Commitment Letter Fee: $100.00 per equivalent tap for all lots which an "intent to provide service" is denoted in a Commitment Letter (CL). For such CL, the District shall reserve capacity forthe applied water service in the delivery system for a period of one year. By submitting this completed form to the District, along with payment of the applicable fees, the applicant agrees to have their tap request placed on a waiting list which will be posted on the District's website and updated weekly. Flood Plain Policy Septic systems will not be allowed to be located in the floodway. Septic systems will be allowed in the flood plain, but the system must be installed in a manner as to prevent the infiltration of groundwater into the septic tank and to prevent the release of sewage from the tank during a flood event. If the tank is above the flood plain elevation, no special installation requirements would be necessary. If the tank is not above the flood plain elevation then the access to the tank manhole lids must be covered with 20 mil PVC and sealed with plumbers cement. When the seal is broken, i.e. the tank is opened for pumping, etc., the tank must be re -sealed prior to backfilling again. A backflow preventer must also be installed in the effluent line between the tank and the absorption field. All other percolation and suitable soil criteria must be met for a conventional septic system to be installed. For inspection purposes, the materials to seal the manhole lids must be on site. The manholes are not required to be sealed at the. time of inspection in order to allow for the inspection of tee's in the tank. Percolation tests were performed by a representative of the Weld County Health Department on July 9, 1997, enclosed. The average percolation rate was found to be < 5 minutes per inch. The rate does not meet County regulations. A limiting zone of sand & gravel was also found at two feet (2'), and a limiting zone of ground water was found at three feet (3'). Due to the rate and the limiting zones an engineer designed septic system is required. The system has been sized for a four bedroom single family residence. The ISDS was designed to use a 1250 gallon two - compartment septic tank and a 915.5 effective square foot absorption bed using 60 standard Infiltrator@ units The system can handle the flow. See enclosed calculations. The following criteria must be met: The owner will need to provide a minimum of four feet (4') of adequate soil between the bottom of the Infiltrator® and any limiting zone. This will require removal of three feet (3') of soil and replacing with fill to meet the adequate soil criteria. The fill will need to have a percolation rate between ten to thirty minutes per inch (10-30 min./in.). The bed will need to be built up one foot (1') above the existing ground elevation. The absorption bed must also be surrounded with a plastic liner made of a minimum thickness of 3 mil. The liner should be installed from the top of the infiltrator to one foot (1') below existing ground level. A minimum one foot (1') of fill material will then be placed over the units. The Engineered Designed System was designed in accordance to Weld County Individual Sewage Disposal System Regulations. NCG PROJECT NO. 1 01 -24 Genaro and Rosa Nunez 1731 Fern Avenue Northern Colorado Geotech Project No. 101-24 SITE CONDITIONS It is our understanding that a new septic system will be constructed on the north end of the property to accommodate the existing residence being remodeled and divided into a duplex unit. The owners would like to size the new system to accommodate 5 bedrooms in order to be prepared for future expansion. The property is vegetated with native grasses and weeds. Overall site drainage is poor to the east. The property is bordered to the north and west by existing residences. Essex Road North borders the site to the east and south (as a cul-de-sac on the south). The Weld County website shows the residence to the north has a septic permit number of SP -0000465. The website does not list a septic permit number for the residence to the west. We are unaware of an existing septic permit for the site or the presence of natural or cultural features at the site. Two soil profile test pits were excavated in the area of the proposed absorption bed. The test pits were excavated to a depth of 8 feet at the locations show on the Site Plan, Figure 1. Soils in the area of the proposed absorption bed consisted of silty sand to a depth of 8 feet. Summary boring logs are attached with this report. Groundwater conditions were evaluated in each boring at the time of subsurface explorations, and one day after the drilling. Groundwater, or the physical features present from past high groundwater were not observed to a depth of 8 feet. The borings were located in the field by pacing from property lines and/or existing site features. Relative surface elevations at the boring locations were obtained by measurements with an engineer's level from a temporary bench mark (TBM) shown on the Site Plan. The accuracy of the boring locations and elevations should only be assumed to the level implied by the methods used to determine each. SEPTIC SYSTEM DESIGN CRITERIA 1. Percolation Test Results: The soils are silty sand (Loamy Sand) with no apparent soil structure shape and a single grain grading characteristic. We recommend a Design Rate = Soil Type 1 with a LTAR of 0.8 2. Septic Tank — Minimum = 5 Bedroom residence = 1,500 gallon tank. The tank will need to meet the specifications of the Weld County Regulations 30-9-20. The lid of the tank must be sufficient to withstand the load created by the burial depth of soil. We are not aware of water soluble sulfate concentrations that would significantly affect a concrete septic tank. Risers must be used to provide access to the tank. 2. Infiltrators — Minimum of 53 Standard Quick 4 infiltrators in an absorption bed (4 rows wide by 13 and 14 long = 53 Quick 4's for an absorption bed) 3. Distribution Box - Installed level to provide equal distribution of effluent. Riser must be used to provide access to D -Box. 4. Backfill - 12 inches (minimum) to 36 inches (maximum) of on -site soil. The top 4 inches shall be organic topsoil. 5. The system should maintain a minimum 1/4 -inch per foot slope from the house to the septic tank. The slope of the effluent line from the tank to the absorption bed should be a minimum of 1/8 -inch per foot. 6. An inspection port should be placed at the four corners of the absorption bed. GENERAL NOTES 1. All construction shall be in compliance with Weld County Health Dept and State regulations. 2. Any deviation from the plan must be approved by WCHD and/or Northern Colorado Geotech prior to construction. 3. No groundwater or bedrock was encountered in the soil profile boring located at the proposed soil absorption bed. We are unaware of any limiting layers within 8 feet of the existing site grade. Accordingly, the leach field may be constructed to a depth 4 feet below finished grade. 4. All parts of the field shall be located the minimum distances from land features including 100' from any well, 50' from a pond or ditch, 20' from all dwellings and 10' from all property lines. 5. The system shall be inspected by WCHD and/or Northern Colorado Geotech during critical phases of construction. 6. Positive drainage shall be provided to minimize surface runoff from entering the system. 7. The top of the field shall be seeded or sodded with low-water demand vegetation to control erosion and aid evapo-transpiration. Large trees or shrubs should not be planted within 6 feet of the field. 8. The completed leach field should not be paved or driven over at any time. 9. A licensed septic system installer should be chosen by the client. A list of licensed installers is available from WCHD. The installer should use best construction practices during all phases of the septic system construction. 10. Proper maintenance of the septic system will help lengthen effective life of the system. Use Schedule 35 pipe except where piping is placed under driveways or roadways — in these locations use Schedule 40 pipe. 4. All system piping shall be bedded with select, granular material. Well to be constructed on specified tract of land ISSUANCE OF THIS PERMIT DOES NOT CONFER A WATER RIGHT CONDITIONS OF APPROVAL 1) This welt shall be used in such a way as to cause no material injury to existing water rights. The issuance of this permit does not ensure that no injury will occur to another vested water right or preclude another owner of a vested water right from seeking relief in a civil court action. 2) The construction of this well shall be in compliance with the Water Well Construction Rules 2 CCR 402-2, unless approval of a variance has been granted by the State Board of Examiners of Water Well Construction and Pump Installation Contractors in accordance with Rule 18. 3) Approved pursuant to CRS 37.92-602(3)(b)(II)(A) as the only welt on a residential site of 5.05 acre(s) described as that portion of the NW 1/4 of the SW 1/4 of Sec. 11 and the NE 1/4 of the SE 1/4 of Sec. 10, Twp. 5 N, Rng. 65 W, S P.M., Weld County, more particularly described on Exhibit A in the well permit file. 4) The use of groundwater from this well is limited to ordinary household purposes inside one single-family dwelling. The groundwater shall not be used for irrigation or other purposes. 5) The pumping rate of this well shall not exceed 15 GPM. 6) The return flow from the use of this well must be through an individual wastewater disposal system of the non -evaporative type where the water is returned to the same stream system in which the well is located. 7) Pursuant to Rule 6.2.3 of the Water Welt Construction Rules, the welt construction contractor shall submit the as -built well location on work reports required by Rule 17.1 within 60 days of completion of the well. The measured location must be accurate to 200 feet of the actual location. The location information must include a GPS location (UTM coordinates) pursuant to the Division of Water Resources' guidelines. NOTE: This well may be located in an area where one or more confining layers may be penetrated during drilling. A hydrogeologic aquifer evaluation has not been completed for this well permit. In accordance with Rule 10.1.2 (Welt Construction Rules, 2 CCR 402-2), all persons authorized to construct wells must investigate and become familiar with the geology of potential aquifers, confining layers, anticipated water quality problems, and known contaminated water -bearing zones that may be encountered in the area of the proposed drilling activity. The Applicant or Driller may request a hydrogeologic aquifer review by submitting an AskDWR to the "Hydrogeology Section" Topic. NOTE: This permit will expire on the expiration date unless the well is constructed by that date. A Well Construction and Yield Estimate Report (GWS-31) must be submitted to the Division of Water Resources to verify the well has been constructed. An extension of the expiration date may be available.
