On January 6, 2025, the Air Pollution Control Division will begin a 30 -day public notice
period for HighPoint Operating Corporation - Anschutz Equus Farms 4-62-28 NWNW. A copy
of this public notice is enclosed.
Thank you for assisting the Division by posting a copy of this notice in your office. A public
copy of this notice is required by Colorado Air Quality Control Commission regulations. The
notice must be available for public inspection for a period of thirty (30) days from the
beginning of the public notice period. Please reference the public notice for instructions on
submitting comments.

NOTICE is hereby given that the Colorado Air Pollution Control Division, 4300 Cherry Creek Drive
South, Denver, Colorado 80246-1530 has initiated a reopening to modify an Operating Permit for
the following source of air pollution:
Applicant: HighPoint Operating Corporation

Weld County, CO
The Division has initiated a reopening of the Operating permit issued to HighPoint Operating
Corporation for the Anschutz Equus Farms 4-62-28 NWNW in Weld County, CO. Natural Gas Liquid
Extraction / Crude Petroleum and Natural Gas Extraction The Division is proposing to add a
requirement for a performance test on the enclosed combustor for volatile organic compounds,
nitrous dioxide, and carbon monoxide within 180 days of permit issuance, and every five (5) years
thereafter. There are no emission changes associated with this reopening. A copy of the
application, including supplemental information, the Division's analysis, and a draft of the
modified Operating Permit 20OPWE423 are available on the Division's website. Based on the
information submitted by the applicant, the Division has prepared the draft modified operating

permit for approval. Any interested person may contact the Division at
cdphe_apcd_title_v@state.co.us to obtain additional information. Any interested person may
submit written comments to the Division concerning 1) the sufficiency of the preliminary analysis,
2) whether the modified permit should be issued, 3) the ability of the proposed activity to comply
with applicable requirements, 4) the air quality impacts of, alternatives to, and control technology
required on the source or modification, and 5) any other appropriate air quality considerations.
Pursuant to Colorado Regulation No. 3, Part C, Section XIII.A.6, only those portions of the permit
for which there is cause to reopen are subject to Public Comment. Those portions of the permit
affected by the reopening are summarized in Appendix F of the permit. Any interested person may
submit a written request to the Division for a public comment hearing before the Colorado Air
Quality Control Commission (Commission) to receive comments regarding the concerns listed above
as well as the sufficiency of the preliminary analysis and whether the Division should issue the
modified permit. If requested, the hearing will be held before the Commission within 60 days of its
receipt of the request for a hearing unless a longer time period is agreed upon by the Division and
the applicant. The hearing request must: 1) identify the individual or group requesting the hearing,
2) state his or her address and phone number, and 3) state the reason(s) for the request, the
manner in which the person is affected by the proceedings, and an explanation of why the person's
interests are not already adequately represented. The Division will receive and consider the
written public comments and requests for any hearing for thirty calendar days after the date of this
Notice.
