Explain the proposed use and business name. The proposed use is for exotic animal husbandry and conservation. The business name is "The Preserve". 2. Explain the need for the proposed use Site is needed to aid the Denver Zoo's conservation objectives. 3. Describe the current and previous use of the land. Site has been historically used for agricultural and oil and gas extraction operations. 4. Describe the proximity of the proposed use to residences. The nearest residential structure is located approximately 7 miles from the site. 5. Describe the surrounding land uses of the site and how the proposed use is compatible with them. The surrounding land uses of the site is primarily for oil and gas extraction and agricultural use. The proposed use for this site is similar to typical uses for an agricultural site. 6. Large fauna and carnivores are not planned to be penned onsite at this time. 11. List the types and number of operating and processing equipment. This use will not include any operations or processing equipment. 12. List the types, number and uses of the existing and proposed structures. An Office trailer proposed onsite for administrative tasks and general storage. The trailer will also contain a restroom for onsite employees. The first phase of this project proposes to install a 100'x50' metal feed barn. Future phases will include up to nine (9) additional feed barns of a similar size and construction type. 13. Describe the size of any stockpile, storage or waste areas. N/A 14. Describe the method and time schedule of removal or disposal of debris, junk and other wastes associated with the proposed use. This use will not generate industrial debris or junk. Animal waste will be disposed of as necessary and in a way that follows all pertinent regulations. A trash dumpster will be provided for office use. This will be emptied as needed to prevent unsanitary conditions. 15. Include a timetable showing the periods of time required for the construction of the operation. Initial phase to be completed in 2025, Phases 2-10 to be completed as funding is identified. There is no existing parking lot. The proposed lot will be surfaces with aggregate road base. 17. How many parking spaces are proposed? How many handicap -accessible parking spaces are proposed? Four typical parking spaces plus one van -accessible ADA parking space is proposed. Additional overflow parking can be accommodated along the side of the proposed access road and gravel turn -around 18. Describe the existing and proposed fencing and screening for the site including all parking and outdoor storage areas. A ten -foot (10') tall woven wire stock fence with posts driven 10' into the ground is proposed. The detail for this fence is included in the included landscaping and screening plans. 19. Describe the existing and proposed landscaping for the site. The current land cover of this site is native grasses. It is not proposed to install additional landscaping beyond reseeding disturbed areas with native grasses. 20. Describe reclamation procedures to be employed as stages of the operation are phased out or upon cessation of the Use by Special Review activity. If development occurs on this site in the future, the septic system will need to be removed in accordance with CUPHE requirements. 21. Describe the proposed fire protection measures. Active fire protection measures are not proposed for this development. Due to the rural nature of this site, there are no significant sources of water nearby which can be used for fire fighting operations. If small quantities of flammable materials are used on site (such as gasoline for small engines), it shall be stored in approved containers. 22. Explain how this proposal is consistent with the Weld County Comprehensive Plan per Chapter 22 of the Weld County Code. This site is located within an area designated as rural in the Weld County Comprehensive Plan. This project does not plan to promote urban development in this area, which is consistent with the Weld County Comprehensive Plan. 23. Explain how this proposal is consistent with the intent of the zone district in which it is located. Per the intent statement, The A (Agricultural) Zone District is intended to provide areas for the conduct of agricultural activities and activities related to agriculture and agricultural production. The proposed use of this site is for exotic animal husbandry and conservation which is similar to many current uses in agriculturally zoned areas. 24. Explain how this proposal will be compatible with future development of the surrounding area or adopted master plans of affected municipalities. The Town of Kersey is the nearest municipality to this development. The Kersey Comprehensive Plan notes this area as an Agricultural area, which is consistent with the proposed use. 25. Explain how this proposal impacts the protection of the health, safety and welfare of the inhabitants of the neighborhood and the County. This project proposes secure fencing around the perimeter of each project phase. This project is not anticipated to negatively impact the health, safety and welfare of the inhabitants of the neighborhood and the County. 26. Describe any irrigation features. If the proposed use is to be located in the A (Agricultural) Zone District, explain your efforts to conserve prime agricultural land in the locational decision for the proposed use. Irrigation features are not proposed onsite, however an agricultural water feed line is to be extended to the site from the adjacent 70 Ranch system for supplying water to the animals onsite. Landscaping is to be native grasses and will not require irrigation. Discuss the existing and proposed potable water source. If utilizing a drinking water well, include either the well permit or well permit application that was submitted to the State Division of Water Resources. If utilizing a public water tap, include a letter from the Water District, a tap or meter number, or a copy of the water bill. The existing site does not have a source of potable water. It is proposed as part of a separate project to extend a water service from an existing well which is part of the 70 Ranch Water system. This well is located approximately 2 miles from the proposed office trailer. This water is best considered agricultural water, there is no treatment of this water after it is extracted from the well. This water will be regularly tested to monitor for potential hazards, and filtration and treatment of the water might be considered to meet requirements for the watering of the proposed exotic animals on this site. Bottled drinking water will be provided for employees_ 2. Discuss the existing and proposed sewage disposal system. What type of sewage disposal system is on the property? If utilizing an existing on -site wastewater treatment system, provide the on -site wastewater treatment permit number. (If there is no on -site wastewater treatment permit due to the age of the existing on -site wastewater treatment system, apply for a on -site wastewater treatment permit through the Department of Public Health and Environment prior to submitting this application.) If a new on -site wastewater treatment system will be installed, please state "a new on -site wastewater treatment system is proposed." (Only propose portable toilets if the use is consistent with the Department of Public Health and Environment's portable toilet policy.) An on -site wastewater treatment system is proposed for this project. This system will serve the restroom in the office trailer. This site does not have an existing defined access. The only access road present onsite is an existing gravel road to an existing oil and gas well located on the property. The nearest county road to this property is WCR 69. This road is located approximately 4 miles from the site. This site is accessed via private roads through the area. 2. Describe any anticipated change(s) to an existing access, if applicable. No changes are proposed to the existing access. 3. Describe in detail any existing or proposed access gate including its location. An access gate is to be installed at the south entrance to the site. The north entrance to the site will also be secured in a future phase. 4. Describe the location of all existing accesses on adjacent parcels and on parcels located on the opposite side of the road. Include the approximate distance each access is from an intersecting county road. All nearby accesses are to oil and gas wells located in the area. These accesses will not be disrupted. 5. Project Location This report discusses the drainage design for the Preserve at 70 Ranch (hereafter referred to as the Site). This Site is located on 576.6 AC, encompassing almost the entirety of Section 33 located in Township 5 North, Range 62 West of the Principle Meridian, County of Weld, State of Colorado. This property is located within the 70 Ranch complex and is accessed via private roads. Weld County Road 69 is the closest public road to the site, and is located 4 miles to the west. Refer to Appendix A-1 for a project location map. B. Project Description The subject parcel encompasses 576.6 AC. For the first phase of this project, it is proposed to install an office trailer, a small gravel parking lot, a 5000 SF feed barn, a gravel access road with a turn around, and the fencing for the proposed phase 1 paddocks. Nine additional feed barns with corresponding access roads and paddocks will be constructed as additional sources of fundings are identified. This parcel is currently undeveloped and contains no drainage facilities or structures. This parcel has been historically used for ranching and no known historical development has occurred on this parcel. The ground cover and existing grade onsite is at near native conditions and contains many small hills and impressions covered with native grasses and weeds. Per Natural Resources Conservation Services (NRCS), the onsite soils consist of valent sand classified as Hydrologic Soil Group A (see Appendix A-2). The property is zoned A for agricultural use. The surrounding parcels are also zoned A for agricultural use. The Site falls outside the MS4 drainage area and is not classified as urbanizing for drainage calculations. The property falls outside of any FEMA designated flood zones (see Appendix A-3), and no significant bodies of water are located nearby. II. HYDROLOGY AND HYDRAULIC ANALYSIS A. Existing Drainage Conditions As mentioned above, the topography of the Site contains many small mounds and valleys, therefore there is no defined historic discharge point. Existing drainage developed in each basin travels from the high point of the berm to an impression where the runoff pools before infiltrating into the subgrade. The onsite soils are classified as sand and the infiltration rate to these soils is expected to be high. According to FEMA Flood Insurance Rate Map (FIRM) No. 08123C1825F, effective 11/30/2023, the property lies outside of any delineated 100 -year floodplain boundaries (Refer to Appendix A-3). The existing site can be characterized as 52 separate drainage basins. Due to each basin being undeveloped and having nearly identical characteristics, each basin is not described individually in this report . Instead, a general description of the basins is below: Please refer to the enclosed Historic Drainage Plan in Appendix D-2 for individual basin delineation. • General Existing Basin Description: Basin size varies, each basin was assumed to have a 2% impervious coverage and a 100-yr runoff coefficient of 0.22. All basins are undeveloped and are pervious areas containing native grasses and small amounts of vegetation in a nearly natural state. The topography of the area contains a vast number of small berms and impressions. In every basin, the runoff travels from the high points) of each basin (the tops of the many berms) to the low points of each basin as shown on the existing drainage plan. The Prepared: May 2025 Page 3 of 6 Preliminary Drainage Report The Preserve at 70 Ranch low points of each basin are significantly lower than the surrounding area and contain no outlets. B. Proposed Drainage System Description Six of the existing drainage basins are impacted by the proposed development. These basins are analyzed in further detail below. The remainder of the existing drainage basins are not analyzed further, since they will not be modified as a result of this development. • Sub -Basin S15: 26.36 Acres, 3.8% Impervious, 100-yr Runoff Coefficient of 0.23. This subbasin includes the feed barns for phases 8, 9, and 10 and the corresponding access roads for this portion. Runoff generated in this basin generally travels from the outer basin boundary (located at a higher elevation) to the existing depression at the center of basin. Once in this depression, the runoff then infiltrates into the soil in the same manner that it does under existing conditions. • Sub -Basin S18: 12.53 Acres, 3.2% Impervious, 100-yr Runoff Coefficient of 0.23. This subbasin contains the feed barn for phase 7, and a small portion of the access road for phases 7 & 8. Runoff generated in this basin generally travels from the high west of the basin to the existing depression located in the eastern portion of the basin. Once in this depression, the runoff then infiltrates into the soil in the same manner that it does under existing conditions. • Sub -Basin S26: 20.05 Acres, 3.5% Impervious, 100-yr Runoff Coefficient of 0.23. This subbasin contains the access roads and feed barns for phases 5 & 6. Runoff generated in this basin generally travels from the high point in the west of the basin to the existing depression located on the eastern portion of the basin. Once in this depression, the runoff then infiltrates into the soil in the same manner that it does under existing conditions. • Sub -Basin S36: 20.20 Acres, 4.2% Impervious, 100-yr Runoff Coefficient of 0.23. This subbasin contains the access roads and feed barns for phases 3, 4 & 5. Runoff generated in this basin generally travels from the high point of the basin located in the north part of the basin to the existing low point depression located in the southern portion of the basin. Once in this depression, the runoff then infiltrates into the soil in the same manner that it does under existing conditions. • Sub -Basin 346: 38.53 Acres, 3.7% Impervious, 100-yr Runoff Coefficient of 0.23. This subbasin contains the access road for phases 1 & 2, the turnaround for phase 1, and the main office trailer for phase 1. Runoff generated in this basin generally travels from the high point at the northwest of the basin to the low point located offsite past the southeast edge of the basin. All offsite portions of this basin which aren't shown on the drainage map are to remain at existing conditions. • Sub -Basin 353: 4.56 Acres, 5.0% Impervious, 100-yr Runoff Coefficient of 0.24. This basin contains the remainder of the access road for the phase 10 feed barn which is not included within basin S15. Once in this depression, the runoff then infiltrates into the soil in the same manner that it does under existing conditions. Appendix D-2 contains a copy of the final drainage plan for the site. Hydrologic Criteria • The Rational Method, as outlined in Section 5.5.1 of the Weld County Engineering and Technical Criteria was used to determine the existing and proposed peak runoff rates from the site. • Recommended Impervious Values and Runoff Coefficients are per Table 5-2 in the Weld County Engineering and Technical Criteria. • Peak runoff rates for the 2 -year, 5 -year, 10 -year and 100 -year storms were calculated per Weld County standards. • Point precipitation values were taken from NOM Atlas 14 for Latitude: 40.3565°, Longitude: -104.3293° IV. DRAINAGE FACILITY DESIGN Under existing conditions, the runoff on this Site is generally captured and contained by the numerous natural depressions located across the parcel. Per the geotechnical report for this Site (provided by RMG), the onsite soils consist of silty sand, which is anticipated to have a high infiltration rate. This soil classification is further supported by the Natural Resources Conservation Services (NRCS) which classifies the onsite soils as Hydrologic Soil Group A (See Appendix A-2). These depressions across the site are assumed to act as naturally occurring retention ponds, which capture the existing flows onsite and infiltrate the runoff. The first phase of this development proposes to apply for a detention pond exemption. The drainage design for the following phases proposes to mimic the natural drainage mechanisms at work on this Site and utilize the existing depressions throughout the Site to contain and infiltrate the additional runoff generated by this proposed development. Groundwater was encountered in the geotechnical investigation of this site at a 22' depth. This investigation was completed in 2025 by RMG, Inc. The test pits were dug to depths ranging from 20 to 40 feet deep. A. Detention Pond Exemption: Per Section 8-11-45 of the Weld County Code, an exception to stormwater detention can be approved for certain uses. Phase 1 of this project proposes to apply for a detention pond exemption under the following criteria: Uses that can be excepted from stormwater detention are limited to the following: 13. A parcel greater than five (5) gross acres in size is allowed a onetime exception for a new nine thousand (9,000) sq. ft. of 100% impervious area or equivalent imperviousness. (See Appendix 8-Q in the Weld County Engineering and Construction Criteria Manual for impervious value percentages.) Phase 1 of the project proposes to install a gravel road, parking lot and office trailer. Together these improvements have an equivalent imperviousness of less than 9000 SF. The phase 1 feed barn is proposed to have its runoff captured and treated by dry wells installed at the corners of the structure. See Appendix B for supporting impervious area calculations. As mentioned previously, all phases after phase 1 propose to have their runoff captured and infiltrated by the existing depressions located throughout the Site. CONCLUSIONS The drainage design for the Preserve at 70 Ranch will adequately protect public health, safety and general welfare and have no adverse affects on public rights -of -way or offsite properties. The proposed drainage facilities will be designed to reflect existing drainage conditions and accommodate additional runoff generated from the proposed developments on the Site. Erosion and stormwater quality measures will be implemented as needed to help mitigate potential erosion onsite and preserve the native conditions onsite. VI. It is assumed that all employees will have their own transportation and no carpooling will occur. At full build -out, there is expected to be a maximum of 10 passenger car round trips to the site. Animal delivery to the site will occur via a pickup truck towing a horse trailer. These animal deliveries will occur as needed. 2. Describe the expected travel routes or haul routes for site traffic. All traffic is anticipated to use the main entrance to 70 Ranch off of Bridge Street and follow Canal Road to reach the site. They are assumed to use this same method to leave the site. 3.
