RE: APPROVE APPOINTMENT OF CERTIFYING OFFICIAL FOR ENVIRONMENTAL
REVIEWS OF COMMUNITY DEVELOPMENT BLOCK GRANT FUNDED PROJECTS
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, in accordance with the requirements of the U.S. Department of Housing and
Urban Development, the Weld County Community Development Block Grant (CDBG) Program
must provide environmental reviews of projects funded with CDBG funds, and
WHEREAS, the Weld County Board of Commissioners deems it advisable to appoint
Elizabeth Relford, Community Development Block Grant Program Manager, as the Certifying
Official for Weld County, and to replace Ryan Rose, with Cheryl Pattelli, Chief Financial Officer
and Director of Finance, as the Alternate Certifying Official, both authorized to execute a Request
for Release of Funds and Certification, along with the legal capacity to carry out the
responsibilities of the National Environmental Policy Act (NEPA) on projects funded with CDBG
funds.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that Elizabeth Relford, be, and hereby is, appointed as the Certifying Official,
and that Cheryl Pattelli, be, and hereby is, appointed as the Alternate Certifying Official, both with
the authority to execute a Request for Release of Funds and Certification, along with the legal
capacity to carry out the responsibilities of the National Environmental Policy Act (NEPA).
The above and foregoing Resolution was, on motion duly made and seconded, adopted
by the following vote on the 24th day of April, A.D., 2024.
