I wanted to submit it to the record. Hi Kevin, I know we are both extremely busy but I wanted to follow up with you about the solar farm we are looking at on cr72 and cr31. We've done SO much research and I've done in with my staff on the concerns of mostly one neighbor out here. My conclusions and findings are not what he brought up to me. I'm a big believer in a land owner having control of their land and doing what they believe is right with it as long as following county and state regulations. I understand Lori doesn't want to see the solar but I never fought him on the items he has done with his land, so it's disappointing in the false facts we've found that he tried to present to us. I've spent so much time and money on this being a good neighbor and most of them are totally fine with it as long as their is some barrier and landscaping which I've been very upfront with the solar company. The last hearing it passed 5-2 and was recommended for approval so I'm going to move forward with the solar project as I still believe it's the best use of that land. We've spoke to SO many farmers about ever getting that back into some kind of ag land and it just isn't viable with the shell, lack of water, and that's why it hasn't been farmed for 20 some years and just been pasture. This yielded no positive results with general feedback being there is nothing that could be done to make those opposed agree with the project. • The landowner also asked for Reactivate to allow additional time for them to understand challenges and continue to negotiate on a personal level with their neighbors. He made neighbors aware of this and stated that he would be halting the project until further understandings and negotiations took place. • The landowner determined that a solar facility was the highest and best use of his 47 -acre property after six years of research and analysis of alternative uses. Attempts to convert the land back to agriculture were deemed economically unviable due to poor soil conditions (shell), insufficient water supply, and prohibitive infrastructure costs. Offers from housing developers were rejected to avoid increased density and water tap costs. Other potential uses, such as oil and gas development, were halted due to regulatory changes. PROPRIE1ARYAND CONFIDENTIAL letter o f Support Since 2018 we have looked at different ways to use that 47 acres, as its just been pasture land for many years even prior to us buying the land. The previous owner said there wasn't a lot you could do with that land due to the gas lines, costs of water, the shell, etc. We have done research on the land for the past 6 years as our main goal was to try and get it back into Ag land, I've meet with several fanners including the ones who farm our other alfalfa fields. We had a meeting with the farmers and with Quahty well about looking at putting a sprinkler, a pivot, running lines up from the well, running riverlreservoir water and extending the ditch, and a list of other items to make that section of land viable to farm. We spent a lot of money and time looking at all the options and none of them made sense economically. There is a lot of shell you have to deal with on that parcel and why only a small percentage of that pasture produces even decent grass. The other main draw back is we did redrill the well with George Fell and even after doing so and fixing all the risers, the well could hardly pump the water more then a half a mile away up the hill to hardly get any water out of the pipe, we couldn't even get one section of irrigated pipe to fill. We looked at the costs of trying to redo the well again and the putting in pipe all the way across the other field and then putting in a pond and irrigation pump and the costs were more then a 20 year return to break even, so it doesn't make sense_ We were approached by two developers about buying that land and doing small 5-10 acre parcels to sell and build out. We didn't want more properties to be around us and the price of water taps, so we turned down both of those offers. We have then been stuck with a parcel of land that has been utilized for the past 10+ years as just pasture and has become an eye sore and nonstop work with taking care of prairie dogs and the invasive weeds that we fight yearly. So we wanted to look at doing something else with the land and we were in talks with Chevron to do oil pads and had worked nearly 18 months on that project only for it to be killed due to the new set back rules and other issues that arose_ When we were presented with the idea of doing solar, we wanted to investigate that option_ We are pro energy, weather that be oil, gas, solar, etc and wanted to be open minded how we could best utilize that land for good. We have researched all the pros and cons of solar and have talked to many other land owners that have also done these types of projects to get their feedback. If we were going to do this we wanted to follow all the rules and mandates necessary by the town, county and state_ We have done so much research on this project that the only hesitation on my behalf was from the previous meeting with the counsel and speaking with the neighbors directly after. Even though it passed 5-2 in favor of moving on to the commissioners with approval for this project, I wanted to take some more time after hearing my neighbors concerns. We have lived out there for nearly 17 years and want to be good neighbors so I wanted to hear their concerns, after hearing these concerns I passed on the issues to the solar company and wanted resolutions on the matters brought forth. We asked that the project be halted until further discussions and .research could be done. I wanted to investigate the letter that one of the neighbors put together and halt the project until I had more time to dive into the matters he brought up, and my findings were completely different then what he stated. I understand the neighbors concerns and their needs with feeling like they get "anything" out of this so of course they are going to be one sided and then feel like they want to persuade me on their needs. The majority of the neighbors I've spoke to have been great to work with and respect the rights of a land owner doing what they feel is best with their land, have went way beyond what most others would in my time and money to research this on behalf of my neighbors and take their concerns very serious. I'm glad to share the packet of research I have invested into this and even told the one neighbor who has been the main driver of rallying the other neighbors, that a lot of what he originally wrote in his letter isn't accurate and I have facts, not opinions to back that up. The Internet can give you whatever you are looking for both positive and negative, I wanted an unbiased opinion as I was opened minded about this project. Lastly, I offered to the neighbor to buy the land from us if he was so concerned by the project that I would offer him exactly what other developers have offered to pay us, not a penny more and that was years ago. I have not received any offers from the neighbor nor do i think he's interested in anything other then telling another land owner what he should or shouldn't do with their own land. As another one of our neighbors told me, he's very disappointed in how he is pitching this to the neighbors with fear tactics about devaluing their land, and while no one ever complained when he has done several things with his property and we all allowed him to be a land owner and make the decision he thought was best, we respected him. However we see that's not his stance in retum. We have followed every single guideline and researched this project probably more then any other land owner before us and feel confident about our decision and doing something good with that land for the sake of the community.
