Approve Notification of Funding Allocation (NFA) Work Plan for Workforce
Innovation and Opportunity Act (WIOA) Dislocated Worker Program and
Performance Incentive Funds (PIF), and Authorize Chair, Department of Human
Services, and Workforce Development Board to Sign
Whereas, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
Whereas, the Board has been presented with a Notification of Funding Allocation (NFA)
Work Plan for the Workforce Innovation and Opportunity Act (WIOA) Dislocated Worker
Program and Performance Incentive Funds (PIF) between the County of Weld, State of
Colorado, by and through the Board of County Commissioners of Weld County, on behalf
of the Department of Human Services, and the Colorado Department of Labor and
Employment, commencing upon full execution of signatures, and ending June 30, 2025,
with further terms and conditions being as stated in said NFA work plan, and
Whereas, after review, the Board deems it advisable to approve said NFA work plan, a
copy of which is attached hereto and incorporated herein by reference.
Now, therefore, be it resolved by the Board of County Commissioners of Weld County,
Colorado, that the Notification of Funding Allocation (NFA) Work Plan for the Workforce
Innovation and Opportunity Act (WIOA) Dislocated Worker Program and Performance
Incentive Funds (PIF) between the County of Weld, State of Colorado, by and through
the Board of County Commissioners of Weld County, on behalf of the Department of
Human Services, and the Colorado Department of Labor and Employment, be, and
hereby is, approved.
Be it further resolved by the Board that the Chair be, and hereby is, authorized to sign
said NFA work plan.

Brief description of the problem/issue: In 2021, through the Colorado Department of Labor and
Employment (CDLE), Employment Services of Weld County (ESWC) was allocated funding for
exemplary performance, regional cooperation with other local boards, and local coordination of program
activities.
The Department is requesting approval for ESWC to submit an updated Work Plan and Notice of
Funding Allocation for the Performance Incentive Fund (PIF), known as (NFA) #WE24-018, to carry
out employment and training, workforce development activities in the Local Area, program integration
with Partners, and Staff development and to enhance WIOA Programs.
What options exist for the Board?
Approval of the Work Plan and NFA for #WE24-018, Performance Incentive Funding Program.
Deny approval of the Work Plan and NFA for #WE24-018, Performance Incentive Funding
Program.
Consequences: The Performance Incentive Funding Program will not receive this funding.
Impacts: ESWC will not have additional funding for the enhancement of WIOA programs in
Weld County.
Costs (Current Fiscal Year t Ongoing or Subsequent Fiscal Years):
Funding Amount: $31,182.00.
Funded through the Colorado Department of Labor & Employment.

FUNDING PURPOSE
Funds are awarded to local workforce boards for exemplary performance, regional
cooperation with other local boards, and local coordination of program activities across
systems.
USE OF FUNDS
Funds may be used to carry out employment and training, and workforce development
activities in the Local Area, as allowed under WIOA law and regulation, in support of one -
stop services.
