Thank you for assisting the division by posting a copy of this notice in your office. A
public copy of this notice is required by Colorado Air Quality Control Commission
regulations. The notice must be available for public inspection for a period of thirty
(30) days from the beginning of the public comment period. Please reference the
public notice for instructions on submitting comments.

Notice of a Proposed Construction Permit Warranting Public Comment

Notice is hereby given that an application for a proposed project or activity has been submitted to
the Colorado Air Pollution Control Division for the following source of air pollution:
Applicant: Noble Energy, Inc.
Facility: LC22 - A ECONODE T9N-R59W-S22 L01 and LC22 - B ECONODE T9N-R59W-S22 L01
Welt Production Facility
NWNE Section 22, T9N, R59W

The proposed project or activity is as follows:
Noble Energy Inc. submitted a modification to permit 18WE0279. The following changes are
being made with this modification:
-Point 012: Twelve (12) 500 barrel fixed roof condensate storage vessels connected via liquid
manifold: Redevelop VOC and HAP site specific emission factors and reduce the permitted
condensate throughput from 1,800,000 bbl/yr to 200,000 bbl/yr.
-Point 025: Twelve (12) 500 barrel fixed roof condensate storage vessels connected via liquid
manifold: Redevelop VOC and HAP site specific emission factors and reduce the permitted
condensate throughput from 1,200,000 bbl/yr to 75,000 bbl/yr.
-Point 032: Consolidate the fugitive emissions from all equipment at this collocated well production
facility and add them to permit 18WE0279. The fugitives were previously split into the "A" and "B"
portions of this collocated facility. Fugitive emissions from each portion were previously APEN
exempt, but the combined total fugitive emissions are now APEN-required because uncontrolled
VOC emissions are greater than 1 tpy (Regulation 3 Part A Section II.B.3. ), and permit -required
because APEN reportable uncontrolled facility -wide VOC emissions are greater than 2 tpy.

These condensate storage vessel batteries receive liquid from the vapor recovery towers at the
facility. Emissions from the condensate tank batteries are routed to Zeeco EGF-10-50 enclosed
combustion devices. Condensate is loaded out from the tank batteries to tank trucks using
submerged fill. These emissions are routed to the same enclosed combustion devices. The facility is
considered a synthetic minor source of VOC under the PSD, NANSR and Title V programs. The
facility is considered a synthetic minor source of NOx under the NANSR and Title V programs. The
facility is considered a synthetic minor source of CO under the Title V program. The facility is
considered a synthetic minor source of n -Hexane and total HAPs under the NANSR and Title V
programs. This permit is being sent to public comment because new synthetic minor limits are
being requested.
The division has determined that this permitting action is subject to public comment requirements
under Colorado Air Quality Control Commission Regulation Number 3, Part B, Section III.C due to
the following reason(s):
• This source is requesting a federally -enforceable limit on the potential to emit to avoid
other requirements. (Regulation Number 3, Part B, Section III.C.1.d.)
The division has made a preliminary determination of approval of the application.

The division hereby solicits submission of public comments from any interested person concerning
the ability of the proposed project or activity to comply with the applicable standards and
regulations of the commission. The division will receive and consider written public comments for
thirty (30) calendar days after the date of this notice. Comments may be submitted using the
