HomeMy WebLinkAbout20240650.tiffRECORD OF PROCEEDINGS MINUTES BOARD OF COUNTY COMMISSIONERS WELD COUNTY, COLORADO MONDAY, MARCH 18, 2024 The Board of County Commissioners of Weld County, Colorado, met in regular session in full conformity with the laws of the State of Colorado at the regular place of meeting in the Weld County Administration Building, Greeley, Colorado, March 18, 2024, at the hour of 9:00 a.m. • ROLL CALL: The meeting was called to order by the Chair and on roll call the following members were present, constituting a quorum of the members thereof: Commissioner Kevin D. Ross, Chair Commissioner Perry L. Buck, Pro-Tem Commissioner Mike Freeman Commissioner Scott K. James Commissioner Lori Saine Also present: County Attorney, Bruce Barker Acting Clerk to the Board, Houstan Aragon Chief Financial Officer, Cheryl Pattelli • MINUTES: There being no corrections to the Minutes of the Board of County Commissioners meeting of March 4, 2024, as printed, Commissioner Buck moved to approve. Commissioner James seconded the motion and it carried unanimously. • CERTIFICATION OF HEARINGS: Commissioner Buck moved to approve the Certification of Hearings conducted on March 4, 2024, as follows: 1) Needs to be Addressed in Community Development Block Grant (CDBG) 2024 Annual Action Plan. Commissioner Saine seconded the motion, which carried unanimously. • AMENDMENTS TO AGENDA: Commissioner Saine moved to reinstate Public Comment; however, due to lack of a second, the motion failed. There were no additional amendments to the Agenda. • CONSENT AGENDA: Commissioner James moved to approve the Consent Agenda, as printed. Commissioner Freeman seconded the motion and it carried unanimously. • PROCLAMATIONS: 1) NATIONAL AG DAY — MARCH 19, 2024: Chair Ross read the proclamation to recognize and celebrate National Ag Day. Each Commissioner, in turn, expressed their gratitude for the farming and ranching operations that work the land, care for livestock, and plant crops to provide nourishment. They explained agriculture is a way of life, and it is their privilege to recognize the agricultural community as the backbone of Weld County. 4h Minutes, Monday, March 18, 2024 Page 1 2024-0650 BC0016 • WARRANTS: 1) GENERAL WARRANTS - MARCH 15, 2024: Commissioner James moved to approve the General Warrants, as printed. Commissioner Freeman seconded the motion and it carried unanimously. Ei BIDS: 1) APPROVE BID #62400008, MOTORGRADERS (QTY 5) - DEPARTMENTS OF FLEET SERVICES AND PUBLIC WORKS: Toby Taylor, Purchasing Department, stated staff recommends selecting the lowest bidder who met specifications, 4Rivers Equipment, LLC, for a total amount of $1,873,595.00. Commissioner Freeman moved to approve said bid. The motion was seconded by Commissioner James, and it carried unanimously. 2) REJECT BID #B2400010, 20 -TON SINGLE PADFOOT VIBRATORY ROLLER (QTY 1) - DEPARTMENTS OF FLEET SERVICES AND PUBLIC WORKS: Mr. Taylor stated staff reviewed all bids submitted and determined the specifications were not met; therefore, staff recommends rejecting the bid and rebidding at a later time. Commissioner James moved to reject said bid, per staff's request. The motion was seconded by Commissioner Saine, and it carried unanimously. 3) APPROVE BID #B2400011, ROAD BROOM SWEEPERS (QTY 2) - DEPARTMENTS OF FLEET SERVICES AND PUBLIC WORKS: Mr. Taylor reviewed staffs recommendation to select Power Equipment Company, the low bidder meeting specifications, for a total amount of $155,998.00. Commissioner Buck moved to approve said bid. The motion was seconded by Commissioner James, and it carried unanimously. Rtil 4) APPROVE BID #B2400012, TRACK MOUNTED HYDRAULIC EXCAVATOR (QTY 1) - DEPARTMENTS OF FLEET SERVICES AND PUBLIC WORKS: Mr. Taylor explained why the first four (4) lowest bidders did not meet specifications, and introduced Wagner Equipment Company as the low bidder selected by staff and confirmed they met all specifications, with said bid in the amount of $208,004.82. In response to Commissioner James, David Springer, Director of the Department of Fleet Services, confirmed the low bidders were all lower in cost but did not meet the specifications of equipment the Department of Public Works needs to allow staff to clean borrow ditches under power lines. Commissioner James moved to approve said bid. The motion was seconded by Commissioner Freeman, and it carried unanimously. • 5) APPROVE BID #62400033, BACKUP GENERATOR FOR ALTERNATIVE PROGRAMS - FACILITIES DEPARTMENT: Mr. Taylor stated staff recommends selecting the lowest bidder who met specifications, CE Power Systems, for a total amount of $398,208.00. Commissioner James moved to approve said bid. The motion was seconded by Commissioner Buck, and it carried unanimously. • 6) APPROVE BID #62400051, DEPARTMENT OF FLEET SERVICES LIFT REPLACEMENT (QTY 3) FACILITIES DEPARTMENT: Mr. Taylor explained the solicitation processes used by staff to select Ace Equipment and Supply Co., Inc., the low bidder meeting specifications, for a total amount of $95,000.00. Commissioner Freeman moved to approve said bid. The motion was seconded by Commissioner James, and it carried unanimously. • 7) APPROVE BID #B2400054, CUSTODIAL SUPPLIES - FACILITIES DEPARTMENT: Mr. Taylor stated staff recommends awarding to the low bidder that met specifications for each item referenced in the spreadsheet that was provided for review. Commissioner James moved to approve said bid. The motion was seconded by Commissioner Freeman, and it carried unanimously. Minutes, Monday, March 18, 2024 Page 2 2024-0650 BC0016 NEW BUSINESS: 1) CONSIDER TEMPORARY CLOSURE OF CR 30 BETWEEN FRONT ST AND CR 31: Amy Mutchie, Department of Public Works, stated this closure will begin March 20, 2024, and go through March 29, 2024, for the upgrade and replacement of a 48 -inch irrigation culvert. She stated water will be used, as needed, for dust control on the gravel portions of the detour route, which she reviewed for the record. Commissioner James moved to approve said temporary closure. The motion was seconded by Commissioner Buck, and it carried unanimously. 2) CONSIDER TEMPORARY CLOSURE OF CR 76 BETWEEN U.S. HWY 85 AND CR 33, AND CR 35 BETWEEN EATON AREA PARK AND RECREATION DISTRICT COMMUNITY CENTER ON 3RD ST AND CR 78: Ms. Mutchie stated this closure will begin April 1, 2024, and go through June 28, 2024, for road construction. She indicated the detour route is paved, shared the recommended truck detour route, and stated message boards will be placed in advance of the closure. Commissioner James moved to approve said temporary closure. The motion was seconded by Commissioner Buck, and it carried unanimously. 3) CONSIDER APPOINTMENT TO GREELEY HOUSING AUTHORITY: Commissioner James moved to approve said appointment. The motion was seconded by Commissioner Buck, and it carried unanimously. 4) CONSIDER APPOINTMENTS TO AREA AGENCY ON AGING ADVISORY BOARD: Commissioner Buck moved to approve said appointments. The motion was seconded by Commissioner James, and it carried unanimously. 5) CONSIDER APPOINTMENT TO NOXIOUS WEED MANAGEMENT ADVISORY BOARD: Commissioner Saine moved to approve said appointment. The motion was seconded by Commissioner Buck, and it carried unanimously. 6) CONSIDER APPOINTMENT TO HUMAN SERVICES ADVISORY COMMISSION: Commissioner Saine moved to approve said appointment. The motion was seconded by Commissioner Buck, and it carried unanimously. CONTACT THE COMMISSIONERS: Chair Ross read the various methods of how to provide public input for the record. RESOLUTIONS AND ORDINANCES: The Resolutions were presented and signed as listed on the Consent Agenda. No Ordinances were approved. Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted by the Clerk to the Board.
