(including M&A up to 5%) $91,560 PROJECT DESCRIPTION * During the 2024 General Election cycle, there were 24 -Hour Ballot Boxes that were vandalized with live ballots inside the box in other states. If one of our Ballot Boxes were vandalized, it may be the difference in being able to convict someone if we are able to access the video in real time. The Clerk and Recorder, Facilities, and Information Technology are working to design a solution that will enable live views of the ballot box sites to improve security at locations accessible to the public and vulnerable locations. This will enhance the protection of our 24 - Hour Ballot Boxes at our 22 Ballot Boxes. Describe the proposed project and activities. (i.e. Include Nexus to Terrorism or Regional Planning and Coordination Initiative) Weld County proposes the installation and operation of 24/7 live video surveillance at all official ballot drop box locations to enhance election security, deter criminal activity, and support regional anti -terrorism coordination. This initiative directly supports the protection of election infrastructure, which is designated as critical infrastructure by the U.S. Department of Homeland Security (DHS). https://docs.google.com/forms/d/e/1 FAIpQLScyQWZv251bfeZWxl6RbdwSPEghsUS7odvzEqumjm2Ms2PKzgiviewform?pli=1 4/10 10/6/25, 8:44 AM Homeland Security Grant Project Application (SHSP) If the project is dual capability, what is the percentage for nexus to terrorism? * What is the Nexus to Terrorism? Election Infrastructure as a Terrorism Target According to DNS, election infrastructure is a high -value target for domestic violent extremists (DVEs), foreign terrorist organizations (FTOs), and adversarial nation -states. These actors may seek to: Undermine public trust in democratic institutions, Disrupt the electoral process, or Intimidate voters and election workers Describe how the project maximizes cost effectiveness, sustainability, and duration of the project. (i.e. Budget and Fiscal Integrity) The implementation of 24/7 live video surveillance for ballot drop boxes in Weld County is designed to be fiscally responsible, operationally sustainable, and strategically scalable. With 247,000 registered voters and a large geographic footprint, the project ensures long- term value and resilience. 1. Cost Effectiveness Centralized Monitoring: By using a centralized video management system, the county reduces the need for on -site personnel at each drop box, saving on labor and travel costs. Multi -Use Infrastructure: Surveillance equipment can be used for multiple election cycles, and potentially repurposed for other public safety or emergency management needs. Prevention Over Remediation: The cost of preventing ballot tampering or vandalism through surveillance is significantly lower than the cost of investigating incidents, replacing damaged infrastructure, or defending against legal challenges. 2. Sustainability Durable Equipment: Cameras and enclosures are selected for weather resistance and long- term outdoor use, minimizing maintenance and replacement costs. Cloud -Based Storage: Leveraging cloud or hybrid storage solutions reduces the need for physical servers and allows for scalable, secure data retention. Energy Efficiency: Modern surveillance systems are designed to be low -power and energy - efficient, reducing operational costs and environmental impact. https://docs.google.com/forms/d/e/1 FAIpQLScyQwZv25lbfeZVVxl 6RbdwSPEghsUS7odvzEqumjm2MszPKzg/viewform?pli=1 5/10 10/6/25, 8:44 AM Homeland Security Grant Project Application (SHSP) Provide how 1.) capability gap(s) were identified, 2.) how the project addresses these capability gaps, 3.) reduce capability gap(s) and, 4.) explain long-term approach to sustaining capabilities.
