and identified as "Exhibit A" and are tabulated as follows:

IT IS UNDERSTOOD that the Permittee will cause the construction of the trans—
mission line at no expense whatsoever to Weld County and that the Permittee will
own and maintain the same after construction. It is also understood that the
work will be accomplished in accordance with the requirements of the National
Electric Safety Code and in accordance with accepted good practices.

4. Environmental impact -
a. Construction of a 57-mile long transmission line from Archer
'Substation 8 miles east of Cheyenne, Wyoming, to Weld Sub-
station 6 miles west of Greeley, Colorado.
b. Construction of Weld Substation jointly with Public Service
Company on a 80-acre tract with separate but connected
facilities for the Company and the Bureau.
c. Alignment of line was selected to parallel existing lines
rather than establishing a new utility corridor.
)( d. Where the line traverses irrigated farmland, double-circuit
steel towers will be used so that the existing parallel
115-Kv line may be placed on the new towers and the existing
115-Kv wood pole line removed.
)it e. The alignment through and around farmsteads has been selected
to avoid radio and television interference, avoid clearing
trees or shelterbelts, and to use less productive areas where
possible.
*Lf. The line and substation will be of low-profile type construc-
tion of pleasing modern design. Steel structures will be
painted in colors coordinated to blend with the surrounding
environment.
Adverse environmental effects which cannot be avoided -
a. Individual landowners may experience adverse environmental
impact due to the presence of the transmission line on or
near their property. This is unavoidable in those cases;
however, every effort has been made to minimize such impacts.
Alternatives -
a. There is no alternate course of action to the proposed plan
which would provide the benefits resulting from the intertie
of public and private generating and transmission systems
inherent in this project.
5. This is a proposed administrative action for the awarding of a contract
for 'the construction of the Archer-Weld 230-Kv Transmission Line and
Weld Substation.

Gentlemen:
This is our formal request for a permit to construct our proposed Archer-
Weld 230-Kv Transmission Line across county road rights-of-way in Weld
County, Colorado. Data for the application was transmitted to us by your
letter dated January 12, 1971. The application is for the transmission
line and does not include the proposed Weld Substation. Drawings and
design for the substation are not available at this time.
The form of permit transmitted to us appears inappropriate in that it
covers buried installations almost exclusively without provision for over-
head transmission line construction. Accordingly, on advise from our
Solicitor's Office, we have prepared a simplified permit form for your
consideration. The permit form incorporates the pertinent language and
requirements of your form relative to transmission lines. To reduce the
number of documents involved we have included all of the road crossings in
the one permit.
Regarding your comment on type of structures, we plan to use a single row
of lattice steel structures from a point approximately two miles north of
Pierce to the proposed Weld Substation. The type of construction and
scheduling till be in accordance with the agreement reached with the Weld
County and State Officials as set forth in our Regional Director's letter
dated February 17, 1971, to Mr. Marshall B. Anderson, Chairman, Board of
County Commissioners, Weld County, Colorado.
Attached are the original and two copies of our proposed permit with
attached "Exhibit A" drawings shoving the road crossing locations.
Your early reply will be appreciated since we now plan to issue an invita—
tion for bids for construction of the transmission line from Archer to a
point about 3 miles south of Pierce, during August 1971.
