Approve Application for Opioid Abatement Grant for Virtual Telehealth
Co -Responders Program for Benefit of County Sheriffs of Colorado and authorize
Sheriffs Office to submit electronically — Colorado Opioid Abatement Council
Whereas, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
Whereas, the Board has been presented with an Application for the Opioid Abatement
Grant Program for Telehealth Co -Responders from the County of Weld, State of
Colorado, by and through the Board of County Commissioners of Weld County, on behalf
of the Sheriffs Office, for the benefit of County Sheriffs of Colorado, to the Colorado
Opioid Abatement Council, with further terms and conditions being as stated in said
application, and
Whereas, after review, the Board deems it advisable to approve said application, a copy
of which is attached hereto and incorporated herein by reference.
Now, therefore, be it resolved by the Board of County Commissioners of Weld County,
Colorado, that the Application for the Opioid Abatement Grant Program for Telehealth
Co -Responders from the County of Weld, State of Colorado, by and through the Board of
County Commissioners of Weld County, on behalf of the Sheriff's Office, for the benefit
of County Sheriffs of Colorado, to the Colorado Opioid Abatement Council, be, and
hereby is, approved.
Be it further resolved by the Board that the Sonja Kohlgraf, Sheriff's Office, be, and
hereby is, authorized to electronically submit said application.
The Board of County Commissioners of Weld County, Colorado, approved the above

Brief description of the problem/issue: County Sheriffs of Colorado desires to apply for opioid settlement
funds in the Round 3 Infrastructure Opportunity to continue with the virtual co -responder program used
throughout the state. Since CSOC is not a government entity, nor a ROAC they are not eligible to directly apply
for the grant. The Sheriffs Office would like to serve as the government entity and CSOC would take on the role
of Implementing Organization — doing all the program management, oversight, implementation, reporting and
financial functions.
The Sheriffs Office is currently using the telehealth co -responder, with success. It was a pilot program across
ten counties, that CSOC wants to expand to all 64 counties, particularly the rural/frontier counties.
The application deadline is midnight on February 3.
What options exist for the Board? Approve or deny.
Consequences: If denied, we would likely be faced with not having a co -responder available to
assist in the rural parts of the county. The telehealth co -responder is a fiscally responsible alternative
to funding full-time staff to fill that role.
Impacts: Lack of assistance for mental health related incidents.
Costs (Current Fiscal Year / Ongoing or Subsequent Fiscal Years): There is no direct cost to the
county, there are minimal soft cost to the time spent providing data to CSOC for the reporting.
Recommendation: Approve.

Executive Director Amy Nichols,
I am writing this letter as a request of the County Sheriff's of Colorado to continue to pursue
funding to maintain the Virtual Co -Responder program which my agency utilizes in Weld
County. As the elected Sheriff of Weld County, I am responsible for the public safety efforts of a
4,000 square mile county that consists of over 340,000 residents and 28 individual
municipalities. My agency has no reasonable way to engage in the more traditional model for a
co -responder program, where mental health professionals deploy into the field alongside public
safety officers, simply because the county is so large, and the budgetary impact would not be
feasible. In addition, the number of mental health professionals needed to deploy the numbers
of persons necessary in a county of Weld's size just simply are not available. The virtual co -
responder process is a perfect fit for most rural jurisdictions as it allows the help that is needed
to get to the person in need with far less delay and cost being associated. Simply stated, this
model is the most effective way of helping people in a mental crisis given the makeup of Weld
County. Additionally, the virtual co -responder model would be a godsend to the smaller police
agencies in Weld County for many of the same reasons previously listed. Most of the police
agencies in Weld County have very limited resources, personnel, and often have no mental
health services in or close to their communities.
I submit this letter on behalf of the Weld County Sheriff's Office and all the citizens it serves to
request that the County Sheriffs of Colorado continue to seek funding for the Virtual Co -
Responder program. I also have overwhelming support from the police chiefs that represent
many of the municipalities inside of Weld County to include the following:

Executive Summary: Statewide Virtual Co -Responder Program
This program will expand a successful virtual co -responder program currently serving 10 counties
through grant funding. This proposal will make it available to all rural and frontier areas within the
state. The virtual co -responder model supports persons who are in crisis and reside in parts of the
state that are rural or frontier. Peace officers face serious problems of workforce shortages and
cover vast areas of patrol. These agencies usually have only one person working a shift at a time,
covering those areas. When responding to an individual in crisis this officer will be taken out of
service for most of their shift. The implementation of a statewide virtual co -responder program will
allow agencies to have 24/7 access to mental health crisis workers via virtual technology. This
option provides immediate professional intervention, prevents individuals from becoming involved
in the criminal justice system, and relieves the peace officer to return to patrol and ready for the
next call. With this funding we will continue to develop and improve the virtual co -responder
infrastructure, making it available across the state and allowing for the right resources at the right
time.

Applicants for the Infrastructure Share funding opportunity must be a state agency, Colorado Regional
Opioid Abatement Council (ROAC), or Local Government that participated in the Colorado Opioids
Settlement MOU.1
Organizations that are not included in the list of eligible applicants are not able to directly apply for
Infrastructure Share funding. However, they may be listed as Implementing Organizations as part of a
collaborative partnership proposed in the application.
If multiple organizations are applying together, please select one entity to serve as the Applicant. Any
additional entities should be listed as "Implementing Organizations." The primary Applicant should be
the governmental entity or ROAC that will accept the terms of the Award Letter, receive the disbursed
funds, be responsible for funds management, and submit the required annual expenditure reports.
Quarterly progress reports and the final report may be submitted either by the primary Applicant, or
their Implementing Organizations.
