JAMES TO GREELEY HOUSING AUTHORITY WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, a vacancy currently exists on the Greeley Housing Authority, and WHEREAS, the Weld County Board of Commissioners recommends to the Mayor of the City of Greeley that Scott K. James be appointed to said board as a Weld County Representative, with a term to expire September 30, 2026. NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld County, Colorado, that Scott K. James be, and hereby is, appointed to the Greeley Housing Authority, with a term to expire September 30, 2026. The above and foregoing Resolution was, on motion duly made and seconded, adopted by the following vote on the 10th day of June, A.D., 2024. Box 130) Greeley, CO 80632 (970) 353-7437 Fax (970) 353-7463 Housing Authority Fact Sheet The Greeley / Weld Housing Authorities are two Housing Authorities collocated and operating with one staff Both have separate contracts with the Department of Housing and Urban Development to provide housing services in the City of Greeley and Weld County. The combined budgets for all activities total approximately ten million dollars. The Housing Authority of the City of Greeley is operating the Weld County Housing Authority under a contract signed in January of 1999. All employees are employees of the Housing Authority of the City of Greeley. The Greeley Housing Authority is an independent governmental agency with a Board of Commissioners appointed by the Mayor of Greeley. Due to the City's Housing Authority management of the Weld County Housing Authority, the number of commissioners was increased from five to nine with four commissioners being recommended for appointment by the Weld County Commissioners. This board meets monthly to supervise the operation of the Housing Authority. In 2001, the two Housing Authorities formed what HUD terms a consortium with the Housing Authority of the City of Greeley as the managing agency. This relationship allows for some consolidation of planning and reporting documents. The Housing Authority provides safe, decent, and sanitary affordable housing to families and individuals making between 0 and 80% of median income. (2020 median income for a family of four is $84,300) Staff: The Authority has a staff of 14 fulltime and 2 part time employees. Housing Authority of the City of Greeley operates the following programs under contract with HUD. S-8 Rent Assistance program for 446 families: This program is open to families making less than 50% of median income. Under this program a family finds housing with a private landlord. The family pays a portion of the rent equal to 30% of their monthly income and the Housing Authority makes up the difference. There are limits on the allowable cost of the unit. The approved budget for this program for 2020 is $3,978,979 program and approximately $379,663 admin. The Housing Authority has assumed responsibility of 167 additional families from the Southmoor Apartments in Greeley which opted out of their project base contract with HUD at the end of April 2019, which increased the total S-8 program to 613 families. This provides a total budget of $4,544,701 for the S-8 program. Note: Funding at the present time has forced both the Greeley and Weld County Authorities to assist less families than authorized. Low Rent Public Housing 86 -units: This program is open to families making less than 80% of median income. This housing consists of a total of 80 apartments located on 1st. Avenue, 17th Avenue, 28th Street and six scattered site houses. The Housing Authority owns these units and operates them under a subsidy contract with HUD. The residents pay 30% of their income for rent and HUD provides an annual subsidy. These units have 2020 operating budget of $673,764and subsidy contributed to the budget is $263,582. The project also was allocated $209,367 for capital improvements. In January 2018, the Housing Authority purchased Lincoln Square Apartments, a 21 -unit HUD project based apartment complex. The residents pay 30% of their income for rent and HUD provides a subsidy up to the rent limit of $1,011.00 The Housing Authority owns one house that is not connected with the federal government Under a contract with High Plains Housing Development, the Housing Authority manages the following properties: Stagecoach Gardens Apartments: 11th Avenue between 3rd and 4th Street (30, 2 and 3 -bedroom family units) La Casa Rosa Apartments: 1005-1013 C Street (14 Senior Units) Dacono Senior Apartments: (20 Senior Units) Under contract with Four Corners Development the Authority manages: Peakview Trails Apartments (96 Senior Units) 30%, 40%, 50%, 60% These units were financed using Federal Tax Credits. Rents are set to be affordable for individuals and families making 40% to 60% of area median income. (2020 median income is $84,300 for a family of 4). Rents range from $450 to $615 for a one bedroom in the senior units and $685 to $840 for a three bedroom in the family units. Weld County Housing Authority County Housing Authorities are organized under a different section of the State Housing Authority Law than that of City Housing Authorities. The law allows the County Commissioners to sit as the Housing Authority Board of Commissioners or to form an independent board of commissioners. The Weld County Commissioners sit as the Housing Authority Board. Weld County Housing Authority operates the following Program under contract with HUD: S-8 Rent Assistance Program for 427 families. This program is identical to the City's Section 8 Program and had an approved budget for 2020 of $3,127,598 program and approximately $270,685 admin. The Weld County Housing Authority operates the following programs for Weld County under contract with the State Division of Housing: Single Family Rehabilitation Program: Loans money to moderate income home owners in Weld County who cannot afford to maintain their home. Greeley Urban Renewal Authority acts as the contracting agency and oversees repairs. Rental Rehabilitation Program: assists landlords to rehabilitate their properties if they agree to rent them to low income tenants. Emergency Rehabilitation program: Provides funds to do minor repairs (under $2,000) to properties whose owners cannot afford to fund furnace, water heater replacement or minor electrical and plumbing repairs. The Weld County Housing Authority maintains a revolving loan fund with clients paying on above projects. The Executive Director meets with the Weld County Commissioners at the official meeting on the fourth Monday of every month on matters concerning the Weld County Housing Authority. Approximate 49% of the clients in the Section 8 program are either elderly or handicap. We have a waiting list for all programs. We are currently taking applications, for all programs.
