Hearing to Allow Public Input Concerning the 2025 Annual Action Plan and its
Proposed Use of CDBG Funds for Infrastructure Improvements, Public Facilities,
Public Services, Housing Preservation, and General Grant Administration
A public hearing was conducted on June 9, 2025, at 9:00 a.m., with the following present:
Commissioner Perry L. Buck, Chair
Commissioner Scott K. James, Pro-Tem
Commissioner Jason S. Maxey
Commissioner Lynette Peppler
Commissioner Kevin D. Ross
Also present:
Acting Clerk to the Board, Houstan Aragon
County Attorney, Bruce Barker
CDBG Analyst, Cynthia Martin
The following business was transacted:
El I hereby certify that pursuant to a Notice dated May 5, 2025, and duly published
May 7, 2025, in the Greeley Tribune, a public hearing was conducted concerning the 2025
Annual Action Plan and its proposed use for infrastructure improvements, public facilities,
public services, housing preservation, and general grant administration. Chair Buck made
this a matter of record.
El Cynthia Martin, CDBG Analyst, explained the Annual Action Plan is a summative
plan to be submitted to the U.S. Department of Housing and Urban Development (HUD)
for review and approval of the Community Development Block Grant (CDBG) Program's
community improvement projects for 2025. She indicated the plan includes details of
funding resources for each proposed project which are in accordance with the goals of
the Program, as identified as access to public infrastructure, access to services, and
housing preservation.
Commissioner Ross shared his concerns regarding the potential for federal funding
of future CDBG projects to be greatly reduced and/or completely defunded. In response,
Ms. Martin confirmed funding for 2025 is secured but staff is watching closely for future
fiscal years.

Commissioner Ross moved to approve the 2025 Annual Action Plan. The motion
was seconded by Commissioner Peppier and it carried unanimously. There being no
further discussion, the hearing was completed at 9:21 a.m.
The Board of County Commissioners of Weld County, Colorado, approved the above
and foregoing Hearing Certification, on motion duly made and seconded, by the following
vote on the 23rd day of June, A.D., 2025:
