CALL TO ORDER:
Mike Freeman, President, called the meeting to order at 3:04 p.m.
APPROVE MINUTES OF JULY 8, 2024:
By motion duly made by Bruce White and seconded by Travis DePorter, the minutes of
July 8, 2024, were approved unanimously.
APPROVE PAYMENTS:
Cheryl Pattelli presented the payment of $52,000 to the Weld County Department of
Public Health and Environment, for approval. By motion made by Travis DePorter, seconded by
Bruce White, the payment of $52,000 to the Weld County Department of Public Health and
Environment was approved.
Cheryl Pattelli presented the payment of $1,200,000 to the Weld County Public Works
Department for approval. By motion made by Bruce White, seconded by Travis DePorter, the
payment of $1,200,000 to the Weld County Department of Public Works was approved.
Cheryl Pattelli presented the payment to Hinkle & Company, Certified Public
Accountants, in the amount of $3,100 for approval. She stated this is for the 2023 audit. By
motion made by Bruce White, seconded by Travis DePorter, the payment of $3,100 was
approved.
Cheryl Pattelli presented a bill from Weld County for administrative costs, in the amount
of $600 for approval. By motion made by Bruce White, seconded by Travis DePorter, the
payment of $600 was approved.
NEW BUSINESS:
1) BUDGET HEARING FOR 2025 BUDGET: Cheryl Pattelli stated this is a Public Hearing
which was duly noticed. She presented the 2025 Budget, with Revenues for 2025 of $1,584,275,

which includes use of $444,275 of fund balance surplus. She stated Board policy is to spend
money one year in arrears based on the five-year average of revenues, in order to know the exact
amount awarded. She stated Contract Payments are listed at $1,580,575, with $52,000
committed to the Weld County Department of Public Health and Environment for the water testing
program, and $1,528,575 for the Weld County Department of Public Works for HRP roads
impacted by the energy industry. Audit costs of $3,100 are included in the budget, and $600 for
administrative costs. No public comments were received.
2) CONSIDER 2025 REQUESTS FOR PROPOSAL: Cheryl Pattelli recommended the Weld
County Department of Public Health and Environment be awarded $52,000 for the continuation
of the water testing program; and the Weld County Department of Public Works be awarded
$1,528,575. Curtis Hall presented the detail list of Haul Route Program (HRP) road projects and
stated the list HRP projects submitted by the Department exceeds that amount; however, the
Department will use up to that amount, with the County paying the balance. The MOU for the
projects will be presented at the January 13, 2025, meeting. Dan Joseph of Environmental Health
made some brief comments about the water testing program and provided the Board with
workload data for the water testing.
On motion made by Bruce White, seconded by Travis DePorter, the Requests for Proposal
for the Weld County Department of Public Health and Environment to be awarded $52,000 for the
continuation of the water testing program; and the Weld County Department of Public Works to
be awarded $1,200,000 were approved as presented.
By motion made by Bruce White, seconded by Travis DePorter, the Resolution to adopt
the 2025 Budget was approved as presented.
Cheryl Pattelli presented a Resolution to Appropriate Sums of Money, in the amount of
1,584,275. By motion made by Bruce White, seconded by Travis DePorter, the Resolution was
approved as presented.
OTHER BUSINESS:
By motion made by Travis DePorter, seconded by Bruce White, the 2025 Board schedule
was approved as follows, all meetings being held at 3pm:
Monday, January 13, 2025
Monday, April 14, 2025
Monday, July 14, 2025
Monday, October 13, 2025.
Mike Freeman discussed his upcoming retirement from the Board of County
Commissioners and indicated that Jason Maxey will serve as the FML District President beginning
in 2025 given he is the incoming Commissioner for District 1 (pending final election results). Both
Travis DePorter and Bruce White agreed with Jason Maxey serving as President.
