RE: AGREEMENT BETWEEN WELD COUNTY AND THE CARL S.
BECKER COMPANY
WHEREAS, the Board of County Commissioners, Weld County,
Colorado, did enter into an agreement with the Carl S. Becker Company
to conduct an efficiency study of the Weld County Welfare Department,
and
WHEREAS, the Carl S. Becker Company did make such study and
did submit a detailed report of its findings and recommendations, and
WHEREAS, the Carl S. Becker Company has now submitted a
proposed agreement to implement the recommendations contained in its
report to the Board, and
WHEREAS, the Board believes it to be in the best interest of the
County to enter into such an agreement on the basis recited therein.
NOW, THEREFORE, BE IT RESOLVED, by the Board of County
Commissioners, Weld County, Colorado, that said agreement with the
Carl S. Becker Company providing for the implementation of the Welfare
study recommendations for the Weld County Welfare Department, copy
of which is attached hereto and made a part hereof by reference, be, and
it hereby is approved.
BE IT FURTHER RESOLVED, that the Board be, and it hereby is
authorized to execute the agreement as submitted and to make the same
effective forthwith.
The above and foregoing Resolution was, on motion duly made and
seconded, adopted by the following vote on the 10th day of December, 1969.

Gentlemen:
We are pleased to submit our proposal outlining the specific
details of the approach which we will take in the implementation
of the recommendations of our report on the Weld County Department
of Public Welfare.'
In addition to the recommendations outlined in the report,
we will prepare a time study to determine the proper time required
to follow through on determinations of eligibility and recertifi-
cation of eligibility in delivering the required services.
We will provide interim reports at the end of each three-
month period. Our final report will be provided at the end of
the 12th month.
The details of this approach are outlined in the attached
proposal.

Part I
Installation of Recommendations
Working with the County Director of Public Welfare and any advisory
committee established by the County Commissioners, we will proceed
as follows:
1. We will establish the organization of the Department as recommended
in the organizational chart of the report.
2. We will assign functional responsibility to the various divisions
and sections of the Department as recommended in the organizational
chart.
We will, at this time, establish means to implement, control and
proceed with responsibilities as assigned.
3. We will initially make space allocations and assignments as
necessary to implement the recommendations in the report. The
space allocations first established will not reflect the overall
objective for the utilization of space. As a consequence, interim
additional space will be initially required.
4. We will make staff assignments as necessary to carry out the
workload in the Department.
5. We will develop specific eligibility determination procedures as
outlined in the report and as required by State and Federal
regulations.
6. We will develop, in the adult division specific assignments and
procedures to carry out the objectives of the report, as required
by State and Federal Regulations.
7. We will develop, in the children and youth division, specific
procedures and assignments to carry out the recommendations in
the report and follow State and Federal regulations.
8. We will integrate the food stamp processing into the eligibility
division of the Department.

9. We will arrange for purchase and establish use of all necessary
equipment to carry out the recommendations.
10. We will achieve the balance of the recommendations as outlined
in the report, within State and Federal requirements.

Part II
Establishment of Work Standards
Within the overall objective of the development and use of human
resources, that of the caseworker and of the recipient, we will
establish methods of performance appraisal. The specific objective
will be to help each individual caseworker to do a better job in
his assignment. We will work with representatives of the State
Department of Social Services, as instructed by Weld County
Commissioners, to establish work standards which will meet State
and Federal requirements. Our specific approach will be as
follows:
1. We will evaluate present performance in terms of quality and
time spent by caseworkers, eligibility technicians and clerical
employes.
2. In the development of the new standards, we will work individually
with each caseworker on the job; we will hold group discussions
with caseworkers and with supervisors.
These discussions will explore present effectiveness, areas
where work can be more effective, techniques of increasing
effectiveness, and time involved in each step of the process.
3. We will determine the operations to be performed by each
caseworker in each program, and will divide these operations up
into their basic parts or elements.
4. We will establish:
a. the time necessary to perform each element of the total process.
b. The observation and reporting technique necessary for the
establishment of these times.
c. That the number of specific elements observed is in sufficient
quantity to permit sound establishment of time values.

5. After establishment of the proper time value, based essentially
on guided judgment as to the effectiveness of the work being
done, we will add additional time for legitimate delays and
allowances such as personal needs, delays outside the control of
the worker and special abnormal conditions of the job.
6. We will also allow additional time for time in transit from the
office, telephone calls, dictation and maintenance of the case
record, research for reporting and changing the status of the case.
7. The ultimate objective will be total time per case for each major
activity. This total time should be a fair allowance based on the
time an average worker of average skill will spend doing a
professional job and achieving measurable results.
8. We will establish criteria for measuring long-term results of
service casework.
Part III
A Classification and Pay Plan
Our objective for the Classification and Pay Plan is to evalu-
ate the true duties of each position and to recommend in the State
Merit System salary plan where they should be placed so that there
is a proper wage for those duties. Employes filling positions where
the duties are more responsible will be paid a higher base wage
rate for those duties than employes filling positions where the
duties are of a lesser responsibility. The Classification Plan
establishes the level of responsibility, and the Pay Plan establishes
the base rate for each kind of work. The Plan does not evaluate
the ability of an employe to perform his work. The base pay for
each kind of work will be set at a level comparable to industrial
and governmental pay for similar work in the general area.
The major steps in the development of the Classification and
Pay Plan are briefly described:
1. Survey objectives and procedures will be recommended
within the Merit System pay plan and explained to
Department Heads.
2. Each Department Head will be asked to submit a position
description form to each of his employes and to ask each
employe to fill out this form.
3. Each DepavLuient Head will be asked to review the employes'
forms and to make coments as to responsibilities connected
with each position.

4. The position description forms, with Department Heads'
comments attached, will then be individually reviewed
and similar positions will be roughly grouped together.
5 Positions of similar responsibility are again analyzed
and reviewed and a preliminary class of work assigned
to each position.
6. Class Specifications for each class of work are then
prepared.
7. These preliminary assignments are then discussed with
the Department Heads and general agreement as to the
kind of work for each position and the appropriate
class title is reached with each Department Head.
8. Key classes, wherein the work is comparable to that
of other employers, are then selected. These selec-
tions are then reviewed with the manager or Adminis-
trator, or responsible executive.
9. A wage and salary survey, using these key classes, is
then conducted. Data is gathered concerning pay rates
throughout the area. In this survey, we will gather
pay data from neighboring counties, all major cities,
industry in the City and County area, the State and
the Federal government, and applicable school districts
10. A pay range and pay grade is then tentatively assigned
to each class of work.
11. Levels of responsibility for each class of work as
tentatively determined are discussed with Department
Heads.
12. The tentative pay grade recommendations and ways to
place these recommendations into effect are developed.
13. The cost of implementation by each of two alternate
methods of implementation is computed.
14. The proposed classes of work and the tentative pay
grades are now reviewed with the manager or Adminis-
trator, or responsible executive.
15. The final proposal is then completed and reviewed with
the manager and/or the Department Heads.
16. Rules for pay administration establishing the method
of operation of the Pay Plan are prepared and pre-
sented to the manager or Administrator.
17. The complete Classification and Pay Plan Report and
Recommendations are officially presented to the Council
or Commissioners for adoption.
18. An oral presentation of information as to "What is a
Classification and Pay Plan?" is made to all employes.
19. An individual discussion is held with any employe who
is dissatisfied with the results or who feels that the
consultant or the Department Head have, in some way,
failed to properly classify the employe's work.
20. All recommendation will be developed using standard State
Department of Welfare Classifications and fitting the results
of the pay survey to the State Department of Welfare Pay Plan.
