Dan Chapman, Sonja Kohlgraf, WCSO Finance Manager Brief description of the problem/issue: The WC Sheriffs Office requests approval to submit the 2026 Crime Victim Services Funding application for VOCA funds to ongoingly support the Bilingual Victim's Advocate in the Victim Services Unit. The application is requesting $67,918.00, which will cover 60% salary and 58% fringe benefit of the Bi-Lingual Advocate staff member. The application amount is slightly higher than the 2025 grant award which was $62,196.14. This is approximately a 9% increase, which would account for a potential 3% cost of living increase and for CY2026, a step increase for the Bilingual advocate. The application needs to be submitted via the ZoomGrants portal and its deadline is 3/17/2025. A copy of the application is attached for your review. What options exist for the Board? (include consequences, impacts, costs, etc. of options): • Authorize the approval of the 2025 VOCA grant application for $67,918.00 and have Sgt. Chapman submit the application with supporting grant documents electronically in ZoomGrants. • Deny the grant application. According to the 2020 census, Weld County has a diverse population of 328,981. 30% of this population is Hispanic, with 19.3% reporting a language other than English spoken at home. The Weld County Victim Services Unit was founded in 2004 and is comprised of three victim advocates (two of which are bilingual). They serve unincorporated Weld County, Weld County's 10 unincorporated municipalities, and eight of Weld County's incorporated municipalities. This accounts for just over 140,000 Weld County residents that are served by Weld County's Victim Services Unit. 5C) Activities Tell us about your project activities and explain how they meet the specific victim/survivor needs in your community. These include Catholic Charities, A Woman's Place, Women in Crisis, several homeless shelters in the region, the Weld County Food Bank, Servicias De La Raza (addressing the needs of Latinos and other underserved and marginalized communities in Colorado), and many others. This is accomplished through collaboration with systems -based agencies; Greeley Police Department VSU and the 19th Judicial District Attorney's Office Victim Witness Unit as well as non-profit agencies offering crime specific help; A Woman's Place (local domestic violence shelter), SAVA (sex assault intervention and services), and Life Stories (local child advocacy center). The unit has had success throughout the years establishing trust with those who have a difficult time negotiating the criminal just system due to cultural and language barriers. The Weld County Bilingual Advocate will measure progress by following up with clients and collecting surveys after services] are provided. The unit will strive for satisfaction by providing crisis services in person or by phone 24 hours per day, viewing all police reports to ensure VRA compliance, entering all required VRA required activities into a tracking tabase, and following up with clients to ensure that their needs are met. Additionally, the Bilingual Advocate will attend community events including events that cater to the Spanish speaking community.
