RE: APPROVAL OF RESOLUTION CALLING FOR AN ELECTION TO REFER TO CERTAIN
REGISTERED ELECTORS RESIDING IN THE TOWN OF ERIE THE QUESTION OF
WHETHER PORTIONS OF THE TOWN OF ERIE IN WHICH THEY RESIDE SHOULD BE
ANNEXED INTO THE REGIONAL TRANSPORTATION DISTRICT
A public hearing was conducted on June 3, 2024, at 10:00 a.m., with the following present:
Commissioner Kevin D. Ross, Chair
Commissioner Perry L. Buck, Pro-Tem
Commissioner Mike Freeman
Commissioner Scott K. James
Commissioner Lori Saine
Also present:

El The following business was transacted:
I hereby certify that pursuant to a notice dated May 16, 2024, and duly published May 19, 2024,
in the Greeley Tribune, a public hearing was conducted to consider a Resolution Titled: CALLING
FOR AN ELECTION TO REFER TO CERTAIN REGISTERED ELECTORS RESIDING IN THE
TOWN OF ERIE THE QUESTION OF WHETHER PORTIONS OF THE TOWN OF ERIE IN
WHICH THEY RESIDE SHOULD BE ANNEXED INTO THE REGIONAL TRANSPORTATION
DISTRICT. Bruce Barker, County Attorney, made this a matter of record and stated the
representatives from the Town of Erie were not able to attend the hearing.
No public testimony was offered concerning this matter.
El Commissioner Saine expressed her concerns regarding this matter and indicated she will be
a dissenting vote. In response to Commissioner Freeman, Mr. Barker confirmed the purpose of
the Hearing is to allow the Town of Erie to hold an election for their residents to consider the
matter through a voting process.
Commissioner Freeman moved to approve the Resolution Titled: CALLING FOR AN
ELECTION TO REFER TO CERTAIN REGISTERED ELECTORS RESIDING IN THE TOWN OF
ERIE THE QUESTION OF WHETHER PORTIONS OF THE TOWN OF ERIE IN WHICH THEY
RESIDE SHOULD BE ANNEXED INTO THE REGIONAL TRANSPORTATION DISTRICT. The
motion was seconded by Commissioner James. After further discussion, Commissioner Saine
further detailed her concerns regarding the taxation of the citizens within the Town of Erie, and
indicated those who are annexed into the Town's limits are already part of the Regional
Transportation District (RTD). Commissioner James expressed his support for this matter, due to
the parcels that were not part of the original annexation are the only residents who will be allowed
to participate in the voting process, and confirmed Commissioner Saine's comment on taxation

but clarified said taxes would only affect those being considered for annexation. He further
expressed he is against the tax increase itself, but agrees the citizens should have the right to
exercise their rights to vote. Chair Ross concurred with the comments made by Commissioner
James. There being no further discussion, and upon a roll call vote of four (4) to one (1), the
motion carried, with Commissioner Saine opposed.
The hearing was completed at 10:13 a.m.
This Certification was approved on the 17th day of June, 2024.
