Public Hearing Concerning Community Development Block Grant (CDBG) 2024
Consolidated Annual Performance and Evaluation Report
A public hearing was conducted on June 18, 2025, at 10:00 a.m., with the following
present:
Commissioner Perry L. Buck, Chair
Commissioner Scott K. James, Pro-Tem — Excused
Commissioner Jason S. Maxey
Commissioner Lynette Peppler
Commissioner Kevin D. Ross
Also present:
Acting Clerk to the Board, Chloe A. White
County Attorney, Bruce Barker
Director of Finance, Cheryl Pattelli
The following business was transacted:
la I hereby certify that pursuant to a Notice dated May 29, 2025, and duly published
May 31, 2025, in the Greeley Tribune, a public hearing was conducted concerning the
Community Development Block Grant (CDBG) 2024 Consolidated Annual Performance
and Evaluation Report.
Cheryl Pattelli, Director of Finance, stated the Weld County Consolidated Annual
Performance and Evaluation Report (CAPER) is an annual financial and
accomplishments report required of all CDBG Programs. She explained the CAPER is
included in the 2024 Annual Action Plan and is a general assessment of activities
undertaken throughout the year to address priorities, goals, and objectives identified in
the Weld County 2021-2025 Consolidated Plans. Ms. Pattelli summarized, since Weld
County's CDBG Program's inception in 2021, nearly 4.5 million dollars in funding has
been received to further infrastructure goals, improve access to services, and ensure
housing preservation for the benefit of 1,216 low- and moderate -income families residing
in Weld County.
No public testimony was offered concerning this matter.

la Commissioner Peppier moved to approve the Community Development Block Grant
(CDBG) 2024 Consolidated Annual Performance and Evaluation Report. The motion was
seconded by Commissioner Ross and it carried unanimously. There being no further
discussion, the hearing was completed at 9:29 a.m.
The Board of County Commissioners of Weld County, Colorado, approved the above
and foregoing Hearing Certification, on motion duly made and seconded, by the following
vote on the 2nd day of July, A.D., 2025:

Scott K. James, Pro-Tem: Aye
Jason S. Maxey: Aye
Lynette Peppier: Aye
Kevin D. Ross: Excused Date of Approval
