Dear Neighbor,
Re: Update on the Pintail Compressor Station Project
As a valued stakeholder, we appreciate your ongoing interest in the proposed Pintail
Compressor Station Project (Project), located near your property in Weld County, specifically
in Section 25, Township 4N, Range 66W, off Weld County Road (WCR) 40 and WCR 35.
We understand it has been some time since our last communication, and we are writing to
provide you with important updates regarding the Project's scope, the revised timeline, and
upcoming key dates.
Scope Changes and Site Activity
The Project's scope has undergone some changes and now includes an additional slug
catcher vessel, a motor control center, two vapor recovery units, and associated ancillary
support equipment. The Use by Special Review (USR) permit for the Pintail Project allows for
two years for construction to occur, and the site will be built in stages. We commit to informing
community members in advance of major construction updates as the site is developed. The
activity at the proposed site under the Korwell's USR has completed, and Phillips 66 has been
given permission to start earthwork to prepare the site. Grading will begin next week, August
4th
Upcoming Public Hearings
The Project has progressed to the next stage in the permitting process with Weld County for
the USR permit application. The application has now moved into the review phase, and a
public hearing has been scheduled for September 2, 2025.
This hearing will be hosted by the Weld County Planning Commission at the Hearing Room in
the Weld County Administration Building located at 1150 O St, Greeley, CO 80631. This is a
public hearing, and we welcome all stakeholders to attend. For those unable to attend in
person, the proceedings will be accessible via live stream on the Planning Commission page
of the Weld County website: https://www.weld.gov/Government/Departments/Planning-and-
Zoninq/Advisory-Boards/Planning-Commission.
Following the Planning Commission hearing, the Pintail Project's USR will then progress to a
subsequent hearing before the Weld County Board of County Commissioners, tentatively
scheduled for September 24, 2025. We will promptly communicate details of this hearing
should it be confirmed.

Understood but just in case things don't go as planned and a noise complaint is filed, it would be
better to have the noise reading being done according to the CRS (the property line where the noise
is being generated). The applicant shouldn't have an issue with that since their noise study indicates
it would pass the noise reading test. The weld county code isn't strict enough.
May I request the following?
Please add to the Commissioner Records for this land use case that the neighbors requested
the noise development standard printed on the USR Map references the Colorado Revised
Statute for Residential Noise.

We appreciate your attention to the potential impacts of this project. Please be assured that the project has been
reviewed for compliance with Weld County's noise regulations. According to Section 14-9-30 of the Weld
County Code, excessive noise is defined and regulated through specific sound level thresholds and
measurement standards. Our project has been evaluated against these standards and is within the allowable
limits as outlined in Sections 14-9-40 and 14-9-50 of the Code.

According to the noise study that was submitted in the application materials, the noise generated will be under
50 dB(A) at all times. This would meet the standards for both, the Weld County Code, and CRS.

My preference would be to have the CRS for the residential noise limit be what is printed on the USR
map for the Pintail Compressor. This seems more compatible because other similar facilities in the
area reference the CRS on their maps.
Is that something that Planning can do or is your preference that I work that out directly with Patrick
Groom?

When reviewing cases, we ensure that the noise regulations are in correspondence with the Weld County Code.
With this case specifically, the applicant conducted a noise study and is proposing a noise wall around the west and south
portion of the project to help ensure that the noise stays under 50dB(A) at all times. I have attached a copy of the noise study
that was conducted for your reference.

I had a question about development standard 24 for the Pintail compressor station that is going in next to
my house and am having trouble getting a call back from the planner so thought I would reach out to
you. I copied the following from the attached document:
The facility shall adhere to the maximum permissible noise levels allowed in the Residential Zone
as
delineated in 25-12-103 C.R.S. and Section 14-9-40 of the Weld County Code. (Department of
Planning
Services)
When I read the CRS compared to the Weld County Code I notice a difference on where the noise
reading would be made if a complaint was filed. The CRS is more favorable to the complainant.
