Wednesday, September 3, 2025
The Board of County Commissioners of Weld County, Colorado, met in regular session
in full conformity with the laws of the State of Colorado at the regular place of meeting in
the Weld County Administration Building, Greeley, Colorado, September 3, 2025, at the
hour of 9:00 a.m.
Roll Call: The meeting was called to order by the Chair and on roll call the following
members were present, constituting a quorum of the members thereof:
Commissioner Perry L. Buck, Chair
Commissioner Scott K. James, Pro-Tem
Commissioner Jason S. Maxey
Commissioner Lynette Peppier
Commissioner Kevin D. Ross
Also present:

Minutes: Commissioner Ross moved to approve the Minutes of the Board of County
Commissioners meeting, from August 18, 2025, as printed. Commissioner Peppier
seconded the motion and it carried unanimously. Furthermore, Commissioner Maxey
moved to approve the Minutes of the Board of County Commissioners meeting, from
August 20, 2025, as printed. Commissioner Ross seconded the motion and it carried
unanimously.
Certification of Hearings: Commissioner Ross moved to approve the below listed
Hearing Certificates. Commissioner Peppier seconded the motion, which carried
unanimously.

2. 1MJUSR25-08-1647 — Public Service Company of Colorado
3. PUDF24-0001 — REI, LLC, dba Investors, LLC
Amendments to Agenda: There were no amendments to the Agenda.

Consent Agenda: Commissioner James moved to approve the Consent Agenda, as
printed. Commissioner Ross seconded the motion and it carried unanimously.
Presentations and Proclamations:
1. Recognition of Services, Workforce Development Board — Cecil Courtney:
Chair Buck read the certificate for the record. Cecil Courtney thanked the Board
for their recognition, expressed his appreciation for the opportunity to have served
on the Workforce Development Board for the past four (4) years, and shared his
experiences as part of the well-oiled machine. The Board extended their
appreciation for his voluntary efforts on behalf of the citizens of Weld County.

2. Kinship Care Month — September 2025: Commissioner Peppier read the
proclamation for the record. Jamie Ulrich, Director of the Department of Human
Services, thanked the Board for the opportunity to highlight the importance of
kinship foster care, the efforts of staff and collaborative agencies who encourage
a kin -first culture. She noted the prevalence in the efforts to locate kin through
Diligent Search, and the work of investigators, as evidence shows placement with
family results in better outcomes and reduces trauma for children. Ms. Ulrich
congratulated the team on achieving 63% successful kinship placements, which is
approximately 6% higher than the State's average, and she recognized the staff
who were present. The Commissioners spoke concerning the importance of family,
which is the building block of a healthy society, and commended the staff for a
great job on behalf of children and youth involved in the kinship program, and
providing a sense of belonging for a positive outcome during a difficult time.

3. Workforce Development Month — September 2025: Chair Buck read the
proclamation for the record. Tami Grant, Deputy Director of the Department of
Human Services, thanked the Board for their recognition, shared the statistics and
successes resulting from apprenticeships and recruitment events, and highlighted
several workforce conventions and job fairs geared towards hands-on exposure to
various trades. Ms. Grant noted they have implemented an integrated approach
by working with the Veterans Service Office to support veterans, and they also
collaborate with five (5) Northern Colorado public and private sector partners to
align with industry needs, as well as educational institutions at annual job fairs to
bridge the gap between education and the workforce. She introduced those
present and commended the efforts of the Workforce Development staff, board,
committees, and affected industries who are all working together to create
pathways to meaningful employment in the region. The Board expressed their
appreciation for the collaboration that results in a very pro -workforce and
economic -friendly focus that is good for business, the economy, and making a
difference in the community, including the non-profit sector partnership, as well as
the work being done on behalf of military veterans. (Clerk's Note: The group

Warrants:
1. General Warrants: Commissioner Maxey moved to approve the General
Warrants, as printed. Commissioner Peppier seconded the motion and it carried
unanimously.
Bids:
1. Approve Bid #B2500102, Weld County Jail Lobby Security Station and 1 West
Pods A, B and C Workstation Remodel — Facilities Department:
Carolyn Geisert, Purchasing Department, stated staff recommends selecting the
lowest bidder who met specifications, Classic Contractors, Inc., for a total amount
of $114,035.00. Commissioner Maxey moved to approve said bid. The motion was
seconded by Commissioner Ross and it carried unanimously.
2. Approve Bid #B2500103, Keenesburg Grader Shed — Facilities Department:
Ms. Geisert stated staff recommends selecting the lowest bidder who met
specifications, TCC Corporation, for a total amount of $1,296,684.00.
Commissioner James moved to approve said bid. The motion was seconded by
Commissioner Peppier and it carried unanimously.
3. Approve Bid #62500106, Peckham Grader Shed Backup Generator —
Facilities Department: Ms. Geisert stated staff recommends selecting the lowest
bidder who met specifications, TCC Corporation, for a total amount of
$136,145.00. Commissioner Maxey moved to approve said bid. The motion was
seconded by Commissioner Ross and it carried unanimously.
4. Approve Bid #62500110, Carbide Cutting Bits — Department of Public Works:
Rose Everett, Purchasing Department, stated staff recommends selecting the
lowest bidder who met specifications, 4Rivers Equipment, for a total amount of
$158,466.00. Commissioner Ross moved to approve said bid. The motion was
seconded by Commissioner Peppier and it carried unanimously.
New Business — General:
1. Consider Contract ID #9865 Single Source Genesis eBONDS Licensing and
Service Provider Agreement for Compliance of House Bill 25-1015, and
Authorize Chair to Sign — GenCore Candeo, Ltd., dba The Genesis Group:
Lieutenant Mark Pollard, Sheriff's Office, stated the Colorado legislature enacted
House Bill, HB25-1015, in March 2025, which requires all jails in the state to
provide individuals the ability to post online surety bonds by October 1, 2025.
He indicated the current provider does not have the capabilities to comply with the
requirement, therefore, after an extensive search, staff recommends approval of
the eBONDS Licensing and Service Provider Agreement for compliance with said
mandate. Lt. Pollard explained, due to the nature of the software, the Purchasing
Department has recommended approval of said contract as a single source

vendor, as outlined by Section 5-4-95 of the Weld County Code.
Commissioner Maxey moved to approve said agreement and authorize the Chair
to sign. The motion was seconded by Commissioner Peppier and it carried
unanimously.
2. Consider Contract ID #9858 Grant Contract for 2025-2026 Colorado Respite
Coalition (CRC) concerning Colorado Adult Protective Services (CAPS)
Background Checks for Home and Community Support Area Agency on
Aging (AAA), and Authorize Chair to Sign — Easterseals Colorado: Ms. Ulrich
stated the contract allows for respite options for family caregivers in Weld County
provided by the awarded grant funds, in the amount of $12,000.00, with no
matching funds required of the County. Commissioner Peppler moved to approve
said contract and authorize the Chair to sign. The motion was seconded by
Commissioner Ross and it carried unanimously.
3. Consider Declaration of the Intent of Weld County, Colorado, to Delegate
Authority to the Colorado Housing and Finance Authority (CHFA) to Issue
Bonds Using 2022 Private Activity Bond Volume Cap in Connection with
Financing Housing Facilities for Low- and Middle -Income Families and
Persons, and Authorize a Delegation Agreement in Connection Therewith,
and Authorize Chair to Sign Any Necessary Documents: Cheryl Pattelli, Chief
Financial Officer and Director of the Department of Finance, stated the Resolution
transfers Weld County's 2022 Private Activity Bond cap, in the amount of
$8,574,904.00, to the Colorado Housing and Finance Authority (CHFA), and staff
recommends approval. Commissioner James moved to approve said Resolution
and authorize the Chair to sign any necessary documents. The motion was
seconded by Commissioner Ross and it carried unanimously.
4. Consider Secondary Manufacturers' Combined Subdivision Participation
and Release Form (Exhibit K), Pursuant to Colorado Opioids Settlement
Memorandum of Understanding, Concerning Settlement Agreements for
Eight (8) Manufacturers, and Authorize Chair to sign: Bruce Barker, County
Attorney, on behalf of the Department of Public Health and Environment, stated
the form allows the County to receive settlement funds from the at -fault
manufacturers. Commissioner Ross moved to approve said participation and
release form, and authorize the Chair to sign. The motion was seconded by
Commissioner James and it carried unanimously.
5. Consider Recommendation for Reappointment to Greeley Housing
Authority: Commissioner James moved to approve said resolution.
Commissioner Maxey clarified if the resolution was for reappointment or a
recommendation. After confirmation the resolution is for recommendation for
reappointment, he seconded the motion and it carried unanimously. (Clerk's Note:
Pursuant to Commissioner Maxey's clarifying inquiry, the title was altered
subsequent to the meeting.)

6. Consider Reappointments to Weld County Fair Board: Commissioner Ross
moved to approve said reappointments. The motion was seconded by
Commissioner Maxey and it carried unanimously.
7. Consider Reassignment and Appointment to Workforce Development Board:
Commissioner Maxey moved to approve said reassignment and appointment. The
motion was seconded by Commissioner Ross and it carried unanimously.
8. Consider Appointment to Human Services Advisory Commission:
Commissioner James moved to approve said appointment. The motion was
seconded by Commissioner Ross and it carried unanimously.
9. Consider Appointment to Noxious Weed Management Advisory Board:
Commissioner Maxey moved to approve said appointment. The motion was
seconded by Commissioner Ross and it carried unanimously.
Public Comment:
1. John Grimes, Town of Keenesburg resident, offered his comments to the Board,
with responses from Commissioners Ross and Maxey.
2. Matt Brainard, Town of Keenesburg resident, offered his comments to the Board.
Let the Minutes reflect that the above and foregoing actions were attested to and
respectfully submitted by the Clerk to the Board. There being no further business, this
meeting was adjourned at 9:47 a.m.
The Board of County Commissioners of Weld County, Colorado, approved the above
and foregoing Minutes, on motion duly made and seconded, by the following vote on the
22nd day of September, A.D., 2025:
