Approve Grant Proposal for Participation in Pathway Home 6 Program for
Pre -Release Services and authorize Department of Human Services to Submit
Electronically
Whereas, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
Whereas, the Board has been presented with a Grant Proposal for Participation in the
Pathway Home 6 Program for Pre -Release Services from the County of Weld, State of
Colorado, by and through the Board of County Commissioners of Weld County, on behalf
of the Department of Human Services, to the Colorado Department of Labor and
Employment, with further terms and conditions being as stated in said grant proposal,
and
Whereas, after review, the Board deems it advisable to approve said grant proposal, a
copy of which is attached hereto and incorporated herein by reference.
Now, therefore, be it resolved by the Board of County Commissioners of Weld County,
Colorado, that the Grant Proposal for Participation in the Pathway Home 6 Program for
Pre -Release Services from the County of Weld, State of Colorado, by and through the
Board of County Commissioners of Weld County, on behalf of the Department of Human
Services, to the Colorado Department of Labor and Employment, be, and hereby is,
approved.
Be it further resolved by the Board that Tami Grant, Department of Human Services, be,
and hereby is, authorized to electronically submit said grant proposal.
The Board of County Commissioners of Weld County, Colorado, approved the above
and foregoing Resolution, on motion duly made and seconded, by the following vote on

PASS -AROUND TITLE: Pathway Home 6 Program Funding Opportunity

Brief description of the problem/issue: The Department requests approval for Employment Services
of Weld County (ESWC) to be included in a grant proposal for the Pathway Home 6 Program. The
Colorado Department of Labor and Employment (CDLE) will serve as the lead applicant for this funding
opportunity. Local Workforce Areas may choose to participate, and if awarded, will receive funding from
CDLE to deliver pre-release services —including skill -building and occupational training in high -demand
industries to support incarcerated individuals in both men's and women's facilities in securing
sustainable employment that promotes economic stability.
With approval, ESWC will submit Letters of Commitment from local workforce areas, employers, service
providers, and nonprofit industry organizations to strengthen the grant application.
What options exist for the Board?
• Approval of the request to submit Letters of Commitment for the Pathway Home 6 Program
funding opportunity.
Deny approval of the request to submit Letters of Commitment for the Pathway Home 6
Program funding opportunity.
Consequences: ESWC will not receive additional funds to support incarcerated individuals
returning to our community.
Impacts: The Pathway Home 6 Program funding opportunity will not be available
to the Department.
Costs (Current Fiscal Year / Ongoing or Subsequent Fiscal Years):
Funded through the United States Department of Labor and the Colorado Department of Labor
and Employment. There is no county match requirement.
Recommendation:
• Approve the request to participate and submit Letters of Commitment for the Pathway Home 6
Program.

Pathway Home 6
• Pre-release services will assist incarcerated individuals in men's and women's facilities who enter the
program within 20 to 270 days from their scheduled release date to prepare for returning to their
communities.
• With a focus on Good Jobs Principles. applicants will increase employment opportunities for participants
post -release with an aim towards boosting labor supply in critical industry sectors facing increased
demand, workforce gaps, or supply chain challenges.

• Participants must be able to maintain the same caseworker pre and nest-rPIPace
• Job preparation, developing individual development plans (IDPs) that identify barriers to employment,
career exploration and planning, experience and skill matching, counseling

• Pre-release occupational training is highly encouraged

• Post -release activities must include skill -building services, including either registered apprenticeships or

The Weld County Justice Services Department is proud to support the weld County Department of
Human Services with their collaboration with the Colorado Department of Labor and Employment
(CDLE) to continue to drive system innovations in Colorado to provide pre-release services to
eligible individuals transizioning from the Colorado Department of Corrections or the Weld County
Jail, through the Pathway Home 6 Grant.
As a county department, we offer alternatives to incarceration for a diverse range of adult
offenders. Our services support individuals transitioning from the Colorado Department of
Corrections back into the community, as well as those sentenced to our County Jail but authorized
to serve their sentence through alternative community -based programs. The provision of pre-
release workforce development and related services is a key element to the success of participants
of our programs.
To support weld County's Department of Human Services with this Pathway Home 6 Grant, our
department commits to:
• Identifying eligible participants for services.
• Allowing DHS's Workforce Center area partners access to our facilities for necessary
amounts of time and for relevant purposes.
• Provide accommodations for clientele for services, in-house or at the Workforce Center.
• Internet accessibility or alternative, as applicable to our facilities.
• Security for participant and case management and service provider staff.
• Allow for recruitment to Pathway Home 6.
