On August 27, 2025, the Colorado Air Pollution Control Division will begin a 30 -day
public comment period for Rocky Mountain Midstream, LLC - Auburn Compressor
Station. A copy of this public notice is enclosed.
Thank you for assisting the division by posting a copy of this notice in your office. A
public copy of this notice is required by Colorado Air Quality Control Commission
regulations. The notice must be available for public inspection for a period of thirty
(30) days from the beginning of the public comment period. Please reference the
public notice for instructions on submitting comments.

Notice of a Proposed Construction Permit Warranting Public Comment
Rocky Mountain Midstream, LLC - Auburn Compressor Station - Weld
Notice Period Begins: August 27, 2025
Notice is hereby given that an application for a proposed project or activity has been submitted to
the Colorado Air Pollution Control Division for the following source of air pollution:
Applicant: Rocky Mountain Midstream, LLC
Facility: Auburn Compressor Station
Compressor Station
Section 26, Township 5N, Range 65W
Weld County
The proposed project or activity is as follows:
The following is being completed as part of this permit action at the Auburn Compressor
Station:
1. Conversion of six (6) existing compression engines (Points 004-009) from GP02 to the facility -
wide permit. No change in emissions was requested for these engines.
2. Conversion of one (1) existing dual product storage tank (Point 010) from individual permit to
the facility -wide permit. The throughputs for condensate and produced water have not changed
from the previous issuance. The condensate controlled VOC emission factor has increased from
0.357 to 1.823 lb/bbl. This increase corresponded to an increase in controlled VOC emissions from
0.4 to 2.0 tpy. Uncontrolled HAP emissions saw across-the-board increases. Previously, only n -
hexane was above APEN reporting thresholds. Now, benzene and n -hexane are above thresholds,
at 330 and 2,655 lb/yr, respectively.
3. Addition of six (6) APEN exempt compressor rod packing sources (Points 011-016). Each rod
packing point will emit 0.35 tpy VOC during VRU downtime.
4. Addition of a newly -permitted ROPE source (Point 017) to the facility -wide permit. This

uncontrolled point is permitted to emit 14.2 tpy VOC and 906 lb/yr n -hexane. All other HAPs are
below reporting thresholds.
The division has determined that this permitting action is subject to public comment requirements
under Colorado Air Quality Control Commission Regulation Number 3, Part B, Section III.C due to
the following reason(s):
the Division has determined that public comment is warranted because: Point 010 is
synthetic minor, and furthermore the facility is classified as a major stationary source. In
accordance with Regulation 3, Part D, Section I.B, a BAE vs PAE analysis will be conducted
to indicate that the modification to this facility classifies as a minor modification.
Avoidance of a major modification to a facility requires public notice due to the facility
taking synthetic minor limit to avoid major mod requirements. Per the analysis, this
modification qualifies as a minor modification at a major source.
The division has made a preliminary determination of approval of the application.

the ability of the proposed project or activity to comply with the applicable standards and
regulations of the commission. The division will receive and consider written public comments for
