On June 2, 2025, the Colorado Air Pollution Control Division will begin a 30 -day public
comment period for Noble Energy, Inc. - LD01 £t LD12 Econode Gen I Hybrid facility. A copy
of this public notice is enclosed.
Thank you for assisting the division by posting a copy of this notice in your office. A public
copy of this notice is required by Colorado Air Quality Control Commission regulations. The
notice must be available for public inspection for a period of thirty (30) days from the
beginning of the public comment period. Please reference the public notice for instructions
on submitting comments.

Notice Period Begins: June 2, 2025
Notice is hereby given that an application for a proposed project or activity has been submitted to
the Colorado Air Pollution Control Division for the following source of air pollution:
Applicant: Noble Energy, Inc.
Facility: LDO1 Et LD12 Econode Gen I Hybrid
Well Production Facility
NENW Quadrant of Section 12, Township 9N, Range 58W
Weld County
The proposed project or activity is as follows:
PDC is submitting this project to update the site -specific emission factors for the condensate
tanks at this facility in order to lower the facility emissions to a synthetic -minor level. This
project wilt also update the points covered in this permit. Point 005 will be removed from this
permit as it was converted to GPO7 coverage in June 2023. Point 009 was cancelled 04/22/2024
and will be removed from this permit.
The division has determined that this permitting action is subject to public comment requirements
under Colorado Air Quality Control Commission Regulation Number 3, Part B, Section III.C due to
the following reason(s):
• This source is requesting a federally -enforceable limit on the potential to emit to avoid
other requirements. (Regulation Number 3, Part B, Section III.C.1.d.)
The division has made a preliminary determination of approval of the application.

A copy of the application, the division's analysis, and a draft of construction permit number

The division hereby solicits submission of public comments from any interested person concerning
the ability of the proposed project or activity to comply with the applicable standards and
regulations of the commission. The division will receive and consider written public comments for
thirty (30) calendar days after the date of this notice. Comments may be submitted using the
following options:
