BOARD OF COUNTY COMMISSIONERS
WELD COUNTY, COLORADO
MONDAY, MARCH 11, 2024
The Board of County Commissioners of Weld County, Colorado, met in regular session in full conformity
with the laws of the State of Colorado at the regular place of meeting in the Weld County Administration
Building, Greeley, Colorado, March 11, 2024, at the hour of 9:00 a.m.
• ROLL CALL: The meeting was called to order by the Chair and on roll call the following members
were present, constituting a quorum of the members thereof:
Commissioner Kevin D. Ross, Chair
Commissioner Perry L. Buck, Pro-Tem
Commissioner Mike Freeman
Commissioner Scott K. James
Commissioner Lori Saine
Also present:
County Attorney, Bruce Barker
Acting Clerk to the Board, Houstan Aragon
Chief Financial Officer, Cheryl Pattelli
• MINUTES: There being no corrections to the Minutes of the Board of County Commissioners
meeting of February 26, 2024, as printed, Commissioner Saine moved to approve. Commissioner Buck
seconded the motion and it carried unanimously.
• AMENDMENTS TO AGENDA: Commissioner Saine moved to reinstate Public Comment by citing
it is a violation to have it removed, pursuant to Section 2-1-20 of the Weld County Code. Chair Ross
indicated proper protocol for amendments to be added to the agenda. After discussion, Bruce Barker,
County Attorney, confirmed there is no violation to the Code. There being no second, the motion died.
CONSENT AGENDA: Commissioner James moved to approve the Consent Agenda, as printed.
Commissioner Freeman seconded the motion and it carried unanimously.
lel WARRANTS:
1) GENERAL WARRANTS - MARCH 8, 2024: Commissioner Buck moved to approve the General
Warrants, as printed. Commissioner James seconded the motion and it carried unanimously.
BIDS:
1) PRESENT BID #62400028, CONCRETE, WASHED ROCK, AND SQUEEGEE - DEPARTMENT OF
PUBLIC WORKS: Toby Taylor, Purchasing Department, stated four (4) bids were received and staff will
make a recommendation on March 25, 2024.
▪ 2) PRESENT BID #62400029, RECYCLED ASPHALT SCREENING AND CONCRETE
CRUSHING - DEPARTMENT OF PUBLIC WORKS: Mr. Taylor stated one (1) bid was received and staff
will make a recommendation on March 25, 2024.

El 3) PRESENT BID #62400031, JAIL BOOKING AREA CONSTRUCTION PROJECT- FACILITIES
DEPARTMENT: Mr. Taylor stated seven (7) bids were received and staff will make a recommendation
on March 25, 2024.
• NEW BUSINESS:
1) CONSIDER AMENDMENT #5 TO AGREEMENT FOR SERVICES FOR MOTOR VEHICLE
SELF-SERVICE KIOSKS AND AUTHORIZE CHAIR TO SIGN - INTELLECTUAL TECHNOLOGY, INC.:
Carly Koppes, Clerk and Recorder, stated this amendment allows for Weld County's Pilot Program to be
utilized state-wide, which does include adjustments to pricing for the customers, removing check readers
and adding the ability to utilize payable applications, such as Apple Pay, to each individual kiosk.
Commissioner Freeman moved to approve said amendment and authorize the Chair to sign. The motion
was seconded by Commissioner Buck, and it carried unanimously.
El 2) CONSIDER CONTRACT ID #7871 AGREEMENT CONCERNING USE OF SOUTHWEST
SERVICE CENTER POND AND AUTHORIZE CHAIR TO SIGN - NORTHERN COLORADO MODEL
BOAT CLUB, NAMBA DISTRICT 20: Curtis Naibauer, Deputy Director of the Facilities Department,
stated this agreement allows for NAMBA to utilize the pond for the 2024 season, and terms are for
7:00 a.m. through 5:00 p.m., on weekends, from April 1, 2024, through August 31, 2024.
Commissioner Buck moved to approve said agreement and authorize the Chair to sign. The motion,
which was seconded by Commissioner Saine, carried unanimously.
El 3) CONSIDER TEMPORARY CLOSURE OF CR 44 BETWEEN CRS 13 AND 15: Amy Mutchie,
Department of Public Works, stated this closure begins on March 18, 2024, and goes through March 22,
2024, for the replacement of an irrigation culvert. She stated water will be used, as needed, for dust
control on the gravel portions of the detour route. Commissioner James moved to approve said temporary
closure. The motion was seconded by Commissioner Freeman, and it carried unanimously.
4) CONSIDER TEMPORARY CLOSURE OF CR 37 BETWEEN CRS 70 AND 72: Ms. Mutchie
stated this closure begins on March 25, 2024, and will go through March 29, 2024, for the installation of
a drainage culvert. She stated water will be used, as needed, for dust control on the gravel portions of
the detour route, and message boards will be placed in advance of the closure. Commissioner Buck
moved to approve said temporary closure. The motion was seconded by Commissioner James, and it
carried unanimously.
• 5) CONSIDER TEMPORARY CLOSURE OF CR 31 BETWEEN CRS 70 AND 72: Ms. Mutchie
presented this closure request on behalf of Connell Resources, Inc., and the North Weld County Water
District, beginning March 18, 2024, through March 22, 2024, for the installation of a 48 -inch casing pipe
for a new 30 -inch water main. Commissioner James moved to approve said temporary closure. The
motion was seconded by Commissioner Buck, and it carried unanimously.
▪ 6) CONSIDER RENEWAL APPLICATION FORA FERMENTED MALT BEVERAGE ON -PREMISES
(COUNTY) LICENSE AND AUTHORIZE CHAIR TO SIGN - ANA M. LUCERO, DBA POLLO FELIZ:
Matthew Conroy, Assistant County Attorney, gave a brief overview of the location and history of
ownership for this establishment, stated there are no concerns from referral agencies, and indicated that
staff recommends approval. Commissioner Freeman moved to approve said renewal application and
authorize the Chair to sign. The motion was seconded by Commissioner James, and it carried
unanimously.

El Commissioner Saine asserted a Point of Order by stating the Board of County Commissioners on
February 25, 1993, approved the addition of Public Input for regularly scheduled meetings on Mondays
and Wednesdays. She read the parameters of said addition for the record, and stated that the Weld
County Code would need to be changed in order to properly remove such item. Chair Ross declined to
comment further.
CONTACT THE COMMISSIONERS: Chair Ross read the various methods of how to provide public
input for the record.
RESOLUTIONS AND ORDINANCES: The Resolutions were presented and signed as listed on the
Consent Agenda. No Ordinances were approved.
Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted
by the Clerk to the Board. There being no further business, this meeting was adjourned at 9:11 a.m.
