HomeMy WebLinkAbout20251314.tiffRecord of Proceedings Minutes Board of County Commissioners Weld County, Colorado Wednesday, May 14, 2025 The Board of County Commissioners of Weld County, Colorado, met in regular session in full conformity with the laws of the State of Colorado at the regular place of meeting in the Weld County Administration Building, Greeley, Colorado, May 14, 2025, at the hour of 9:00 a.m. • Roll Call: The meeting was called to order by the Chair and on roll call the following members were present, constituting a quorum of the members thereof: Commissioner Perry L. Buck, Chair Commissioner Scott K. James, Pro-Tem Commissioner Jason S. Maxey Commissioner Lynette Peppler — Excused Commissioner Kevin D. Ross — Excused Also present: Acting Clerk to the Board, Houstan Aragon County Attorney, Bruce Barker Controller, Rusty Williams el Minutes: Commissioner Maxey moved to approve the below listed Minutes of the Board of County Commissioners meeting, as printed. Commissioner James seconded the motion and it carried unanimously. 1. Minutes from April 30, 2025 • Amendments to Agenda: Commissioner Maxey moved to amend the Agenda to insert the below listed item under 'Presentations and Proclamations' as item #1. Seconded by Commissioner James, the motion carried unanimously. Commissioner James moved to approve the agenda, as amended. Seconded by Commissioner Maxey the motion carried unanimously. 1. Roosevelt Roughriders Day, 2025 Future Farmers of America (FFA) Dairy Evaluation Team State Championship — May 14, 2025 • Consent Agenda: Commissioner Maxey moved to approve the Consent Agenda, as printed. Commissioner James seconded the motion and it carried unanimously. 51ZR 2025-1314 BC0016 Page 2 Wednesday, May 14, 2025 www.weId.gov Presentations and Proclamations: 1. a Roosevelt Roughriders Day, 2025 Future Farmers of America (FFA) Dairy Evaluation Team State Championship — May 14, 2025: Commissioner James read the proclamation for the record. Brent Hopkins and Jasmine Zuniga, team advisors, thanked the Board for their recognition and highlighting the importance of dairy cattle farming and the evaluation team. He shared his memorable experiences with being a team member years ago and now guiding the upcoming youth as part of the foundation of agriculture. He further stated the team will be attending the 2025 National FFA Convention held in Indianapolis, Indiana. Dakota Bernard, Maylin Bernard, Marcus Gardner, and Ella Stirewalt introduced themselves for the record. Commissioner James shared his experience as the first FFA Officer for Valley High School years ago, indicated the transferrable skills and knowledge gained from that experience that has allowed him to be the leader he is for Weld County today. Likewise, Commissioner Maxey shared stories near and dear to him as a child who grew up on a dairy farm. The Board congratulated the team and wished them the best of luck at Nationals. (Clerk's Note: The group gathered for a photo opportunity.) 2. a Recognition of Service, Weld County Sheriff's Office — Van Duvall: Steve Reams, Weld County Sheriff, highlighted Van Duvall's career, which spanned thirty-two (32) years as a deputy in the Court Services Unit. He described him as being a personable and consistent individual who represented the Sheriff's Office with professionalism and dignity. Sheriff Reams shared his `Don't quit' attitude is attributed to Mr. Duvall's perseverance throughout his career, and a recent and very challenging health concern. Van Duval thanked all those who have played a role guiding his 32 -year career, serving his community throughout, and expressed his heart -felt gratitude for his family who have sacrificed for the duration of his tenure with Weld County. The Board extended their appreciation for the sacrifice of Mr. Duvall and his family to allow for his public service to the citizens of Weld County as a law enforcement officer for more than three (3) decades, congratulated him on his retirement, and wished him the best in his future endeavors. El General Warrants: Commissioner James moved to approve the General Warrants, as printed. Commissioner Maxey seconded the motion and it carried unanimously. 2025-1314 BC0016 Page 3 Wednesday, May 14, 2025 www.weld.gov Bids: 1. El Approve Bid #B2500018, Chipseal Oil Supply — Department of Public Works: Toby Taylor, Purchasing Department, stated staff recommends selecting the lowest bidder who met specifications, Black Rock Material and Supply, LLC, for a total amount of $635,932.12. Commissioner Maxey moved to approve said bid. The motion was seconded by Commissioner James and it carried unanimously. 2. IR Reject Bid #B2500064, Concrete — Department of Public Works: Mr. Taylor reviewed staffs request to reject all bids and rebid at a later date. Commissioner James moved to reject said bid, per staff's request. The motion was seconded by Commissioner Maxey and it carried unanimously. 3. Ei Present Bid #B2500047, Weld County Comprehensive Plan — Department of Planning Services: Mr. Taylor stated seven (7) bids were received and staff will make a recommendation on June 9, 2025. 4. El Present Bid #B2500059, Budget and Annual Comprehensive Financial Report (ACFR) Publishing Software — Finance Department: Mr. Taylor stated five (5) bids were received and staff will make a recommendation on a future date yet to be determined. 5. a Present Bid #B2500069, 2025 Annual Culvert Supply — Department of Public Works: Mr. Taylor stated two (2) bids were received and staff will make a recommendation on May 28, 2025. 6. IR Present Bid #B2500073, Washed Rock and Squeegee Supply — Department of Public Works: Mr. Taylor stated three (3) bids were received and staff will make a recommendation on May 28, 2025. 7. a Present and Approve Emergency Bid #B2500070, 2025 Structural Steel Supply (H -Pile and Stringers) — Department of Public Works: Mr. Taylor explained the proposed bid is concerning structural H -Pile and Steel Stringers, and indicated three (3) bids were received, of which, the lowest bidder, Constructors International, Inc., meets specifications, for a total amount of $142,397.50. He stated, due to the rapid increase of steel prices and the vendor's pricing guarantee through May 20, 2025, the department seeks emergency approval by waiving the 10 -day review period as indicated in Code. Commissioner Maxey moved to approve said bid on an emergency basis. The motion was seconded by Commissioner James and it carried unanimously. 2025-1314 BC0016 Page 4 Wednesday, May 14, 2025 www.weld.gov New Business — General: 1. a Consider Purchase Agreement for Proprietary Sole Source Integra Software Solution for Election Poll Worker and Inventory Management and Authorize Chair to Sign — Soch, Inc.: Mr. Taylor stated the Clerk and Recorder's Office desires to purchase software to provide Poll Worker and Inventory Management services for the Elections Division. He indicated Integra Software provided by Soch, Inc., is the recommended solution as permissible by Item #28 under Section 5-4-80.A of the Weld County Code. Mr. Taylor noted the pricing related to contract years 2025-2027. Commissioner James moved to approve said agreement and authorize the Chair to sign. The motion was seconded by Commissioner Maxey and it carried unanimously. 2. a Consider Contract ID #9149 Individual Provider Contract for Purchase of Foster Care Services in a Foster Care Home and Authorize Chair to Sign — Anthony and Kathy Camarillo: Jamie Ulrich, Director of the Department of Human Services, stated the contract is for a fully certified kinship foster care home located in Greeley, Colorado. Commissioner Maxey moved to approve said contract and authorize the Chair to sign. The motion was seconded by Commissioner James and it carried unanimously. 3. a Consider Contract ID #9441 Individual Provider Contract for Purchase of Foster Care Services in a Foster Care Home and Authorize Chair to Sign — Daniel and Jennifer Lefforge: Ms. Ulrich stated the contract is for a provisional kinship foster care home located in Fort Lupton, Colorado. Commissioner James moved to approve said contract and authorize the Chair to sign. The motion was seconded by Commissioner Maxey and it carried unanimously. 4. a Consider Temporary Closure of Vista View Drive Between Sandstone Drive and Dehning Way: Amy Mutchie, Department of Public Works, stated the closure will begin on May 19, 2025, and go through May 22, 2025, for patching operations within a subdivision. She stated the detour route is paved and all local traffic will be accommodated to minimize disruptions. Commissioner Maxey moved to approve said temporary closure. The motion was seconded by Commissioner James and it carried unanimously. 5. a Consider Extension to Temporary Closure of County Road 17 Between County Roads 6 and 8: Ms. Mutchie requested, on behalf of Thalle Construction and the City of Thornton, to extend the closure of County Road (CR) 17 between CRs 6 and 8 to complete the installation of a 42 -inch transmission line, for an additional two (2) weeks through June 6, 2025. She indicated there were delays due to supply chain issues and inclement weather. Commissioner James moved to approve said extension. IR Consider Contract ID #9289 Sole Source Supply Agreement for Dust Suppression and Road Stabilization Products and Authorize Chair to Sign — EnviroTech Services, LLC: Mr. Taylor stated the Department of Public Works desires to purchase RoadSaver Durablend and BaseBind products for dust mitigation on gravel roads from EnviroTech Services, LLC. He indicated the vendor is the only supplier of these proprietary products, therefore, has been deemed a sole source vendor, as permissible by Item #28 under Section 5-4-80.A of the Weld County Code. Mr. Taylor noted the cost for RoadSaver Durablend will not exceed the amount of $330,000.00, and BaseBind will not exceed the amount of $149,500.00; therefore, he stated staff recommends awarding for a total amount not to exceed $479,500.00. Commissioner Maxey moved to approve said agreement and authorize the Chair to sign. The motion was seconded by Commissioner James and it carried unanimously. 7. a Consider Contract ID #9429 Memorandum of Agreement for Temporary Construction Easement for County Road 76 Improvements Project, Between County Roads 29 and 31, and Authorize Chair to Sign — Daniel Bradford and Catherine Dunihoo: Mike Bedell, Department of Public Works, stated the agreement is for the purchase of a temporary construction easement, for the amount of $931.00, as part of forthcoming road improvements associated with transitioning the road from gravel to being paved. Commissioner Maxey moved to approve said agreement and authorize the Chair to sign. The motion was seconded by Commissioner James and it carried unanimously. 8. IR Consider Permit Application and Report of Changes Form to Register a Manager, and Authorize Chair to Sign — Circle K Stores, Inc., dba Circle K Store #2709846: Bruce Barker, County Attorney, gave a brief overview of the establishment's location, stated this property changes managers annually, and indicated staff has no concerns and recommends approval. Commissioner James moved to approve said permit application and form, and authorize the Chair to sign. The motion was seconded by Commissioner Maxey and it carried unanimously. 9. E Consider Biennial Renewal Application for Fermented Malt Beverage and Wine Off -Premises (County) License, and Authorize Chair to Sign — Circle K Stores, Inc., dba Circle K Store #2709846: Mr. Barker stated this is the same location as the previous item of business and staff recommends approval. Commissioner Maxey moved to approve said biennial renewal application and authorize the Chair to sign. The motion was seconded by Commissioner James and it carried unanimously.
