Explain the proposed use and business name. Calvary Severance, which recently purchased this building, has served the residents of Severance for over 4 years. We propose to use the building as a house of worship, a location for service opportunities, and spiritual support for the community. 2. Explain the need for the proposed use. Calvary Severance is the only church in the Town of Severance. The building will serve as the sole place of worship in the town (at this time) and a location from which the church can se►ve the community in various capacities. 3. Describe the current and previous use of the land. The existing building is zoned for Ag/Residential and was used by the previous owners for their residence and a workshop out of which they ran a small business. 4. Describe the proximity of the proposed use to residences. We currently have neighbors to the east and the south of the property. There is a neighborhood to the west of the building and farmland to the north. 5. Describe the surrounding land uses of the site and how the proposed use is compatible with them The land use around our property is residential and agricultural. It has an overall rural feel, with few neighbors and open fields. The church will, in general, be most active on Sundays with the current ambiance largely preserved the rest of the week. 6. Describe the hours and days of operation (i.e. Monday thru Friday 8:00 a.m. to 5:00 P. m ) The church intends to hold Sunday services in the building and on the property from roughly 10am to 12:30pm. Small gatherings may take place at various times during the week, and the church intends to hold office hours from roughly 7am to 6pm when needed. From time to time, hours of use may run outside of those times. 7. Describe the number of employees including full-time, part-time and contractors. If shift work is proposed, detail the number of employees, schedule and duration of shifts. We have 1 full-time pastor and 3 part-time staff members. We also have some volunteers that may work on -site. 8. Describe the maximum number of users, patrons, members, buyers or other visitors that the site will accommodate at any one time. We currently have around 170 people attending Sunday service and don't anticipate growing larger than 250. 9. List the types and maximum numbers of animals to be on the site at any one time (for dairies, livestock confinement operations, kennels, etc.). No livestock planned onsite 10. List the types and number of operating and processing equipment. None 11. List the types, number and uses of the existing and proposed structures. There is just one structure; the current building. Include a timetable showing the periods of time required for the construction of the operation Construction will be an interior remodel. It is anticipated to take about 4-6 months. 15. Describe the proposed and existing lot surface type and the square footage of each type (i.e. asphalt, gravel, landscaping, did, grass, buildings). The driveway and parking lot will be crushed asphalt. Landscaping will be natural native landscaping to save on watering. The site plan shows a proposed amphitheater. 16. How many parking spaces are proposed? How many handicap -accessible parking spaces are proposed? There are 87 proposed parking spaces, plus 6 parking spaces reserved for handicapped parking. 17. Describe the existing and proposed fencing and screening for the site including all parking and outdoor storage areas. There is currently a wood fence separating the property on the south boundary which we intend to keep. We will add a fence around the youth play area. The parking spaces will be situated on the east and north side of the building. 18. Describe the existing and proposed landscaping for the site. The landscaping will be modest and water -wise. There will be deciduous trees to shade parking and a kids' play area. A few shrubs will frame the front entrance. In the site plan, we show an amphitheater as well, which will be constructed in a future phase. 19. Describe reclamation procedures to be employed as stages of the operation are phased out or upon cessation of the Use by Special Review activity. N/A 20. Describe the proposed fire protection measures. Our building will include a fire suppression system. Our fire meter tap is currently being approved by North Weld County Water District. 21. Explain how this proposal is consistent with the Weld County Comprehensive Plan per Chapter 22 of the Weld County Code. This application aligns with the Weld County Comprehensive Plan in that it will continue to respect Weld County's agricultural heritage, does not increase the density, will not reduce the number of farmable acres and does not interfere or infringe on the rights of others. We believe our project will protect the general welfare of the citizens of Weld County as we strive to serve our neighbors and community. 22. Explain how this proposal is consistent with the intent of the zone district in which it is located. (Intent statements can be found at the beginning of each zone district section in Article III of Chapter 23 of the Weld County Code.) Currently, this property is zoned Agricultural. According to Sec. 23-3-40 churches are allowed use within this zone. There is currently a 6,822 sf structure on the property that was used as a residential home and workshop. We do not plan to add any additional structures to the property. 23. Explain how this proposal will be compatible with future development of the surrounding area or adopted master plans of affected municipalities. This plan is compatible with the surrounding residential neighborhoods. Our church and this building will allow our members to enjoy a local house of worship and also provide opportunities to support the community in times of peace — and when hard times affect nearby residents. 24. Explain how this proposal impacts the protection of the health, safety and welfare of the inhabitants of the neighborhood and the County. This proposal only positively impacts the spiritual health, safety and welfare of the members who attend church, the neighborhood, and the County. 25. Describe any irrigation features. If the proposed use is to be located in the A (Agricultural) Zone District, explain your efforts to conserve prime agricultural land in the locational decision for the proposed use. We plan to use drip irrigation for the trees and shrubs. There is a small area of native grass in the youth play area which will need sprinklers. The remaining property is currently natural seed and doesn't need irrigation. 26. Site Location: The subject site is located in the west half of the west half of Section 6, Township 6 North, Range 66 West, of the 6t" Principal Meridian, County of Weld, State of Colorado. Furthermore, the project is located at the southeast corner of County Road 74 and County Road 25. The legal description for the subject site is Recorded Exemption No. 0805-06-03 RECX17-0026, Lot A. B. Site Description: The subject site is roughly 5.31 acres and is currently zoned Weld County A (Agricultural). The subject site consists of a single building, gravel access, landscaping and native vegetation. The proposed USR is to convert the existing single-family property into a site for the Calvary Church Severance. At this time, the proposed development would consist of installation of gravel parking for the church as well as the installation of ADA spaces along the northwest corner of the building. Furthermore, the future plans for the site may include a building addition and amphitheater. These potential future items are included in the drainage calculations provided in this report. Detention and water quality for the subject site will be provided onsite near the southwest corner of the subject site. The properties to the north, south and east are within Weld County and are also zoned A (Agricultural). The area to the west of County Road 25 is within Severance and zoned per Severance code. According to the Natural Resources Conservation Service (NRCS) Web Soil Survey, the native soils in this area are: • Kim Loam, 1 to 3 percent slopes (Map Unit Symbol #32), which is a Type A soil; Please refer to the NRCS soils information in the Appendix. Proposed Project Description: Page 5 The proposed USR is to convert the existing single-family property into a site for the Calvary Church Severance. At this time, the proposed development would consist of installation of gravel parking for the church as well as the installation of ADA spaces along the northwest corner of the building. D. Flood Hazard and Relevant Drainage Studies: The site is shown on FEMA panel 08123C1215E, effective 01/20/2016. The subject site is located with Zone X of the FEMA panel. I I . DRAINAGE BASIN A. Overall Drainage Basin: There is no Weld County Master Drainage Plan for this site. B. Sub -basin and Site Drainage: The subject site is roughly 5.31 acres and is currently zoned Weld County A (Agricultural). The subject site consists of a single building, gravel access, landscaping and native vegetation. The runoff for the subject site currently flows from east to west and north to south to the existing low point and 12" CMP in the southwestern corner of the subject site. Runoff then flows from north to south through the culvert and along the eastern side of County Road 25. There is off -site runoff that reaches the subject site from the residential property located northeast of the subject site. This runoff will be routed through the subject site to the proposed detention pond. III. DRAINAGE DESIGN CRITERIA A. Regulations: This report has been prepared in general accordance with Weld County Storm Drainage Criteria, found within the Weld County Code and the Urban Storm Drainage Criteria Manual (USDCM). i2 Consultants, Inc. Development Criteria Reference and Constraints: Page 6 The increase in runoff from the proposed development will be routed through the proposed detention pond to be located in the southwestern corner of the subject site. C. Hydrological Criteria: Drainage design is in accordance with the adopted Weld County Storm Drainage Criteria, as well as the USDCM. The design storms for this project are the 10 -year and the 100 -year recurrence intervals. Runoff is calculated using the Rational Method since all basins are smaller than 160 acres. The Rational Method calculations are computed by the following: Q = ciA where: Q = Runoff in cubic feet per second c = Calculated runoff coefficient for design event i = Storm intensity in inches/hour A = Basin area in acres D. Hydraulic Criteria: Hydraulic calculations for the subject site will be completed with the subsequent drainage report. E. Variances from Criteria: No variances are being requested with this report. IV. DRAINAGE FACILITY DESIGN A. General Concept: The drainage patterns associated with the proposed improvements are generally consistent, to the extent practical and reasonable, with the existing site conditions. The estimated runoff for the site was determined using the Rational Method, as detailed above. The values for the rainfall intensity are based on the NOAA Atlas. Based on the direction of flow and existing drainage features the subject site has been divided into one (1) onsite drainage basins for this preliminary report. i2 Consultants, Inc. Specific Details: Page 7 The drainage analysis for the subject area and the layout of the basins corresponds with the proposed drainage conditions. Basin A Basin A is composed of the subject site. The proposed drainage pattern for this basin is generally from east to west and then north to south to Design Point 1. Runoff will be conveyed via sheet flow and open channel flow. Runoff from the subject site will be detained in the onsite detention pond. The release rate from the detention pond was determined using the 5 -year historic release rate, the subject site area and an imperviousness of 2%, per Weld County Criteria. C. Detention Onsite detention will be provided as part of the subject improvements. The sizing for the proposed detention pond is based on the subject site area, proposed imperviousness and existing release rate. The required detention volume for the subject site has been calculated to be 0.48 ac -ft (based on the 100 -year, 2 -hour storm). This volume includes the water quality capture volume (WQCV) of approximately 0.043 ac -ft. The pond invert has been set at 4891.5 and pond top at 4893.5. The 100 -year volume will be up to elevation 4893.15. Based on existing conditions and elevation constraints, the pond has currently be designed to have 0.35 feet of freeboard. The proposed detention pond will outlet, via outlet structure to the existing 12" CMP under the subject site access road. D. Permanent Water Quality Permanent water quality will be provided in the proposed detention pond. The WQCV will be controlled by a water quality plate within the outlet structure for the pond. The detention and water quality pond shall be regularly inspected and maintained by the property owner (at least 1 time every six months & 2 times per year). The inspections should include a log for the date, items inspected, maintenance actions and any updates to the drainage system. Maintenance shall follow Chapter 6: BMP Maintenance of the MHFD, Volume III. i2 Consultants, Inc. Preliminary Drainage Report Calvary Church Severance, 35938 CR 25, Weld County, Co May 6, 2024 E. Sediment and Erosion Control Page 8 Several sediment and erosion control measures will be incorporated into the subject site construction. The initial sediment and erosion control measures to be installed shall include silt fence, as well as vehicle tracking control. After the initial grading operations, sediment control logs shall be installed in onsite swales for the subject site. As construction progresses, there will be a location designated for a concrete washout area. After the onsite access roadway and parking areas have final surface stabilization, sediment control logs shall be installed within swales adjacent to the improvements and remain until final landscaping or seeding has been completed. Inlet protection shall be installed around the proposed outlet structure. Additionally, any area that has been disturbed by construction activities and left exposed for more than fourteen (14) days, shall receive drilled seeding and straw mulch at 2 tons/acre, until permanent landscaping or ground cover has been provided. All stormwater quality and sediment/erosion control measures shall be regularly inspected and maintained during and after the completion of construction. Furthermore, sufficient care shall be taken by the contractor with materials handling and storage. The proposed measures for sediment and erosion control shall be updated as necessary during construction, as warranted by site conditions. F. Maintenance of Drainage Facilities The onsite drainage facilities shall be regularly inspected and maintained by the property owner. The inspections should include a log for the date, items inspected, maintenance actions and any updates to the drainage system. Any changes to the drainage system described in this report shall be submitted to Weld County for review and acceptance prior to construction. Per Weld County, alterations found during future inspections may result in a violation. The facilities shall be maintained at any time that erosion occurs in order to mitigate possible future erosion and to mitigate material leaving the subject site. Furthermore, items such as onsite culverts shall be cleaned and inspected on a regular basis. i2 Consultants, Inc. Preliminary Drainage Report Calvary Church Severance, 35938 CR 25, Weld County, CO May 6, 2024 Page 9 Onsite vegetation shall be maintained and replanted if necessary to establish vegetated groundcover. Irrigation facilities are required for proposed native seed establishment. All maintenance, at a minimum, shall follow Chapter 6: BMP Maintenance of the MHFD, Volume III. V. CONCLUSIONS A. Compliance with Standards: The preliminary drainage design is in general compliance with the Weld County Storm Drainage Criteria, found within the Weld County Code and the Urban Storm Drainage Criteria Manual (USDCM). B. Drainage Concept: The drainage patterns associated with the proposed improvements are generally consistent, to the extent practical and reasonable, with the existing conditions. The location of the site is shown on Figure 1. The site plan is depicted on Figure 2. This study is required as part of the development application. The study provides existing daily traffic volumes on WCR 25, estimates of traffic related to the RV storage, total traffic projections on WCR 25 with the completion of the project, and an evaluation of the need for roadway improvements. Existing Conditions WCR 25 is a north/south unpaved road that exists between Harmony Road and State Highway 392. The Town of Severance Transportation Plan, June 2021, identifies WCR 25 as a minor arterial in the long range plan. There is no posted speed limit. Daily traffic counts were conducted in May 2023, on WCR 25 at two locations, south of Harmony Road and south of the site access drive. The count data is provided in Appendix A. The daily traffic volumes are provided on Figure 3. As shown on the figure, currently there are 200 daily trips on WCR 25 south of Harmony Road (WCR 74) and 105 daily trips on WCR 25 south of the site access. Project Traffic The proposed site plan shown on Figure 2, is designed with access at the current site driveway. The site could allow for up to 480 RV storage spaces. Transportation studies for proposed developments first estimate the trip generation of the project. The Institute of Transportation Engineers (ITE) Trip Generation Manual, 11th Edition was reviewed and data for an RV storage facility is not available. Other sources of data were researched. The firm Sustainable Traffic Solutions, Inc., performed trip generation studies at two RV and Boat "avo, ConSUlt - Legacy Farm RV Storage Memo 1 May 11, 2023 storage facilities in Weld County. The studies were performed for both the weekday and Sunday evening peak hours. The resulting trip generation rates are shown in Table 1. Daily based on both the Sustainable Traffic Solutions rates and ITE 11th Edition Trip Generation Daily and PM peak hour rates for Mini Warehouse/Self Storage ITE Code 151 The daily trips were estimated using the Trip Generation Manual using the mini warehouse/self-storage land use (ITE Code 151). A comparison was made between the PM peak hour and the daily trips for this use. The daily trips are a factor of 9.67 higher than the PM peak hour total trips. This factor was applied to the PM peak hour rate for the RV Storage of 0.84. The resulting daily trip rate per 100 RV storage spaces is 8.12. The trip generation rates from Table 1 were applied to the proposed site with 480 RV storage spaces. The resulting trip generation of the proposed project is provided in Table 2. As shown in the table, it is anticipated that 39 daily, 4 PM peak hour, and 16 Sunday peak hour trips. It was assumed that traffic to/from the project would be evenly distributed to the north and south on WCR 25. This results in 20 daily trips north and south of the site access. The resulting daily traffic on WCR 25 is shown on Table 3. Roadway Analysis The Town of Severance utilizes Weld and Larimer County standards to establish the need for auxiliary lanes at the site access and paving of WCR 25. The Weld County Engineering and Construction Criteria, January 2021, was used for the analysis of auxiliary lanes, and the Larimer County Rural Area Road Standards, October 22, 2007, for the roadway paving criteria. The Weld County auxiliary lane standards require a left -turn lane on arterials if the turning volume is 10 vph and require a right -turn lane if the turning volumes are 25 vph (Table 8-4). This standard assumes the roadway is paved. The proposed project will generate 2 PM peak hour inbound and 8 Sunday peak hour inbound trips. These would be distributed from the north and south. The projected volumes will not require auxiliary lanes. Table 4-2 ,within the Larimer County standard, establishes a surface type threshold on mainline county roads as the following: • 50 ADT (Average Daily Traffic) is gravel or native materials, • between 51 to 399 ADT is gravel, • greater than 400 ADT is HMA (Hot Mix Asphalt). The projected WCR 25 daily volumes of 232 to 131 ADT fall within the 51 to 399 ADT range. The standards require gravel roadways with an ADT that is higher than 200 to be chemically treated. Conclusions The proposed Legacy Farm RV Storage is estimated to generate 39 daily, 4 PM peak hour, and 16 Sunday evening peak hour trips. No roadway improvements are necessary. The transportation analysis will look at the following items. • A description of WCR 25 and WCR 74 near the project site. • Trip generation estimates for the Church. • Conclusions Existing Conditions WCR 25 is a north/south unpaved road that exists between Harmony Road and State Highway 392. The Town of Severance Transportation Plan, June 2021, identifies WCR 25 as a minor arterial in the long range plan. There is no posted speed limit. WCR 74 is a two-lane east/west highway that serves numerous towns in northern Colorado. Currently, the speed limit is posted at 45 mph near the project site. There are no usable shoulders along the road. Weld County has a County Road 74, Access Control Plan, dated September 2020. WCR 74 is planned to be a four -lane rural road between Severance and Eaton. This will include paved shoulders and a central ditch median. The access control plan includes the intersection of WCR 25 at WCR 74. No access along the northern edge of the project site (adjacent to WCR 74) is allowed. The intersection of WCR 25 at WCR 74 is a T -Stop controlled intersection with a private driveway on the north side. WCR 25 is controlled by the stop sign. A site visit was performed on December 31, 2023. At the project driveway to WCR 25, there is adequate sight distance. The project driveway is located at the southern edge of the site and aligns with a driveway on the west side to a residence. The resulting trips are shown in Tables 1 and 2 for a weekday and Sunday, respectively. As shown in Tablet, it is anticipated that 205 daily, 17 AM peak hour, and 24 PM peak hour trips. Table 2 shows the trips for a Sunday with an estimated 526 daily and 121 peak hour trips. During the field observations, there is very little traffic currently on WCR 25 and therefore there should not be congestion at the church entrance. However, based on discussions with Weld County staff, the County requires that if traffic on WCR 25 becomes congested due to church attendees, personnel be assigned to control traffic. Any personnel should be trained in safe traffic control. Off - duty law enforcement officers are a good resource. Conclusions The proposed Calvary Severance Church is designed with a driveway at the far southern boundary which provides the greatest amount of distance between the driveway and WCR 74. The estimated peak hour trip generation is low during the weekday. Based on field observations, it is not anticipated that congestion will occur on WCR 25 during Sunday church services. If traffic flows on WCR 25 begin to back up and impact safe traffic operations, the County may require a traffic control plan per Weld County Engineering Construction Criteria Manual.
