RE: REGULATING, WARNING, AND GUIDING TRAFFIC DURING EXTENSION OF
TEMPORARY CLOSURE OF WEST 4TH STREET BETWEEN 83RD AVENUE AND
71ST AVENUE FOR APPROXIMATELY ONE (1) ADDITIONAL MONTH, FOR
UNANTICIPATED DELAYS DUE TO CONFLICT WITH EXISTING 24" HIGH
PRESSURE GAS LINE
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, pursuant to C.R.S. §42-4-106(6)(a):
"...local authorities, with their respective jurisdiction may, for the
purpose of road construction and maintenance, temporarily close to
through traffic or to all vehicular traffic any highway or portion
thereof for a period not to exceed a specified number of work days
for project completion and shall, in conjunction with any such road
closure establish appropriate detours or provide for an alternative
routing of the traffic affected...", and
WHEREAS, on the 29th day of July, 2024, pursuant to said statute and upon the basis of
traffic and personnel investigations, the Board determined that conditions exist which made it
necessary to temporarily close West 4th Street, between 83rd Avenue and 71st Avenue, to.
through traffic and to regulate, warn and guide vehicular traffic by posting signs thereon, with said
closure being effective August 1, 2024, for approximately two (2) months, through September 30,
2024, for the installation of a 16 -inch non -potable water line, and
WHEREAS, on the 16th day of September, 2024, pursuant to said statute and upon the
basis of traffic and personnel investigations, the Board has determined that conditions exist which
make it necessary to extend said temporary closure of West 4th Street, between 83rd Avenue
and 71st Avenue, with said extended closure being effective September 30, 2024, for
approximately one (1) additional month through October 28, 2024, for unanticipated delays due
to a conflict with an existing 24" high pressure gas line, and further, that standard official traffic
control devices shall be erected at said closure giving notice of the restrictions.
NOW, THEREFORE, BE IT RESOLVED that the Board of County Commissioners of Weld
County, Colorado, deems it necessary to regulate, warn and guide vehicular traffic on County
roads and any intersections thereof, and it hereby authorizes and orders the posting of such traffic
control devices as shall be reasonably necessary to regulate, warn and/or guide traffic thereon
for the safety of the general public and that said traffic control devices shall conform to the Federal
Manual on Uniform Traffic Control Devices.

BE IT FURTHER RESOLVED that the Board of County Commissioners of Weld County,
Colorado, does declare and establish that the closure of West 4th Street, between 83rd Avenue
and 71st Avenue, be, and hereby is, extended, with said extended closure being effective
September 30, 2024, for approximately one (1) additional month through October 28, 2024, for
unanticipated delays due to a conflict with an existing 24" high pressure gas line, and further, that
standard official traffic control devices shall be erected at said closure giving notice of the
restrictions.
The above and foregoing Resolution was, on motion duly made and seconded, adopted
by the following vote on the 16th day of September, A.D., 2024.

SUBJECT: BOCC Agenda Item
Crow Creek Construction, on behalf of the City of Greeley, is requesting to extend the closure of W. 4°
St. between 83° Ave. and 71st Ave. through 10/28/24 for installation of a 16" non -potable water line
along W 4th St.
An unexpected conflict with an existing 24" high pressure gas line has postponed the project.
Original closure approved for 08/01/2024 through 09/30/2024.
