Now, therefore, be it resolved by the Board of County Commissioners of Weld County, Colorado, that the Board hereby consents to the enforcement of the 2024 International Fire Code, with certain amendments detailed in the attached Resolution of the Board of Directors of the Front Range Fire Protection District, within the unincorporated areas of Weld County that are also within the geographic boundaries of the Front Range Fire Protection District. Gesick, Clerk to the Board 2025-2517 SD0112 MEMORANDUM TO: BOARD OF COUNTY COMMISSIONERS FROM: DAVID EISENBRAUN, PLANNING DIRECTOR DATE: August 19, 2025 RE: Front Range Fire District Purpose This memo seeks the Board's formal consent of enforcement to the 2024 International Fire Code (IFC) and amendments as proposed by Front Range Fire Rescue (FRFR). These amendments will apply specifically to unincorporated areas of Weld County within FRFR's jurisdiction and address safety and access requirements for new development. Background Weld County delegates fire code authority to the respective fire protection districts within its unincorporated areas. Per this agreement, FRFR has submitted proposed local amendments to the 2024 IFC for implementation within its district boundaries. These amendments were tailored with input from County departments and are consistent with our development patterns and life safety goals. Summary of Amendments The proposed changes aim to enhance life safety by ensuring access for emergency services and promoting the use of fire suppression systems in challenging access scenarios. The summarization of key amendments include: • Section 503.1.2 (Additional Access): Requires at least two approved fire apparatus access roads for all new residential subdivisions, commercial, and multifamily buildings. If two access roads cannot be provided, any occupiable structure more than 660 feet from the last access point must have an approved automatic fire sprinkler system installed; if all such structures are fully sprinklered per Sections 903.3.1.1, 903.3.1.2, or 903.3.1.3.3, dual access is not required. • Section 903.2.8.4 (Dead -End Roadways): Requires approved automatic fire sprinkler systems in all Group R occupancies —including single- family homes and townhomes—when located more than 660 feet from the entrance of a dead- end roadway (excluding individual driveways). Exception is allowed for single-family and two- family homes under 3,600 sq. ft. of habitable space above grade. • Appendix D102.2 (Roadway Surface): Requires all-weather access roads (asphalt or concrete) capable of supporting fire apparatus, maintained in usable condition at all times. Engineered compacted road base or other approved all-weather surfaces may be allowed for temporary or isolated facilities —such as outdoor vehicle storage, solar installations, cell towers, or rural single-family homes —at the fire code official's discretion. 2025-2517 c1/3 SPOIll Recommendation Staff recommends the Board formally consent to FRFR's enforcement of the 2024 IFC and applicable amendments within unincorporated Weld County under their jurisdiction. Page 2 FRONT RANGE FIRE RESCUE PO Box 130, Milliken, CO 80543 970-587-4464 / Fax: 970-587-0324 Courage* Compassion * Professionalism Serving Johnstown, Milliken and Lorimer & Weld Counties for more than 100 years BEFORE THE BOARD OF DIRECTORS OF THE FRONT RANGE FIRE RESCUE FIRE PROTECTION DISTRICT RESOLUTION 2025 - 01 A RESOLUTION ADOPTING THE 2024 INTERNATIONAL FIRE CODE, AS PUBLISHED BY THE INTERNATIONAL CODE COUNCIL WITH CERTAIN AMENDMENTS THERETO, TO ESTABLISH REGULATIONS GOVERNING CONDITIONS HAZARDOUS TO LIFE AND PROPERTY FROM FIRE, HAZARDOUS MATERIALS OR EXPLOSIONS; TO PROVIDE SAFETY TO FIREFIGHTERS AND EMERGENCY RESPONDERS; AND TO PROVIDE FOR THE ISSUANCE OF PERMITS AND COLLECTION OF FEES THEREFORE WHEREAS, the Front Range Fire Rescue Fire Protection District ("District") is a political subdivision of the State of Colorado, formed pursuant to Title 32, Colorado Revised Statutes ("C.R.S") to provide fire suppression, fire prevention, emergency medical, emergency rescue, and hazardous materials services to the citizens and their property within its jurisdiction, and to individuals passing through its jurisdiction; and WHEREAS, portions of the District's jurisdiction lie within the municipal boundaries of Milliken and Johnstown, as well as within unincorporated Weld and Larimer counties; and WHEREAS, pursuant to Section § 32-1-1002(1)(d), C.R.S., the District's Board of Directors ("Board") is authorized to adopt and enforce a fire code within the District's jurisdiction, but no such code shall apply within any municipality or the unincorporated portion of any county unless the governing body of such municipality or county adopts a resolution stating that such code shall be adopted within the District's boundaries; and WHEREAS, the Board has considered the effect of the fire code enforcement within the boundaries of the District and has determined that enforcement of the proposed ©des would not cause undue hardship or suppression of economic growth within the District; and WHEREAS, the Board has studied the necessity for realistic and reasonable levels of fire protection to be provided by a fire protection district; and WHEREAS, the Board hereby finds and determines that it is in the best interest of the residents, taxpayers, and visitors of the District to maintain adequate and updated regulations by means of adopting by reference the 2024 International Fire Code, as amended herein, for application within the District for the purpose of establishing rules of conduct and standards for the protection of life, health, property, security and welfare of the residents, taxpayers, and visitors of the District. NOW, THEREFORE, BE IT RESOLVED RANGE FIRE RESCUE FIRE PROTECTI III SECTION 1: Adoption of the 2024 International Fire Code and reference International Fire Code Standards. II The International Fire Code, 2024 Editon, issued and published by the International Code Council, 4501 Flossmoor Road, Countr Club Hills, IL, 60478, including Appendices B, C, D, E, F, G, H, I, O, and W, is hereby adoptei'1 by reference as the fire code of the District. The purpose of the fire code is to provide minimum standards to safeguard life and limb, health, property, and the public welfare by regulating fire and explosion hazards arising from the storage, handling and use of hazardou substances, materials and devices, and from conditions hazardous to life or proper in the occupancy of buildings and premises; and to provide for the issuance of permits and collection of fees therefore. At least one copy of the International Fire Code, 2024 Edition, shall be on file in the office of the fire department, and may be inspected during regular business hours. This Resolution shall take effect and be, enforced within incorporated municipalities and unincorporated Weld and/or Larimer Bounties from and after its approval as set forth in § 32-1-1002(1)(d), C.R.S., and as established in Section 1 above. SECTION 5: Severability. If any provision of this Resolution is foi• any reason held to be invalid, the invalidity shall not affect the validity of the remaining provisions of this Resolution. The Board expressly declares that it would have adopted this Resolution even if a provision contained in either this Resolution or the attached Ordinance is declared invalid. Nothing in this Resolution or in the Fire Code hereby adopted shall be construed to affect any suit or proceeding impending in any court, or any rights acquired, or liability incurred, or any cause or causes of action acquired or existing, under any act or resolution kereby repealed; nor shall any just or legal right or remedy of any character be lost, impaired or affected by this Resolution. SECTION 7: Repealer. All resolutions, or parts thereof, in conflict this this Resolution are hereby repealed, including the 2018 International Fire Code as previously adopted by the District, provided that this section shall not repeal the repealer clauses of any prior resolutions or hereby revive any ordinances or resolutions previously repealed.
