On February 17, 2025, the Colorado Air Pollution Control Division will begin a 30 -day public
comment period for Red Hawk Petroleum, LLC - Buchner 1-2H. A copy of this public notice is
enclosed.
Thank you for assisting the division by posting a copy of this notice in your office. A public
copy of this notice is required by Colorado Air Quality Control Commission regulations. The
notice must be available for public inspection for a period of thirty (30) days from the
beginning of the public comment period. Please reference the public notice for instructions
on submitting comments.

Notice of a Proposed Construction Permit Warranting Public Comment

Notice is hereby given that an application for a proposed project or activity has been submitted to
the Colorado Air Pollution Control Division for the following source of air pollution:
Applicant: Red Hawk Petroleum, LLC
Facility: Buchner 1-2H
Well Production Facility
NWSW quadrant of Section 2, Township 7N, Range 60W
Weld County
The proposed project or activity is as follows:
Red Hawk Petroleum, LLC submitted an application for an existing oil and gas well
production facility located in the ozone non -attainment area. Upon reclassification of the 8 -Hour
Ozone Control Area to "severe," the facility had potential to emit (PTE) above the NANSR/OP major
source threshold. This project involves establishing synthetic minor permit coverage for the
facility. Modifications to permit 13WE2238 include reducing the permit limit throughput and
updating the control device to an enclosed combustor for gas venting from a two-phase separator.
The project also involves establishing permit coverage for routine or predictable emissions (ROPE)
in permit 13WE2238. Modification to permit 13WE2668 involves reducing the permit limit
throughput for crude oil storage tanks.
The division has determined that this permitting action is subject to public comment requirements
under Colorado Air Quality Control Commission Regulation Number 3, Part B, Section III.C due to
the following reason(s):
• the source is requesting a federally enforceable limit on the potential to emit in order to
avoid other requirements
The division has made a preliminary determination of approval of the application.

The division hereby solicits submission of public comments from any interested person concerning
the ability of the proposed project or activity to comply with the applicable standards and
regulations of the commission. The division will receive and consider written public comments for
thirty (30) calendar days after the date of this notice. Comments may be submitted using the
