Pursuant to the provisions of part 105.7 - Public Participation in Water 'Pollution Control under the Federal Water Pollution Control Act, and to the provisions of Sections 3-16-2, 3-16-4, 66-28-308, 66-28-703. Colorado Revised Statutes 1963, as amended, NOTICE is hereby given that the Colorado Water Quality Control Division will hold a public hearing at 5:30 P.M. on Wednesday, June 26, 1974, in the Summit County Courthouse, Breckenridge, Colorado, for the purpose of presenting the: WATER QUALITY MANAGEMENT PLAN - BLUE RIVER BASIN At the hearing an opportunity will be provided to the persons and organi- zations interested or affected by the Plan to participate in discussion and evaluation of said Water Quality Management Plan and afford these parties the maximum opportunity to present testimony before the Colorado Water Quality Control Division. Rozich, Colorado Department of Health, Water Quality Control Division, 4210 East 11th Avenue, Denver, Colorado, 80220. A summary of the plan is attached to and incorporated in this notice. Executive Director Director Colorado Department of Health Water Quality Control Division FJR/JH:gc BLUE RIVER HYDROLOGIC BASIN WATER QUALITY MANAGEMENT PLAN CONCLUSIONS AND RECOMMENDATIONS The Blue River Basin, located in North-Central Colorado, has become the focus of considerable concern for maintenance of acceptable water quality. A particularly sensitive ecological setting and rapid and exten- sive recreational development have combined to provide conditions which could lead to degradation of water quality and cultural eutrophication of reservoirs. Through water quality survey and research efforts of the Environmental Protection Agency, State of Colorado Department of Health, Water Quality Control Division, and their consultants, a data base has been established which enables the planning process required by the Federal Water Pollution Control Act Amend- ments of 1972 to proceed. An algal growth potential study performed by EPA has indicated that phosphorus is the limiting nutrient for algae growth. Waste load allocations of phosphorus have been made to the waters of the Basin based on this data. A water quality management scheme utilizing five advanced wastewater treat- ment plants in the area tributary to Dillon Reservoir and two advanced waste- water treatment plants to serve the area between Dillon and Green Mountain Reservoirs has been evaluated and recommended for implementation. Included also are recommendations for sludge disposal in a properly engineered landfill site and creation and operation of a Wastewater Reclamation Board for coordina- tion of supply and laboratory facilities.
