RECORD OF PROCEEDINGS
MINUTES OF A MEETING WITH THE
BOARD OF SOCIAL SERVICES IN WELD COUNTY
The meeting convened at 9:20 a.m. with the following people in attendance: Mr.
Harry S. Ashley, Chairman of the Board, Mr. Roy Moser, Board member, Mr. Eugene
McKenna, Director, Weld County Department of Social Services, and Mrs. Roberta
Hermansen, secretary to Mr. McKenna. Meeting was held March 11, 1974.
Several meetings are usually scheduled by the commissioners for Monday mornings,
and it was felt that perhaps another time would be more satisfactory for the De-
partment of Social Services meeting. April 10, the second Wednesday in April, at
1:30 p.m. was suggested. It was agreed by those present that this would be the next
meeting date and that the second Wednesday of each month at 1:30 p.m. will become the
regular meeting date.
The February Caseload Status Report was distributed and discussed. Mr. McKenna stated
that Public Assistance caseloads reflected the increased number of applications received
in January. Unemployment, desertion and divorce were the most significant reasons for
these applications being taken. Old Age Pension and Aid to the Needy Disabled cate-
gories decreased markedly because of the impact of the new Federal Supplementary Se-
curity Income (S.S.I.) program. As these Federal payments increase, State and County
payments decrease. Food Stamp purchases showed a net increase of 65 households par-
ticipating.
Regarding the move of the Department of Social Services into their new building, it is
going quite well. During bad weather and with spring caning, something needs to be
done to prevent mud from being carried into the carpeted lobby. Mr. McKenna said he
understands that Mr. Billings will furnish men and materials to gravel the parking
lot area with crushed rock. In Mr. Billings' absence, the other Board members said
they felt this would be done as soon as possible.
Mr. McKenna suggested that the Board set a date for the first open house for the Ad-
visory Committee. March 25 at 7:30 p.m. was agreed upon.
Mr. McKenna distributed to Board members a proposal concerning the setting up of a
Youth Services Bureau Shelter Home. At a meeting on March 8 with State Department
consultants, County staff, and Mr. Evan Green, Director of the Youth Services Bureau,
the State Department verbally indicated that the present regulations would allow for
80% reimbursement on most items of care for youth placed in the proposed home. This
reimbursement would not include capital expenditures. LEAA funding and donations
could be used for initial funding. In cooperation with Mr. Green, the Department of
Social Services is proceeding as follows:
1. Youth Services Bureau and the Weld County Department of Social Services
will work out a revised proposal for County Board consideration as soon
as possible.
2. Simultaneously the Department will seek a written endorsement from the
State Department to guarantee 80% reimbursement if licensing and program
standards are met.
This shelter home would care for youths between about 12 and38 years of age. There
would be 24-hour service with a maximum of 8 youths in the facility at one time.
The State Department would treat it as a "specialized group home." The County has to
know what their obligations are after LEAA funding is no longer available. Mr. McKenna
will give the Board more information at their April 10 meeting or before.
