The above and foregoing Resolution was, on motion duly made and seconded, adopted by the following vote on the 9th day of September, A.D., 2024. BOARD OF COUNTY COMMISSIONERS WELD COUNTY, C DO ATTEST: C Z ,.A) Weld County Clerk to the Board Count • torney , I 61 Date of signature: 11S12 1 cc : S O (SK/i34/WlK) 0,111.1124 2024-2363 SO0045 C0111141 C+ i 4scl BOARD OF COUNTY COMMISSIONERS PASS -AROUND REVIEW PASS -AROUND TITLE: 2024-2025 Memorandum of Understanding for Crisis Assessment Protocol between Weld County Sheriff's Office and North Range Behavioral Health DEPARTMENT: Weld County Sheriffs Office DATE: May 28, 2024 PERSON REQUESTING: Brandon Williams, Director of Inmate Services, Weld County Sheriffs Office - Detentions Brief description of the problem/issue: The Memorandum of Understanding (MOU) referenced above between the Weld County Sheriffs Office and North Range Behavioral Health (NRBH) is to ensure that community members being released from the Weld County Jail have access to the most appropriate level of care/treatment for their mental health needs. This MOU was initially executed in July of 2016 with a term of one year and has been extended for seven consecutive years. The current Agreement is a new agreement from July 18th, 2024 - July 17th, 2025, to continue with the same services of the previous years. This Agreement has provided a valuable service to the County and should be considered. What options exist for the Board? The Board of County Commissioners may approve or deny this MOU. Consequences: Since the inception of the original agreement (July 2016), the Weld County Sheriffs Office has called on NRBH to complete 2,075 mental health evaluations. This is 2,075 evaluations that Detentions Deputies would have had to otherwise complete. Instead, NRBH responded to the jail with professional mental health staff to evaluate and provide for the mental health needs of these community members. Between June of 2023 and May of 2024 NRBH has completed 208 evaluations of this nature. An approval of this renewal request would continue this no cost service which has proven to be an asset to the Weld County Sheriff's Office and the citizens of Weld County. A denial of this renewal request would eliminate the no cost service NRBH has been providing to complete mental health evaluations and subsequent treatment determinations for community members being released from the Weld County Jail after normal county business hours. Impacts: Eliminating this service would place the responsibility of completing these evaluations on Detentions Deputies, pulling them away from their duty of maintaining safety and security in the jail. An approval of this MOU would continue this no cost service of having a community -based agency (NRBH) provide professional mental health evaluations/services to high risk individuals as they transition from the Weld County Jail back to the community. Costs (Current Fiscal Year / Ongoing or Subsequent Fiscal Years): The Weld County Sheriffs Office does not assume any fiscal obligation related to this service. Recommendation: I recommend the Weld County Board of County Commissioners enter this MOU. 2024-2363 Ct/Cl S00045 Support Recommendation Schedule Place on BOCC Agenda Work Session Other/Comments: Perry L.
