Approve Application for Supplemental Grant Funds for Construction of
Bridge 19/46.5A Replacement Project and Authorize Department of Public Works
to Submit Electronically — Colorado Counties, Inc. (CCI)
Whereas, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
Whereas, the Board has been presented with an Application for Supplemental Grant
Funds for the Construction of the Bridge 19/46.5A Replacement Project from the County
of Weld, State of Colorado, by and through the Board of County Commissioners of Weld
County, on behalf of the Department of Public Works, to Colorado Counties, Inc. (CCI),
with further terms and conditions being as stated in said application, and
Whereas, after review, the Board deems it advisable to approve said application, a copy
of which is attached hereto and incorporated herein by reference.
Now, therefore, be it resolved by the Board of County Commissioners of Weld County,
Colorado, that the Application for Supplemental Grant Funds for the Construction of the
Bridge 19/46.5A Replacement Project from the County of Weld, State of Colorado, by
and through the Board of County Commissioners of Weld County, on behalf of the
Department of Public Works, to Colorado Counties, Inc. (CCI), be, and hereby is,
approved.
Be it further resolved by the Board that Mike Bedell, Department of Public Works, be,
and hereby is, authorized to electronically submit said application.
The Board of County Commissioners of Weld County, Colorado, approved the above

Brief description of the problem/issue: The annual applications for bridge replacement grant funds
through Colorado Counties Inc. (CCI) are due November 7, 2025. Public Works is proposing to apply for
supplemental bridge grant funds for Bridge 19/46.5A Replacement Project. Weld County has a previous grant
award and associated COOT IGA dated 7/03/19 in the amount of $500,000. The supplemental grant
application proposes to add an additional $2,500,000 to the existing amount, for a total requested grant
amount of $3,000,000.
What options exist for the Board?
1. Approve the submittal of the CCI supplemental grant application.
2. Do not approve the submittal of the CCI supplemental grant application.
3. Discuss alternate options for this annual CCI grant application cycle.
Consequences: Approval of the supplemental grant application could result in the County receiving an
additional $2,500,000 towards completion of this bridge replacement project.
Impacts: Approval of the grant application will help assure completion of the project.
Costs (Current Fiscal Year / Ongoing or Subsequent Fiscal Years): The total approved County CIP
budget amount for this project is $11,080,000.
Recommendation: Public Works staff recommends authorization to submit this supplemental grant
application to CCI prior to the application deadline.

RE: Narrative for Bridge WEL019.0-046.5A (Supplemental Grant Funding)
Bridge WEL019.0-046.5A is on Weld County Road (WCR) 19 and spans the Little
Thompson River. The bridge is located approximately 0.1 miles north of WCR 46.5.
This bridge is heavily used by agricultural and oil/gas trucks and equipment. WCR 19 is
a vital paved link for the area near the communities of Johnstown, Milliken, and rural
landowners south of State Highway 60. Traffic counts show an average daily traffic of
3,000 vehicles per day. Replacement of this bridge is our number one priority for this
bridge funds application period.
The existing bridge is 30 feet wide, 55 feet long (two spans), and was built in 1960. The
bridge has major problems with rusted steel substructure elements. The bridge also
has previous scour issues from the 2013 flood. The bridge rail and approach guardrails
do not meet current AASHTO/CD0T standards. Rehabilitation instead of replacement
is not a viable option, nor cost effective, because of the excessive amount of rusting
steel and inadequate opening size. The newly designed bridge is 35 feet wide and 233
feet long (two spans). The elevation of the high point of the newly designed bridge is
approximately 7 feet higher than the existing bridge.
Weld County received notification of a bridge grant award from CCI on 12/21/2018. A
CDOT/Weld County IGA was completed on 7/03/2019 and the amount of grant award is
$500,000. Subsequently the bridge design plans, ROW plans, and environmental
clearances have been completed. Assuming the ongoing ROW/Easements acquisitions
can be completed as planned, Weld County intends to advertise this bridge replacement
for construction in July of 2026.
Since the design kickoff meeting held October 2019 this bridge replacement project has
been plagued with multiple unforeseen issues and difficulties, which have led to the
project schedule being delayed greatly and the original project budget being exceeded.
Following is a brief list of the main issues being dealt with:
• Floodplain mapping revisions after the 2013 major flood event caused the
elevations of the new bridge to be much higher, and the new bridge to be much
longer than the existing bridge.
• Multiple utilities and oil/gas easements and facilities have been mapped and
determined that relocation is necessary, and the project will have to reimburse
these companies for most of the relocation work.
• The existing ROW on the west side of the bridge cannot be expanded due to
existing utilities restrictions, mainly power transmission, which has led to steel
sheet pile retaining wall being incorporated into the design.
• A non -compliant landowner located on the east side of the bridge, and their
attorney, have caused a schedule delay of several years for negotiations and
design revisions, and led to a large cost increase due to inflationary effects.
Weld County is proposing to provide most of the funding for this project. The current
total project estimate is $11,000,000. The County has previously been awarded a grant
, in the amount o' $500,000 (4.5% of project cost)., If approved for the requested
supplemental grant funding, the grant award amount would potentially be increased to a
total of $3,000,000 (27.3% of project cost). Please contact us if you need any

Work description
Replacement of an existing bridge constructed in 1960 The roadway would be closed during the
construction which would likely take 8-9 months Weld County has already hired a qualified design
consultant with extensive knowledge of the CDOT standards, and the design is completed
Right -Of -Way plans have been completed and the ROW/Easements acquisition process is ongoing
Environmental investigations and clearances are completed Some utilities relocations are

Beam Q web 20 feet from Abutment 3 at previous rail post connection has a 5 inch vertical x 1.5 inch horizontal tear (1 CS4
7000).
CS4 defect has been reviewed by Benesch Program Engineer and affects the element or structure strength and/or serviceability.
Bridge owner was notified of Essential Repair Finding on 06/21/2024.

serviceability. Quantity left in CS4 as a flag for next inspector to determine if defect has deteriorated more and will require

exposed at Pier 2 and Abutment 3 due to September 2013 flooding. Piles are unbraced between 8 and 9.5 feet high. Abutment
piles do not have cross bracing.
All piles at lower 1 to 3 feet have R2 to R3 corrosion, except Pile 3F has R1 corrosion (1 CS2, 17 CS3 1000).
Pile flanges have knife edging with 0.12 inch minimum tip thickness (73% section loss), measured at Pile 3E.
Abutment 1 piles have 5% to 15% average section loss with average minimum 0.36 inch flange thickness and 0.41 inch web
thickness, measured at Pile 1E.
Piles 3A -3E have 3% to 23% average section loss with average minimum 0.31 inch flange thickness and 0.41 inch web
thickness, measured at Pile 3A.
Pier 2 piles were reported to have 31% to 36% average section remaining; could not verify during 2022 and 2024 inspections due
to water depth.

Natural, meandering, sandy/silt streambed with unregulated flows through a wide, flat prairie valley floor. Bend in channel at
southwest is cutting to south. Flow is primarily through Span 1. Poor channel alignment. Heavy channel aggradation prior to 2016
inspection. Silt bar built up in Span 2. Debris dam downstream of bridge causes water to pond under bridge. Large household
debris 25-30 feet downstream slightly directs water to north bank. Abutment 1 berm has local scour holes around piles up to 2
foot deep. Bank erosion due to September 2013 flooding at northwest bank adjacent to northwest wingwall has been repaired.
Slight chance of overtopping bridge and both approaches; overtopped during September 2013 flooding.
