Approve Application for 2025 Click It or Ticket Grant Funds and Authorize Chair to
Sign
Whereas, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
Whereas, the Board has been presented with an Application for 2025 Click It or Ticket
Grant Funds from the County of Weld, State of Colorado, by and through the Board of
County Commissioners of Weld County, on behalf of the Sheriff's Office, to the Colorado
Department of Transportation, in partnership with the National Highway Traffic Safety
Administration (NHTSA), commencing upon full execution of signatures, with further
terms and conditions being as stated in said application, and
Whereas, after review, the Board deems it advisable to approve said application, a copy
of which is attached hereto and incorporated herein by reference.
Now, therefore, be it resolved by the Board of County Commissioners of Weld County,
Colorado, that the Application for 2025 Click It or Ticket Grant Funds from the County of
Weld, State of Colorado, by and through the Board of County Commissioners of Weld
County, on behalf of the Sheriffs Office, to the Colorado Department of Transportation,
in partnership with the National Highway Traffic Safety Administration (NHTSA), be, and
hereby is, approved.
Be it further resolved by the Board that the Chair be, and hereby is, authorized to sign
said application.
The Board of County Commissioners of Weld County, Colorado, approved the above
and foregoing Resolution, on motion duly made and seconded, by the following vote on
the 26th day of February, A.D., 2025:

PERSON REQUESTING: Sgt. Jared Patterson (Patrol) and Sonja Kohlgraf, WCSO Finance Manager
Brief description of the problem/issue:
WCSO is requesting approval to apply for Click It Or Ticket (CIOT) grant funding in the amount of $8,505.00,
which would allow WCSO to participate in this Traffic Safety Enforcement plan.
The funds offset overtime expense that deputies occur when deployed for CIOT. Application deadline is
2/28/2025.
What options exist for the Board? (include consequences, impacts, costs, etc. of options):
1) Authorize Chair to sign the CIOT Grant Application.
2) Request more information and schedule a work session.
3) Decide not to apply. WCSO will not participate in the Statewide CLOT Traffic Safety Enforcement Plan.
Recommendation: We recommend the Board of County Commissioners authorize the Commissioner Chair to
sign the 2025 CIOT Grant Application.

SEAT BELTS
1003.2 WEARING OF SAFETY RESTRAINTS
All members shall wear properly adjusted safety restraints when operating or riding in a seat
equipped with restraints, in any vehicle owned, leased or rented by this office while on- or off -duty
or when in any privately owned vehicle while on -duty. The member driving such a vehicle shall
ensure that all other occupants, including non-members, are also properly restrained.
Exceptions to the requirement to wear safety restraints may be made only in exceptional situat ons
where, due to unusual circumstances, wearing a seat belt would endanger the member or the
public. Members must be prepared to justify any deviation from this requirement.
1003.4 INOPERABLE SEAT BELTS
No Office vehicle shall be operated if the seat belt in the driver's position is inoperable. No person
shall be transported in a seating position in which the seat belt is inoperable.
No person shall modify, remove, deactivate or otherwise tamper with the vehicle safety belt
system, except for vehicle maintenance and repair staff, who shall do so only with the express
authorization of the Sheriff.
Employees who discover an inoperable restraint system shall promptly report the defect to the
appropriate supervisor. Prompt action will be taken to replace or repair the system.
