contoller to be authorized agents, in their ex-oficio
capacity to be delegated to sign any necessary Housing Authority documents.
Commissioner James moved to approve signatory authority and delegation of

signatory authority. The motion was seconded by Commissioner Ross, and it
carried unanimously.
2. a 2025-0271: Consider Amendment to Intergovernmental Agreement for
Provision of Housing Authority Services and authorize Chair to sign —
Greeley Housing Authority: Ms. Relford stated the agreement was considered
by the Greeley Housing Authority Board last week, indicated Commissioner James
is the County representative on that Board, and noted her understanding of the
separation of administrative services between the Greeley Housing Authority
(GHA) and the Weld County Housing Authority (WCHA). She further stated the
amendment updates the defined roles and responsibilities between the two (2)
Housing Authorities moving forward. Ms. Relford explained the WCHA receives
housing vouchers from the U.S. Department of Housing and Urban Development
(HUD), but acknowledged that Weld County would not be best suited for managing
government housing (Section 8) and will be in the process of applying for a
voucher, vehicle, and fourplex transfer from WCHA to GHA, which can be a lengthy
process, since the two (2) Housing Authorities are working diligently to get out of
troubled status. Commissioner James stated he does not know if the Greeley City
Council has taken action to and recognize the County's request, and in response,
Ms. Relford stated her understanding after speaking with the City Attorney has
indicated the Bylaws will be amended to reflect the approval of the agreement and
allow for Weld County to maintain input as a member on their Board. The Board
commended Ms. Relford and Bruce Barker, County Attorney, on their efforts with
the process of reconstructing the expectations between the two (2) Housing
Authorities, and confirmation was given to reassure there will not be a disruption
in the voucher program. There being no further discussion, Commissioner James
moved to approve said amendment and authorize the Chair to sign. The motion
was seconded by Commissioner Maxey, and it carried unanimously.
Let the Housing Authority Minutes reflect that the above and foregoing actions were
attested to and respectfully submitted by the Clerk to the Board. There being no further
business, this meeting was adjourned at 9:09 a.m.
The Board of County Commissioners of Weld County, Colorado, approved the above
and foregoing Minutes, on motion duly made and seconded, by the following vote on the
24th day of February, A.D., 2025:
