BOARD OF COUNTY COMMISSIONERS
WELD COUNTY, COLORADO
MONDAY, JUNE 17, 2024
The Board of County Commissioners of Weld County, Colorado, met in regular session in full conformity
with the laws of the State of Colorado at the regular place of meeting in the Weld County Administration
Building, Greeley, Colorado, June 17, 2024, at the hour of 9:00 a.m.
El ROLL CALL: The meeting was called to order by the Chair and on roll call the following members
were present, constituting a quorum of the members thereof:
Commissioner Kevin D. Ross, Chair
Commissioner Perry L. Buck, Pro-Tem
Commissioner Mike Freeman
Commissioner Scott K. James — EXCUSED
Commissioner Lori Saine

• MINUTES: There being no corrections to the Minutes of the Board of County Commissioners
meeting of June 3, 2024, as printed, Commissioner Buck moved to approve. Commissioner Freeman
seconded the motion and it carried unanimously.
El CERTIFICATION OF HEARINGS: Commissioner Buck moved to approve the Certification of
Hearing conducted on June 3, 2024, as follows: 1) Public Hearing Regarding Resolution Calling for an
Election to Refer to Certain Registered Electors Residing in the Town of Erie the Question of Whether
Portions of the Town of Erie in which they Reside Should be Annexed into the Regional Transportation
District. Commissioner Freeman seconded the motion, which carried unanimously.
• AMENDMENTS TO AGENDA: There were no amendments to the Agenda.
• CONSENT AGENDA: There being no public testimony concerning Partial Vacation, VAC24-0011,
of Two -Lot Amended Recorded Exemption, AMRE-1246, for Removal of Lot B — Kawakami Family
Farms, LLC, Commissioner Freeman moved to approve the Consent Agenda, as printed. Commissioner
Buck seconded the motion and it carried unanimously.
• PRESENTATIONS:
1) SIX (6) NATIONAL ASSOCIATION OF COUNTIES (NACO) ACHIEVEMENT AWARDS FOR
VARIOUS WELD COUNTY DEPARTMENT PROGRAMS: Chair Ross read brief descriptions of each
award for the record. The Board extended their appreciation to staff for being proactive, continually
evolving, and being the standard for best practices. (Clerk's Note: The group gathered for a photo
opportunity.)

IR WARRANTS:
1) GENERAL WARRANTS - JUNE 14, 2024: Commissioner Buck moved to approve the General
Warrants, as printed. Commissioner Freeman seconded the motion and it carried unanimously.
• BIDS:
1) APPROVE BID #62400087, AUDIO AND VISUAL (AV) CABLING — DEPARTMENT OF
INFORMATION TECHNOLOGY: Toby Taylor, Purchasing Department, stated four (4) bids were
received, and after review, staff recommends selecting the lowest cost solution that met specifications,
Gigaspan Solutions, for a total amount of $7,829.00. Commissioner Freeman moved to approve said bid.
The motion was seconded by Commissioner Buck and it carried unanimously.
IE 2) APPROVE BID #62400088, SHERIFF'S OFFICE (SO) CAMERA CABLING — DEPARTMENT
OF INFORMATION TECHNOLOGY: Mr. Taylor stated three (3) bids were received, and after review,
staff recommends selecting the lowest cost solution that met specifications, American Datapath, Inc., for
a total amount of $30,775.00. Commissioner Buck moved to approve said bid. The motion was seconded
by Commissioner Freeman and it carried unanimously.
▪ 3) APPROVE BID #B2400094, CARBIDE CUTTING BITS - DEPARTMENT OF PUBLIC WORKS:
Mr. Taylor stated five (5) bids were received; however, the two (2) lowest bidders did not meet
specifications. He reviewed staffs recommendation to select 4 Rivers Equipment, the lowest bidder who
met specifications, for a total amount of $109,270.00. Commissioner Buck moved to approve said bid.
The motion was seconded by Commissioner Freeman and it carried unanimously.
▪ 4) APPROVE BID #B2400096, 2024 STEEL BID FOR FENCING AND MISCELLANEOUS
PRODUCTS - DEPARTMENT OF PUBLIC WORKS: Mr. Taylor stated staff recommends selecting the
sole bidder, DBE Manufacturing and Supply, for the line item amounts in their response. In response to
Commissioner Saine, Mr. Taylor stated the bid was advertised to the public, but DBE Manufacturing and
Supply was the only vendor who responded. Commissioner Freeman moved to approve said bid. The
motion was seconded by Commissioner Buck and it carried unanimously.
• 5) APPROVE BID #B2400097, 2024 STEEL BID FOR CORRUGATED METAL PIPE, ALUMINIZED
PIPE, AND PLASTIC CULVERTS - DEPARTMENT OF PUBLIC WORKS: Mr. Taylor stated staff
recommends selecting the sole bidder who met specifications, DBE Manufacturing and Supply, for the
line item amounts in their response. Commissioner Buck moved to approve said bid. The motion was
seconded by Commissioner Freeman and it carried unanimously.
IR 6) PRESENT BID #B2400093, 2024 SLURRY SEAL - DEPARTMENT OF PUBLIC WORKS:
Mr. Taylor stated two (2) bids were received and staff will make a recommendation on July 1, 2024.
7) PRESENT BID #B2400100, CENTENNIAL BUILDING EXTERIOR CAULKING - FACILITIES
DEPARTMENT: Mr. Taylor stated one (1) bid was received and staff will make a recommendation on
July 1, 2024.
• NEW BUSINESS:
1) CONSIDER CONTRACT ID #8372 TASK ORDER FOR SYPHILIS FIELD DELIVERY THERAPY
(FDT) PROGRAM AND AUTHORIZE CHAIR TO SIGN: Jason Chessher, Director of the Department of
Public Health and Environment, stated the Colorado Department of Public Health and Environment
(CDPHE) approached the County to implement the new Field Delivery Therapy (FDT) Program, which is
considered a non-competitive grant and provides funding for a Public Health Nurse in the field to
administer treatment to individuals with untreated syphilis diagnoses. Mr. Chessher clarified Weld County

would be the primary focus, but the FDT Program is considered a regional resource and would assist
other counties in northeast Colorado. He noted the contract begins July 1, 2024, and goes through
June 30, 2025, with funds amounting to $125,202.00, to support a new full-time equivalent (FTE) position,
which will be hired once funds become available. In response to Commissioner Saine, Mr. Chessher
confirmed the program does not require identification to acquire treatment services.
Commissioner Freeman moved to approve said contract and authorize the Chair to sign. The motion was
seconded by Commissioner Buck, and upon a roll call vote of four (4) to one (1), the motion carried, with
Commissioner Saine opposed.
▪ 2) CONSIDER CONTRACT ID #8301 PARTICIPATING AGREEMENT FOR NOXIOUS WEED
TREATMENT AND AUTHORIZE CHAIR TO SIGN: Tina Booton, Department of Public Works, stated the
agreement provides a working understanding with the U.S. Forest Service over the course of five (5)
years to provide education, spot check, and treat noxious weeds in the Pawnee National Grassland. She
further stated, as a joint partnership, the County helps protect surrounding private properties that boarder
the Pawnee National Grassland, as well as protecting the Pawnee National Grassland from private
entities. In response to Commissioner Freeman, Ms. Booton confirmed aerial drone spraying is not
allowed on Federal lands. Commissioner Freeman moved to approve said agreement and authorize the
Chair to sign. The motion was seconded by Commissioner Buck and it carried unanimously.
la 3) CONSIDER TEMPORARY CLOSURE OF CR 75.5 BETWEEN CRS 18 AND 24.5: Amy Mutchie,
Department of Public Works, stated the closure will begin on June 25, 2024, and go through June 28,
2024, for the replacement of a drainage culvert. She further stated water will be utilized for dust control,
as needed. Commissioner Freeman moved to approve said temporary closure. The motion was
seconded by Commissioner Buck and it carried unanimously.
El 4) CONSIDER CONTRACT ID #8328 PROFESSIONAL SERVICE AGREEMENT FOR DRAFT
HORSE SHOW AT 2024 WELD COUNTY FAIR AND AUTHORIZE CHAIR TO SIGN - NORTHERN
COLORADO DRAFT HORSE ASSOCIATION: Mikayla Gabel, CSU Extension Service of Weld County,
stated the Weld County Fair Board recommends holding a draft horse show, contracted with the Northern
Colorado Draft Horse Association, at the 2024 Weld County Fair. Commissioner Buck moved to approve
said agreement and authorize the Chair to sign. The motion, which was seconded by
Commissioner Freeman, carried unanimously.
• 5) CONSIDER CONTRACT ID #8373 AGREEMENT FOR SERVICES FOR COST ALLOCATION
PLAN PREPARATION AND AUTHORIZE CHAIR TO SIGN - MAXIMUS US SERVICES, INC.:
Chris D'Ovidio, Weld County Controller, stated the County has historically contracted the preparation of
the Cost Allocation Plan with Maximus Consulting Services; however, the most recent agreement expired
on April 30, 2024. He further stated the agreement for consideration by the Board is set to expire in
April 2025, for the continued cost of $5,500.00. Commissioner Buck moved to approve said agreement
and authorize the Chair to sign. The motion, which was seconded by Commissioner Freeman, carried
unanimously.
• PUBLIC COMMENT: No public comment was offered.
RESOLUTIONS AND ORDINANCES: The Resolutions were presented and signed as listed on the
Consent Agenda. No Ordinances were approved.
Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted
by the Clerk to the Board. There being no further business, this meeting was adjourned at 9:29 a.m.
