Facility: HEINZE USX T7N-R64W-S29 L01 Well Production Facility SWSE quadrant of Section 29, Township 7N, Range 64W Weld County The proposed project or activity is as follows: Noble Energy, Inc. has requested to cover flaring of waste gas from a low-pressure (LP) seprator with an enclosed combustion device (ECD). This facility received well liquid from several oil wells. Oil is first sent to a high -low pressure (HLP) separator where oil, water, and gas are separated. Oil from the HLP is sent to one LP separator, where oil is sent to atmospheric oil tanks and gas is sent to one ECD. Project is subject to a public notice period of 30 days because the operator is requesting federally enforceable emission limitations on the PTE of VOC in order to avoid major NANSR requirements. The division has determined that this permitting action is subject to public comment requirements under Colorado Air Quality Control Commission Regulation Number 3, Part B, Section III.C due to the following reason(s): • This source is requesting a federally -enforceable limit on the potential to emit to avoid other requirements. (Regulation Number 3, Part B, Section III.C.1.d.)
