To verify mineral owners, the Applicant utilized Western Land Services to run a
mineral ownership report on September 16, 2024 (included within this document). This

Though Reactivate is still exploring the potential for this project, we are proceeding with plans
to site a commercial energy solar and/or battery facility on the Property and as such are in the process
of applying for a siting permit with Weld County.
It is Reactivate's belief that our solar and/or battery facilities can be developed and operate
while still allowing you to enjoy your rights and interests in the mineral estate and we fully intend to

Hi Molly,
I am writing this letter to officially object to the proposed case number USR25-0004, the USR
for a solar energy facility.
This is proposed to be built north of and adjacent to Cty rd. 72, approximately 450 feet west of
CR 31.
This is directly across the road from my property, 14672 Cty Rd. 72, Greeley, Co. 80631.
I am extremely opposed to this project. It will severely decrease the value of my property due
to the eye sore that it will be very high profile at every angle.
I spoke with two real estate agents who sell in the area (Ed Carr and Pat McNear) and both said
it would decrease the value of my 40 acres/house/farm buildings/ executive fencing and
outbuildings by a minimum of 10% due to it's proximity to my property.
I know that Shane Howell is the owner and his house is a fair distance away from this proposed
construction project so he is not affected the way our residence would be affected.
Also, the additional traffic on that road which will dramatically affect my entry and use of Cty
road 72 will further decrease the value of my property, as well as affect the safety of pulling
onto Cty rd 72 right where your product entry will be.
I officially request that you reject this proposal. I have poured my soul as well as all of my
money into my residence and farm and this would drastically affect in a very negative way if
built.

Hi Molly,
We are sending this latter to officially object to the proposed case number USR25-0004, the
USR for a solar energy facility.
This is proposed to be built north of and adjacent to Cty rd. 72, approximately 450 feet west of
CR 31.
This is directly across the road from my property, 14672 Cty Rd. 72, Greeley, Co. 80631. But it
adversely affects several other neighbors in the area and they are listed below.
AFFECTS of THLRCF'C ED SOLAR FACILITY:
There are numerous serious negative affects of a solar power project in this farm area. You can
find evidence all over the interne regarding both the long term and short term consequences
of these projects popping up across the USA neighboring existing farms. Below are some of
the facts involved with solar energy panels

1. Negative impact on the neighboring farms/residences property values due to the eye sore
and environmental impact of rows and rows of dark panels
2. Solar Panels are not easily recyclable so the pressure on the landfills are serious.
-Recycling costs can be higher than landfill disposal, and the process can be complex,
requiring specialized equipment and expertise.
3. Lack of efficient and effective power generation: It takes about 10 acres of land covered in
solar panels to generate a single megawatt of power.
4. The existing land is capable of being productive farm land and wildlife habitat so the solar
panels will permanently prohibit crops to be grown, cattle to feed and wildlife to feed and live
there.
, Nationwide, the U.S. Department of Energy estimates that 6 million ,acres of land will end up
covered with solar panels. This is at the expense of wild life habitat, and farming and ranching
production.
6. China dominates the global solar panel market, producing approximately 70-80°/0 of the
world's solar photovoltaic (PV) panels,
Haw is It that feeding the country is less financially gratifying than putting up some panels made
in China?
7. These sprawling arrays can alter everything from sun exposure to surface temperatures,
which can have vast and unexpected impacts on Wants and ,animals and even alter the area's
microbiome.
8. The dark surfaces of solar panels absorb most of the light and heat that reaches them.
However, only about 15% of incoming energy is converted to electricity. The rest is returned to
the environment as heat, Because the panels are so much darker than the surrounding
vegetation, large swathes of solar fields will absorb and emit heat at higher rates, which can
have unknown consequences on the surrounding environment.
9. According to Jeffrey Lovich, a research ecologist with the U.S. Geological Survey, some

10. The scale of solar installations it would take to put a significant dent in the current demand
for fossil energy could have regional and even global effects on the climate.
11, ENVIRONMENTAL IMPACT: Note the environmental impact of solar panel production.
Although labeled as "clean energy," solar panels harbor a cocktail of toxic chemicals, including
cadmium compounds, silicon tetrachloride, hexafluoroethane and lead. Those solar panels
won't last forever. The industry standard for the lifespan of most solar panels is 25 to 30 years.
Those toxic compounds are a concern not only during the manufacturing process but also when
spent panels have lost their usefulness and must be disposed of. There is also the concern
about toxic substances leaking from the panels if damaged. If you were to take a field out of
solar, the infrastructure that was put in the ground to support the panels, the concrete, and the
galvanized metal these things sit on, they're going to leach zinc into the ground. The galvanized
metal under the surface can result in high readings of zinc in soil samples.
Erosion generally occurs where soils have been heavily disturbed or left uncovered as bare
ground. With Solar farms, wind erosion can cause problems when wind-blown soil ends up on
the surface of panels, reducing their electricity output and possibly leading to permanent
damage. Water erosion from runoff and concentrated flows can damage infrastructure,
equipment, and facilities, leading to increased maintenance and repair costs, (AND ALSO
INCREASED TRAFFIC ON THIS GRAVEL COUNTY ROAD)
It can also lead to detrimental offsite environmental effects including gullies
and the transport of sediment.
12, SHORT TERM THINKING: Focusing on the short-term financial benefits without
considering the long-term consequences of putting industrial power plants on agricultural land is
irresponsible. As the Essex County Conservation Alliance points out, "farmland lost is farmland
lost forever," THE TOPSOIL IN THIS AREA IS SECOND TO NONE AND WITH THIS
CONSTRUCTION IS THE LOSS OF VERY PRODUCTIVE FARMLAND,
13. The construction and operation of solar facilities generates particulate matter, which can be
a significant pollutant particularly in any nearby areas.
14. Concentrating Solar Power (CSP) systems could potentially cause interference with aircraft
operations if reflected light beams become misdirected into aircraft pathways. Operation of solar
facilities, and especially concentrating solar power facilities, involves high temperatures that
may pose an environmental or safety risk. Solar facilities produce electric and magnetic fields,

energy development, construction, operation, and decommissioning of the transmission facilities
would also cause a variety of environmental impacts.
As you can see, there are nummberoius very impactful things associated with a solar panel
facility and we all strongly believe in thinking about the long term consequences, not the short
term financial benefit to one land owner. We have all been contacted by solar companies to do
the same thing but we care about all of the consequences listed above, not a meaningless
financial benefit to one land owner
