RE: ANNUAL MEETING AND 2025 BUDGET HEARING - SOUTHWESTERN WELD
COUNTY LAW ENFORCEMENT AUTHORITY
A public hearing was conducted on December 2, 2024, at 9:00 a.m., with the following present:
Commissioner Kevin D. Ross, Chair
Commissioner Perry L. Buck, Pro-Tem
Commissioner Mike Freeman
Commissioner Scott K. James
Commissioner Lori Saine - EXCUSED
Also present:
Clerk to the Board, Esther E. Gesick
County Attorney, Bruce Barker
Director of Finance and Chief Financial Officer, Cheryl Pattelli
Budget Manager, Jennifer Oftelie
The following business was transacted:
CI I hereby certify that pursuant to a notice dated November 18, 2024, and duly published
November 20, 2025, in the Greeley Tribune, the Annual Meeting of the Southwestern Weld
County Law Enforcement District Authority Board was conducted, and a public hearing was
conducted to consider the proposed 2025 Budget for the Southwestern Weld County Law
Enforcement Authority (LEA) District.
C Cheryl Pattelli, Director of Finance and Chief Financial Officer, stated this special district is
comprised of one small parcel which is surrounded by annexed properties. She requested setting
the mill levy at 7.000 mills, but stated there will be no collection, as no budget will be requested
in this instance. In response to Commissioner Freeman, Ms. Pattelli explained dissolution of this
authority will occur in 2025. Mr. Barker explained the homeowner, Kiteley Ranch, would like to
annex, after expansion, then the district would dissolve.
e No public testimony was offered concerning this matter.
Commissioner James moved to approve the following:
1. Resolution to Adopt the Budget, in the amount of $0.00.
2. Resolution to appropriate the funds for expenditure, in the amount of $0.00.
3. Resolution to set the mill levy at 7.000 mills.
The motion was seconded by Commissioner Buck, and it carried unanimously.
