SUBJECT: RES25-0014 Galeton Elementary School
The proposal has been reviewed by Development Review on behalf of the Weld County Department of Public Works
and the Department of Planning Services. Staff comments made during this phase of the application process may
not be all-inclusive as other issues may arise during the remaining application process.
COMMENTS:
Parcels: 080106005001, 080106000006, 080106006001, 080106006002
The project proposes to create: Resubdivision to vacate portions of Grandview Avenue, 4th street, and Pleasant
Hill Avenue and combine Lots 13 through 24 of Block 15, Lots 1 through 12 of Block 16, and vacated right of way.
ACCESS
Development Review has reviewed the application materials related to access. The two existing accesses to the
proposed Lot 1, Block 1 are south of and adjacent to the intersection of Grandview Avenue, and Third Street and
onto Third Street approximately 200 feet west of Pacific Avenue. No changes to the existing access locations are
proposed.
Per Section 8-14-30, an Access Permit is required for access to Weld County maintained roadways. Please refer
to Chapter 8 of the Weld County Code for more information regarding access.
ROADS AND RIGHT-OF-WAY
Third Street is a gravel road and is designated on the Weld County Functional Classification Map (Code Ordinance
2024-01) as a local road, with a platted 80 feet of right-of-way. Pursuant to the definition of setback in the Weld
County Code, Section 23-1-90, the required setback is measured from the right-of-way line. The physical location
of the roadway may not be centered in the right-of-way. This road is maintained by Weld County.
Grandview Avenue is a paved road and is designated on the Weld County Functional Classification Map (Code
Ordinance 2024-01) as a local road, with a platted 80 feet of right-of-way. Pursuant to the definition of setback in
the Weld County Code, Section 23-1-90, the required setback is measured from the right-of-way line. The physical
location of the roadway may not be centered in the right-of-way. This road is maintained by Weld County.
Per Chapter 8, Article 13, Section 8-13-30, a Weld County Right -of -Way Use Permit is required for any project that
will be occupying, constructing or excavating facilities within, and or encroaching upon, any County rights -of -way or
easement. Right -of -Way Use Permit instructions and application can be found at:

DRAINAGE REQUIREMENTS
No additional drainage information is needed. The applicant will be required to maintain the historic drainage flows
and run-off amounts that exist from the property.
CONDITIONS OF APPROVAL:
The plat shall be amended to delineate the following:
1. Third Street is a gravel road and is designated on the Weld County Functional Classification Map (Code

label on the plat the existing right-of-way (along with its creating documents) and the physical location of the

DEVELOPMENT STANDARDS (NOTES ON THE PLAT)
1. The property owner or operator shall be responsible for controlling noxious weeds on the site, pursuant to
Chapter 15, Article I and II, of the Weld County Code. (Development Review)
2. Access to the site shall be maintained to mitigate any impacts to Third Street and Grandview Avenue, including
damages and/or offsite tracking. (Development Review)
3. The historical flow patterns and stormwater runoff amounts on the site will be maintained on the subject
property. (Development Review)
